The Coast Guard approved LNG deliveries from Yemen to the Distrigas of Massachusetts plant in Everett earlier this month, over the protests of Menino and other local officials. Even though LNG tankers have passed through Boston Harbor since 1971 and tankers now visit about once a week, it has alarmed local officials that the ships loaded with explosive fuel originate in a country known as a haven for terrorists.

US Representative Stephen F. Lynch, a South Boston Democrat, described the security measures as “extremely thorough and aggressive,’’ but he, too, questioned the wisdom of allowing such a ship to come so close to a large population center. He also called for an independent review and threat assessment of the LNG loading facility in Yemen.
“The safety concerns here are enormous,’’ said Lynch, who joined the 30 or so crew members on the tanker before it reached the harbor and monitored the Coast Guard team’s operation yesterday. “We must continue to explore all our options to reduce to the greatest extent possible the risk to the public.’’

Public safety for each delivery costs roughly $25,000, Menino said, an expense he expected Distrigas to pay.

“The mayor thinks the security is effective,’’ Laidlaw said.
Coast Guard and State Police officials declined to comment on their security procedures. Boston and Everett police and the Massachusetts Environmental Police also provided security.

Early yesterday, as the tanker passed Maverick Square, the hulking, red vessel completely obscured the usually picturesque parkside view of the Boston skyline, even the tallest buildings. Six different police officers stopped and asked a Globe reporter and photographer for identification at four spots around Boston and Everett.

A special operations officer with an assault rifle and binoculars kept an eye on the Tobin Bridge from a point in East Boston as police closed the bridge, so the tanker could back under the structure and dock in Everett.
At a press conference after the ship arrived in Everett, House Speaker Robert A. DeLeo of Winthrop said he continues to have grave concerns about the LNG shipments.
“This didn’t just happen today; it’s going to happen weeks and months from now,’’ DeLeo said. “I’ve already started some conversations with folks in the congressional delegation. It’s important we look at offshore sites.’’

BUENA, N.J. — He was raised in New Jersey, where he was on the high school wrestling team and earned a black belt in karate. Nearly a decade later, Sharif Mobley is under arrest in Yemen, suspected of being an Al Qaeda member and accused of killing a guard in an attempt to break out of a hospital.
While some acquaintances were startled by the news out of the Middle East yesterday, a former classmate said Mobley had strong religious views in high school, often trying to convert friends to Islam, and became increasingly radical, especially after they graduated in 2002.
Roman Castro, 25, who did a tour with the Army in Iraq, said the last time he saw Mobley, about four years ago, Mobley called him a Muslim killer.
The FBI, the State Department, and other authorities said they were trying to gather information about Mobley. But the allegations appeared to illustrate a phenomenon US intelligence officials have warned about: American Muslims becoming radicalized and joining terrorist movements overseas.
Mobley, a 26-year-old natural-born US citizen, was identified by Yemeni officials as a Somali-American.

Mobley moved to Yemen about two years ago, supposedly to learn Arabic and study Islam, a former neighbor said.
Before that, Mobley worked for several contractors at three nuclear power plants in New Jersey from 2002 to 2008, said Joe Delmar, PSEG Nuclear spokesman. Mobley carried supplies and did maintenance work at the plants.

The Al Qaeda branch in Yemen was linked to the failed Christmas Day bombing of a Detroit-bound airliner. Also, Major Nidal Hasan, the Army psychiatrist accused of killing 13 people in a shooting rampage at Fort Hood, Texas, last year, had exchanged e-mails with an extremist cleric in Yemen.

Officials said Mobley passed the necessary screenings, which include criminal background checks, drug testing, psychological assessments, and identity verification.

Every worker entering a plant has to clear security, explosives, and radiation checkpoints, and that information is recorded, Nuclear Regulatory Commission spokesman Neil Sheehan said.
The plants also teach employees to recognize and report suspicious behavior.
