They had claimed to be sent by Al Qaeda in Yemen.
The demonstrations overshadowed smaller rallies in Islamabad and elsewhere to commemorate the Peshawar school attack one month ago by Taliban gunmen that killed 150 people, many of them children.

Then in the hours before the brothers died in a gunfight with the police, Chérif Kouachi nonchalantly took a telephone call from a reporter to make sure the world knew they were carrying out the attack on behalf of Al Qaeda’s branch in Yemen.
The 10-year evolution from easily spooked amateur to hardened killer is a story of steadily deepening radicalism that occurred despite surveillance efforts by French authorities, who twice had Chérif in their grasp.
Meaning he was either a patsy or a willing operative.

Much remains unclear about the suspects’ lives. But thousands of pages of legal documents obtained by The New York Times — including minutes of interrogations, summaries of phone taps, intercepted jailhouse letters, and a catalog of images and religious texts found on the laptops of Chérif Kouachi and Amedy Coulibaly — reveal an arc of radicalization that saw them become steadily more professional and more discreet.

After at least one of the Kouachis traveled to Yemen in 2011, the United States alerted French authorities. But three years of tailing the brothers yielded nothing, and an oversight panel said the surveillance was no longer productive, said Louis Caprioli, the deputy head of France’s domestic antiterror unit from 1998 to 2004.
The brothers appeared so nonthreatening that surveillance was dropped last year, he said, as hundreds of young Muslims cycled back and forth to Syria for jihad and French authorities shifted priorities.
“The system is overwhelmed,” said Jean-Charles Brisard, a terrorism expert who had been a counsel to France’s chief antiterrorism prosecutor.
By the time the brothers burst through the heavy metal doors of Charlie Hebdo, the newspaper that had repeatedly lampooned the prophet Mohammed, even their relatives were shocked.
“The only way I can make sense of this,” Khadija Hamyd, Chérif Kouachi’s sister-in-law, said, “is to say that he was leading a double life.”
The brothers moved to Paris around 2000, staying in an apartment in the 19th Arrondissement, a working-class neighborhood heavy populated with newly arrived Muslim immigrants from France’s former colonies in North Africa.
Chérif Kouachi got a job delivering pizzas. Then, after the US invasion of Iraq in 2003, the brothers began attending prayers at the Adda’wa Mosque on Rue de Tanger. It was here that the Kouachi brothers met Farid Benyettou, then 22, the son of Algerian immigrants.
To the impressionable Chérif, Benyettou’s devoutness was striking. Benyettou incited young men to join jihad. He set up a pipeline for young French Muslims to travel to join Abu Musab al-Zarqawi’s network in Iraq, which would soon become Al Qaeda’s franchise in the region, according to a detailed account in the court files.
It was Chérif who began clamoring to stage an attack in France.
“Chérif never stopped talking about the Jewish shops, of attacking them in the street in order to kill them,” said his friend and co-conspirator Thamer Bouchnak during his deposition. “He talked obsessively about this — about doing something here in France.”
“He asked Farid Benyettou if it was allowed,” Bouchnak added. “He wanted to have permission from the person who had taught him. Farid didn’t give his permission.”

BRUSSELS — Tightening security around Jewish sites, embassies, and other potential terrorist targets, Belgium deployed scores of paratroopers on Saturday in Brussels, the capital, and in the port city of Antwerp, a diamond-trading center with a large Orthodox Jewish population.
It was the first time Belgian troops had been mobilized on the streets in more than two decades. The measures followed a police raid in the east of the country Thursday that killed two men suspected of planning what officials said was an imminent and substantial terrorist attack.
The foiled plot added to fears across Europe that jihadis, particularly Europeans who have returned home after fighting in Syria or Iraq alongside the Islamic State and other extremist groups, are planning attacks similar to, or inspired by, the recent rampage carried out in France by three Muslim extremists.

But Belgian officials say they have so far found no link between the attack they say was being planned from a militant hideout in the eastern town of Verviers and the Paris attacks on the satirical newspaper Charlie Hebdo, a police patrol, and a kosher supermarket.
At the US Embassy in Brussels, two Belgian soldiers from the Third Parachute Battalion said they had arrived Saturday as part of a security operation coordinated with the police. Troops also stood guard outside the Jewish Museum here, the scene of an attack in May by a French jihadi who had returned from Syria.

