A father and son formerly employed by the Haverhill Highway Department were convicted yesterday of felony larceny charges for stealing from the city to enhance their private paving and home construction businesses....

The case against James Flaherty, 67, and his son, Kevin Flaherty, 37, stems from an investigation that was sparked by an anonymous letter sent to the state inspector general's office in August 2002. The letter accused James Flaherty of using city employees to work on private paving jobs during work hours and also stealing materials from the highway yard for the jobs....

James Flaherty, prior to trial, agreed to plead guilty to tax charges for failure to report many of his paving jobs and resulting income to the state between 2003 and 2005....
