Secretary of State Hillary Rodham Clinton, on a quick visit to Persian Gulf allies Qatar and Saudi Arabia, told a forum on US-Muslim relations that Iran has not lived up to its nuclear obligations and has rebuffed US and international efforts to engage in serious talks. She said Iran has a right to nuclear power, but only if shown unequivocally that it is to be used just for peaceful purposes.

Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, meeting with officials in Tel Aviv yesterday, called for more time for diplomatic pressure to work.

Saudi Arabia and Qatar, both situated across the Persian Gulf from Iran, are seen by the Obama administration as an important part of a regional effort to persuade the Iranians that it is in their economic interest to give up their uranium enrichment program as called for in a series of UN resolutions that Iran has ignored. Although Iran insists it has no desire to get the bomb, Clinton said it appears otherwise.

“The evidence is accumulating that that is exactly what they are trying to do,’’ she said during a question-and-answer session with her audience at the US-Islamic World Forum, attended by officials and scholars from around the world.

She also used pointed language in stressing that after months of failed efforts aimed at direct talks with Iran, tougher action is required.

In her speech, Clinton said the United States and others were working on “new measures’’ to try to persuade Iran to change its course.

She added, “I would like to figure out a way to handle it in as peaceful an approach as possible, and I certainly welcome any meaningful engagement, but we don’t want to be engaging while they are building their bomb.’’

President Obama has said that work to broaden economic sanctions in the UN Security Council is moving along quickly, but he hasn’t given a specific timeline. China, one of five permanent members of the Security Council, has close economic ties to Iran and can block a resolution by itself.

“We have the support of everyone from Russia to Europe. And I believe we’ll get the support of China to continue to impose sanctions on Iran to isolate them, to make it clear that in fact they cannot move forward,’’ Vice President Joe Biden told NBC’s “Meet the Press’’ from Canada, where he was attending the Olympics.

“We need to work on China a little bit more,’’ added Obama’s national security adviser, James Jones. “But China wants to be seen as a responsible global influence in this. On this issue, they can’t, they cannot be nonsupportive,’’ he told “Fox News Sunday.’’

Clinton struck a similar tone, saying in Doha that “the weight is maybe beginning to move’’ toward China supporting sanctions.

Clinton’s stops in Qatar and in Saudi Arabia coincided with a string of diplomatic and military contacts in the Middle East, including Mullen’s visits to Egypt and Israel.

Translation: They are getting their marching orders from the Israeli master and relaying the information to our stooge Arab governments.

Her top three deputies - James Steinberg, Jacob Lew, and William Burns - were expected in the region in coming days. So was General David Petraeus, chief of US Central Command with responsibility for US military operations across the Middle East.

Translation: WAR is COMING SOON!!!!

Their agenda is not focused exclusively on Iran.

There also is an American push for closer cooperation in Yemen against Al Qaeda, a move toward bolstering diplomatic relations with Syria, and efforts to get Israeli-Palestinian peace negotiations back on track....

Officials have said they planned to target new sanctions on the guard, which is heavily involved in Tehran’s nuclear and missile programs, because such tactics would harm the country’s political elite - sparing many ordinary Iranians, at least in theory....

Clinton strongly asserted that the United States would defend Persian Gulf allies from Iranian aggression, in what appeared to be an echo of her controversial proposal for a defense umbrella for the region.

“We will always defend ourselves, and we always will defend our friends and allies, and we will certainly defend countries in the gulf who face the greatest, immediate nearby threat from Iran,’’ she said.

She said the Obama administration believes the Revolutionary Guard is supplanting the government of Iran. “That is how we see it. We see that the government of Iran, the supreme leader, the president, the parliament is being supplanted and that Iran is moving toward a military dictatorship,’’ said Clinton, who arrived Sunday in Qatar, where she spoke at the US-Islamic World Forum.

Clinton flew to Riyadh, the Saudi capital, where Foreign Minister Prince Saud Al Faisal seemed to express doubt about the usefulness of seeking more United Nations sanctions on Iran over its nuclear program.