The Belgian news media quoted Defense Minister Steven Vandeput as saying that the initial deployment involved only 150 soldiers and that the number would rise to 300 in the coming days if necessary.
The Belgian government, led by Prime Minister Charles Michel, made the decision to mobilize troops at a meeting of ministers and security officials on Friday after Belgium elevated its terrorism alert to three from two, on a scale of one to four. The level was raised Thursday after the police raided what they believed was a jihadi cell in Verviers, killing two suspects in a gunfight and finding weapons, police uniforms, and walkie-talkies.
A third man who was in the building at the time was arrested and, according to news outlets, denied involvement, saying he had gone to the suspected terrorist hideaway simply to smoke marijuana with friends.

A Belgian newspaper, Derniere Heure, reported Saturday that investigators had identified the possible mastermind of the disrupted plot as Abdel-hamid Abaaoud, a 27-year-old Belgian of Moroccan descent from the Molenbeek district, where the police have raided a number of homes and made at least nine arrests in recent days.
The newspaper said Abaaoud, also known as Abou Omar Soussi, was not believed to be in Belgium but in Greece or Turkey. He is well known to authorities after the release early last year by Islamic State militants in Syria of a video that showed him in a pickup truck dragging four corpses.

The Greek official, who spoke on condition of anonymity due to the sensitivity of the ongoing inquiry, said the ‘‘investigation is ongoing. We are in touch with the Belgians.’’
The Belgian Islamist movement gained worldwide attention in May when four people were killed at the Jewish Museum of Brussels by a French gunman, who authorities said had spent most of 2013 in Syria.

Police released three women detained last week as part of an effort to stop an attack that security officials said was hours or days away from happening. But nine people remained in custody for further questioning, and the ringleader was still on the run, Belgian Justice Minister Koen Geens said.
The intense hunt for the fugitive underlined the challenge that European nations face in policing their large, porous territory.
European Union foreign ministers plan to meet Monday to discuss the rising threat of homegrown Islamist militancy, which was thrown into relief after three Frenchmen claiming ties to Al Qaeda and the Islamic State killed 17 people in and around Paris over three days of violence this month.

Belgium’s Derniere Heure newspaper reported that police are seeking a Belgian man of Moroccan background named Abdelhamid Abaaoud, 27, also known as Abou Omar Soussi, who traveled to Syria to join the Islamic State.
Abaaoud has been known to authorities for some time and was featured in March in a video that showed him driving a car in Syria with a dead body dragging behind it. Belgian authorities have refused to confirm that they are seeking him.
Separately on Sunday, Italian Interior Minister Angelino Alfano said that his country had expelled nine alleged Islamist militants since late December and that it expected to send away more.
‘‘Those expelled . . . were here for years, and two of these involved their respective families, sending them into Syria to fight,’’ Alfano said, according to the Associated Press. He said 59 people had traveled from Italy to Syria to fight.
The attacks this month have quickly polarized Europe, as politicians vow a crackdown and Islamic communities say they are being unfairly targeted for the violence of an extremist few.
French authorities banned an anti-Islamist rally intended for Sunday, fearing that it could stir violence.

In Germany, a weekly anti-Islam protest that has been drawing tens of thousands of supporters was called off for Monday after an organizer received death threats. President Barack Obama and British Prime Minister David Cameron announced a hackathon on Friday that is panning out to be the great cybersecurity smackdown of 2015. The pair are pitting wonks and nerds on either side of the Atlantic against each other in a battle called “Cambridge v. Cambridge.”
Representing the US will be MIT’s Computer Science and Artificial Intelligence Laboratory, who will go up against the computer science engineers from the University of Cambridge in the UK.
The event is part of a wider cybersecurity alliance between the two countries, also announced last week. That collaboration will include co-developing cyber defense strategies, securing core infrastructures, and supporting research. The friendly face-off is a part of that last effort.
Though there’s been a longstanding rivalry about “which Cambridge is the better one” real chances to go head-to-head have been few, said Howard Shrobe, a professor at MIT who will administer the challenge. “They don’t play the same football as we do,” Shrobe said, speaking of past opportunities for competition between the two cities. Besides this hackathon, he said, “The only one I can think of is crew.”
The hackathon is likely to take the form of a hackers’ “capture the flag” adventure. Each team will race as they seek access to coded secrets, while earning points for offensive and defensive strategies. Much of the event is still in the planning stage, however, and Shrobe hopes to find corporate sponsors to fund it.
The two countries are also funding a new Fulbright Cyber Security Award, whose recipients will have the freedom to conduct six-months worth of research in this area. Applications for this program will open later this year, for the first awardees to begin work in 2016.
In November last year, MIT’s CSAIL announced a $15 million research award from the Hewlett Foundation to research law and regulations around new technology like self-driving cars and autonomous flying drones. Shrobe said he hopes to expand the reach of the event beyond just a tech jam, and include policy wonks too.

