I always wonder why the threat of cold is in the papers so much, what with the GLOBAL WARMING and all!! Unless THAT is a
LIE, too?!!

Boston city councilors and community representatives yesterday joined in calling for the declaration of a "state of emergency" that would prevent utility companies from shutting off gas and electricity service to customers struggling to pay their bills.

They also demanded that customers who have had their service shut off see their power restored immediately, as families throughout the state prepare to grapple with high heating costs this winter. "We're talking about thousands of people preparing for the winter with no utilities, and to me that's an emergency situation," said Councilor Chuck Turner, who joined Councilors Sam Yoon and Charles Yancey and labor and community leaders at a news conference yesterday at City Hall.

The rally was based on figures that show fuel assistance for the upcoming winter is far below what community advocates say will be needed to help families keep up with utility bills. In May, more than 100,000 families received shutoff notices after the state-required moratorium on utility shutoffs ended. The yearly moratorium runs from November to March.

Yancey said the call for a state of emergency effort was for the families who have not had their power restored since the moratorium ended, and also for the families who could lose power due to nonpayment before the new moratorium kicks in.

Phebe Eckfeldt, of Women's Fightback Network, said the list of families without power includes an elderly couple forced to wear parkas inside their home or use their stove for heat, and a woman who lost her husband to cancer and can't afford to pay her bills. Yesterday's event, she said, was an attempt to raise awareness of the struggles families will face in the upcoming winter.

"How can anybody live with no light and no heat? It's not possible," she said. "It's not right. People are suffering."

Officials from National Grid and NStar, the two companies that provide most of the power to customers in Massachusetts, said yesterday that shutting off service is a last resort and that they remain willing to work with families to develop payment plans and refer them to assistance programs. "There's always the first call to say to the customer, 'call us,' " said David Graves, a spokesman with National Grid. "The last thing we want to do is shut service off. . . . We do everything to work with the customer to keep that from happening."

So say the cold-hearted power companies! They made profits, right?

City and state government officials also said they are working to alert residents to fuel assistance programs and other services to help them pay their bills and reduce costs.

How about REPRESENTING US for a change and NOT the CORPORATIONS, huh?

Robert Keough, a spokesman for the state Executive Office of Energy and Environmental Affairs, said the moratorium helps to guarantee families do not have their power shut off during the core winter months but said the state is also working to make sure families do not fall behind on payments between moratoriums. One measure would have utility firms identify customers who fall behind, so that the families can have the opportunity to establish a payment plan long before they face shutoff notices.

How about REGULATING the RATES instead?!

Dot Joyce, a spokeswoman for Mayor Thomas M. Menino, said the mayor had already declared a "State of Urgency" in August that helped put a focus on families who may struggle this winter.

The mayor declared a food and fuel campaign that created a partnership between public and private groups to reach out to families. At one workshop, 1,000 residents received information on how to weatherize their home and were offered counseling on services and bill remediation. --more--"
