ALTOONA, Pa. — The roommate of a Penn State student from Russia charged with building a suspected bomb in his bedroom says the 18-year-old recently set off three ‘‘minibombs’’ just outside their apartment.

That sounds familiar.

Andrew Leff told the Altoona Mirror that he had advised Vladislav Miftakhov to get rid of the bomb-making materials. He called Miftakhov a ‘‘dumb’’ and ‘‘crazy’’ kid who was bored and impulsive, but not dangerous.

How did he get into Penn State then?

Miftakhov, a student at Penn State’s satellite campus in Altoona, was in jail Sunday after being arrested Friday and charged with possessing a weapon of mass destruction and with several other drug and weapons counts, according to court records….

In the affidavit, police said they were investigating a reported marijuana growing operation at Miftakhov’s apartment reported by the landlord when they found a suitcase holding two containers with exposed fuses and other explosives-related materials. The devices were later dismantled by Pennsylvania State Police troopers.

An Altoona Police officer asked Miftakhov what he was going to do with the devices and Miftakhov responded that he was going to ‘‘blow things up,’’ according to the affidavit.

Later, ‘‘Miftakhov stated his intent was to set the devices off in a remote field and did not intend on ‘blowing anything up,’’’ the affidavit said.

HARRISBURG, Pa. — The US Department of Education is looking into Penn State’s handling of sexual harassment and sexual assault complaints to determine whether it had responded appropriately to those reports before the Jerry Sandusky child sex-abuse scandal engulfed the university.

The federal agency informed Penn State of the investigation in a letter Thursday and said in a statement Sunday that it had concerns after it reviewed Penn State’s sexual harassment policy and saw a huge rise in ‘‘forcible sex offenses’’ reported to the federal government. The spike coincided with the Sandusky scandal that broke in 2011.

‘‘Our initial review of Penn State’s sexual harassment policy, compounded by a dramatic increase in the number of forcible sex offenses occurring on campus as reported by the university itself, raised legal concerns that compelled us to investigate,’’ Assistant Secretary for Civil Rights Catherine Lhamon said in the statement.

The investigation will look to determine whether complaints were improperly handled, thus keeping the numbers artificially low, before the spike, a department spokesman said.

Colleges and universities are required to report campus crimes to the federal government under a 1990 law known as the Clery Act.

A Penn State spokeswoman said Sunday that the school is looking forward to working with federal officials….

.... The attorney general faced an excruciating call, and the Justice Department should be applauded for seeking the input of victims and their families before announcing its decision. Still, a life prison term would have been the proper punishment to seek....

Those voices matter, too, and Holder should have listened to them. The Tsarnaev brothers targeted this community, attempting to sow fear. Instead, the city responded with a generous spirit, aiding victims and largely eschewing the kind of angry backlash against Muslims that many had feared. Boston has much to be proud of in its tempered response to the bombing, but the federal government’s actions aren’t showing the same level of forbearance. Indeed, it would be disappointing if the uplifting story of Boston’s response and recovery ended on the divisive note of a death-penalty prosecution.

Of course, the only villain in this case is Dzhokhar Tsarnaev. Holder would certainly have faced criticism no matter what choice he made, and death penalty supporters like Norden had every right to press their point of view. But Thursday’s decision is regrettable, and pushes the day that Boston can close the book on the Marathon bombing deeper into the future.

MOSCOW — Russia’s counterterrorism agency on Thursday identified the two suspected suicide bombers who struck the southern city of Volgograd and announced the arrest of two suspected accomplices.

The bombings of a train station and trolley bus in Volgograd in late December, which killed 34 people and wounded many more, heightened security fears before the Winter Olympics in Sochi, which start next week.

The suspected bombers, Asker Samedov and Suleiman Magomedov, were members of a terrorist group based in Dagestan, the National Anti-Terrorism Committee said.

Two brothers, Magomednabi and Tagir Batirov, were detained as suspected accomplices Wednesday in Dagestan, a predominantly Muslim republic that has become the center of an Islamist insurgency. The brothers were believed to have helped the bombers travel to Volgograd, the agency said in a statement.

Investigators were still trying to determine who had organized the attack, the statement said.

Translation: who was their CIA handler?

MOSCOW — A 10th-grade student armed with two rifles burst into his Moscow school on Monday and killed his geography teacher and a police officer before being taken into custody, investigators said.

Was he Muslim?

The boy’s father played a key role in helping to free students being held as hostages and prevent further violence, the city police chief said.

None of the children in School No. 263 at the time was hurt, said Karina Sabitova, a police spokeswoman at the scene. Some ran from the building with their teachers without stopping to put on their coats even though the temperature was below freezing.

The school in northeast Moscow is for students in grades 1 through 11, as is typical in Russia.

The student gunman also seriously wounded a second police officer who had responded to an alarm from the school, investigators said.

Such shootings in Russian schools are extremely rare.

Any attack on a school, however, unavoidably brings back memories of the Beslan school siege in 2004, when Islamic militants from Russia’s North Caucasus took about 1,000 people hostage, most of them children. More than 300 hostages were killed when Russian security forces stormed the school.

I used to believe Alex Jones and saw that as a Russian false flag; however, now that I know he is a controlled opposition plant it's looking more like Mossad and CIA every day.

Russia is on alert for terrorist attacks, especially after Islamic militants asserted responsibility for twin suicide bombings in the city of Volgograd in December and threatened to strike during the Sochi Winter Olympics, which begin Friday in the Black Sea resort. Monday’s attack, however, has raised no suspicions of any link to terrorism.

The armed teenager entered the school after threatening the security guard, who managed to hit an alarm before following the student to his classroom, the spokesman for Russia’s main investigative agency said.

‘‘Without saying a word, he fired several shots at the geography teacher,’’ said Vladimir Markin, spokesman for the Investigative Committee.

Was he on any prescription pharmaceuticals?

He identified the teacher as Andrei Kirillov, aged 29 or 30.

The boy, who would be about 16, was an excellent student, the spokesman said.
