Less than 12 hours after a woman identified Jose Ruben Rivera III as the man who had raped her in a downtown Boston garage, he allegedly struck again, raping a second woman in the same place.
Boston police Superintendent Bruce Holloway, who oversees the Sexual Assault Unit, said detectives were "trying to tie up some loose ends" and had tried to locate Rivera, who is homeless, between the time the identification was made and the time of the second rape early yesterday morning....
Boston police did not release any media alerts after the first assault. Asked why, police said in a statement, "We do not put out alerts until we detect a pattern and the first one was an isolated incident."
But we care about our women -- unlike those icky Muslims.
Rivera pleaded not guilty and Judge Sally Kelly set bail at $1 million for the rape charges. She also ordered Rivera held on a probation violation for a case in West Roxbury Municipal Court. Rivera has family in the Boston area but has been homeless for the past year, Moore said. He suffers from bipolar disorder, Moore said, and receives monthly injections for the illness....
Last fall, a woman reported she had been raped, identified her attacker to Boston police and brought police to his apartment, but the alleged rapist wasn't arrested for another two weeks, after he had allegedly committed a new sexual assault.

NEW CASSEL, N.Y. --Seven New York police officers are being disciplined for poorly handling domestic violence calls to a woman's home days before officials say her ex-boyfriend killed her. Nassau County Police Commissioner Lawrence Mulvey says two patrol officers have been reassigned to non-patrol jobs. Four other patrol officers and a supervisor have been transferred. Mulvey says the officers didn't identify witnesses or fill out enough paperwork when responding to domestic violence calls involving Jo'Anna Bird on March 15 and March 17.
Bird was stabbed to death at her New Cassel, N.Y., home on March 19. Her ex-boyfriend Leonardo Valdez-Cruz -- who police say had defied court orders to stay away from her -- is charged with killing her.

It was the latest concession from insurers as Congress works to overhaul the nation's $2.5 trillion healthcare system to expand coverage and slow rising costs. Insurers are trying to head off creation of a government health plan that would compete with them in every state.
Instead, they are offering to submit to close government regulation, accepting a series of restrictions they contend would add up to a fairer marketplace and reduce the ranks of the 50 million uninsured. "We are comfortable with that," Karen Ignagni, president of America's Health Insurance Plans, told the Senate Finance Committee at a session on how to cover the uninsured.

Ignagni, who heads the private insurers' trade group, told senators the industry is ready to stop charging women more than men. Healthcare costs for women tend to be higher during childbearing years.