US officials said privately that they were unsure of Faisal’s meaning and that they were certain Saudi Arabia was not opposed to new sanctions. They said the Saudis have some doubt that sanctions can be effective. The officials spoke on condition of anonymity in order to describe diplomatically sensitive conversations with the Saudi leadership.

In addition, the guard has received at least $6 billion worth of government contracts in two years, according to state-run media, but the total is probably much higher because many contracts are not disclosed.

Working through its private-sector arm, the group operates Tehran’s international airport, builds the nation’s highways, and constructs communications systems.

It also manages Iran’s weapons-manufacturing business, including its missile program. It also has absorbed the paramilitary Basij as a full-fledged part of its command structure.

The guard also has been building a network of underground tunnels to conceal and protect Iran’s military and nuclear programs, according to senior US officials.

The US Treasury Department last week slapped sanctions on four construction-related companies believed to serve as fronts for the business interests of the guard. The administration also is developing sanctions against the guard for the UN Security Council.

A semiofficial news agency quoted the head of Iran’s nuclear program yesterday as saying the country received a new proposal from the United States, Russia, and France, three of the countries trying to rein in Tehran’s uranium enrichment program.

Iran said that it was studying the joint proposal purportedly made after the country announced last week it had begun enriching uranium to a higher level than previously acknowledged.

BEIRUT - Iran’s foreign minister yesterday rejected Secretary of State Hillary Rodham Clinton’s charge that the country is becoming a military dictatorship, calling it a “trick’’ aimed at influencing other Persian Gulf nations.

Iran regrets that Clinton is “seeking to divert public opinion in the region,’’ Foreign Minister Manouchehr Mottaki said yesterday, according to the official Islamic Republic News Agency.

“We see these methods as a new trick although its nature is clear to the people and authorities in the region and it will have no effect.’’

In a discussion with students in Jeddah, Saudi Arabia, yesterday, Clinton said “evidence is building’’ that Iran wants nuclear technology to build weapons. Iran’s government says its nuclear program is intended for peaceful purposes.

President Obama is demanding tougher United Nations sanctions against Iran to persuade the regime to cease uranium enrichment, which the United States says is part of a plan to acquire nuclear weapons. Clinton is on a three-day tour of the Persian Gulf to seek support sanctions....

In a joint statement yesterday, Russia, the United States, and France urged Iran to stop enriching uranium to higher levels and suggested the project reinforces suspicions that Tehran is seeking to make nuclear weapons. The statement, made public yesterday, reflects unified Russian and Western opposition to Iran’s increased enrichment....

When the Russians actually vote for sanctions then I'll believe it.

Officials at the Vienna-based International Atomic Energy Agency said they had no comment.

Still, the day's events showed that authorities must rely on full-scale pressures to keep a lid on demonstrations, and any breathing room may be limited. Opposition supporters are certain to regroup and look for weak spots in the ruling system....

Many opposition groups are denouncing the entire Islamic system.

That's why they are losing support.

This is what deeply worried authorities preparing for Thursday's 31st anniversary of the Islamic state. Any significant protests or clashes would be seen as major embarrassment on a day intended to showcase national achievements and unity.

An array of riot police, undercover security agents and hard-line militiamen fanned out across Tehran....

Security forces were seen in nearly every neighborhood. They had one primary goal: to keep protesters from gaining momentum....

Opposition Web sites spoke of groups of protesters in the hundreds -- compared with much larger crowds in past demonstrations.

WASHINGTON - In other action yesterday, Obama named a White House lawyer as his special envoy to the Organization of the Islamic Conference, part of his continuing effort to repair strained US relations with the world’s Muslims.

Obama announced Rashad Hussain’s appointment during a video address to the 7th US-Islamic World Forum meeting in Doha, Qatar.

As his liaison to the OIC, the president said Hussain will continue working to repair US-Islamic relations and develop the types of partnerships Obama called for when he addressed the Muslim world during a speech last year in Cairo.

US relations with the Muslim world became strained after the wars in Iraq and Afghanistan.

They still are strained, especially with the Clinton talk!