BRUSSELS — European foreign ministers called Monday for Europe to form an alliance against Islamic extremism with the countries of North Africa and Muslim nations such as Yemen, where at least one of the gunmen responsible for attacks this month in Paris received training.

Many Muslims living in Belgium and France, including the two brothers involved in the attack on the French satirical newspaper Charlie Hebdo and the reported ringleader of the foiled Belgian plot, trace their origins to North Africa.

The police in Greece, which is also a European Union member, said Monday that a 33-year-old Algerian had been detained in Athens in connection with the Belgian plot and that Belgium had requested his extradition.
The Belgian government says the terrorist operation was thwarted when police officers on Thursday shot dead two suspects in the town of Verviers, near the German border.

GRIGNY, France — The housing project that was home to Amedy Coulibaly is a concrete labyrinth so scary that doctors refuse to make house calls and mail workers won’t deliver parcels. Drug dealers and teenage thugs hold sway over the blighted neighborhood.
Even the police venture only with caution into the Grande Borne, especially after dark. The project’s maze of serpentine, run-down buildings housing 11,000 people gives gangs plenty of cover to mount ambushes against officers with pump-action shotguns and gasoline bombs.
It would be simplistic to argue that Coulibaly — a partner of the Charlie Hebdo attackers, killer of a policewoman and four hostages at a kosher store — became a terrorist because he grew up in this enclave of high unemployment and crime where the authority of the French state is weak.
But the war-promoting Jewish media will do just that.
Many from the Grande Borne and his generation are not criminals. One of Coulibaly’s sisters is making her name as a dancer. A former classmate is a financial comptroller, another helps manage the career of 2005 hurdles world champion Ladji Doucoure.
‘‘Our towns are not terrorist factories,’’ Philippe Rio, the mayor who also grew up in the Grande Borne, insisted in an interview.
But Coulibaly’s former kick-boxing coach in the Grande Borne, Rombo Togbahoun, fears there are more like him in the pipeline.
‘‘Look at those kids out there with their hoodies,’’ he said. ‘‘We’re only seeing the start of the problem. That was just the first Amedy Coulibaly. There are lots of little Coulibalys.’’

Bernard Cazeneuve, the interior minister, said in a statement that five people ages 26 to 44 had been arrested in Lunel on suspicion of being part of a jihadi network that was indoctrinating youth.

Cazeneuve said if those arrested turned out to be part of a jihadi recruitment network, then the police had dismantled a “particularly dangerous and organized cell.” He said authorities were mobilized on “all fronts” to defend against terrorism.

Cazeneuve said the fight against terrorism was reinforced by tough new counterterrorism measures taken by the government, including plans to spend more than $490 million to create more than 2,500 new counterterrorism jobs.

Antiterrorism prosecutors in Paris have been investigating whether Lunel has been infiltrated by a jihadi or sleeper cell network like the so-called Buttes-Chaumont group. That network once provided fighters to battle US troops in Iraq, and it was a training ground for at least one of the men behind the recent terrorist attacks.
Lunel, a town of 25,700, has been under scrutiny by counterterrorism authorities after it was discovered last year that six local Muslims had been killed while fighting in Syria from among 20 youths from Lunel, between the ages of 18 and 30, who had left to fight jihad. The town’s authorities have been grappling to understand how Lunel, in the picturesque Languedoc wine-growing region, has become a breeding ground for jihadis.
Across Europe, countries are struggling to cope with thousands of European citizens who have left to join militant groups in Syria and Iraq, including the Islamic State. The issue is particularly acute in France, where last year more than 1,000 people left or planned to leave to wage jihad, fanning fears that newly radicalized citizens could return to launch attacks in France.
