On Wednesday, Secretary of State Hillary Rodham Clinton stunned the Israeli government by issuing one of the most comprehensive US warnings on settlements in recent memory, saying that Obama "wants to see a stop to settlements - not some settlements, not outposts, not natural-growth exceptions."

Her comments sparked joy among the Palestinian delegation. "The Palestinians actually got their major ask before they even arrived in Washington," said Gaith al-Omari, a former aide to Abbas who now works for the American Task Force on Palestine, a Washington-based advocacy group.

Omari said that Abbas has been exploring the possibility of giving Israel incentives to take steps toward peace by offering warmer relations with Arab neighbors. Abbas outlined his proposal before a small group of policy analysts at a hotel on Wednesday evening. Obama's Mideast envoy, George Mitchell, already appears to have been working behind the scenes along these lines.

Netanyahu has agreed to dismantle some settlement outposts built illegally in the West Bank. But the Israeli government insists that it has a right to continue to issue building permits in major settlements to accommodate new births of settlers, commonly referred to as "natural growth."

The Bush administration offered tacit allowances for natural growth during its eight years in office. Elliott Abrams, Bush's point man on Israel, said in a recent interview with the Globe that he agreed with the Israeli government that natural growth cannot be stopped.

"A democratic government cannot enforce a settlement freeze. Abbas has been fighting for his own political survival, as the popularity of Hamas grows. But Obama tried to give him a boost yesterday....

RAMALLAH, West Bank - Tension between Palestinian factions exploded in their worst violence in nearly two years as a paramilitary police raid in the West Bank left six people dead yesterday. The clash underscored the risks for the Palestinian Authority as it moves forcefully, with fresh encouragement from President Obama, to disarm militants intent on attacking Israel.

Hamas, the Islamic group that governs the Gaza Strip, said the clampdown on one of its armed cells would bring "tough and harsh reprisal" against the US-backed administration in the West Bank. The warning by Hamas spokesman Abu Obeida indicated that the group's tactic of lying low and passively weathering police sweeps in the West Bank was over.

An aggressive Hamas response, if sustained, would test Palestinian Authority President Mahmoud Abbas's hold on power and further complicate prospects for Middle East peace.

The Israeli-Palestinian talks Obama is trying to revive had already been undermined by Hamas's rise to power in 2006 elections, its refusal to renounce violence against Israel, and its armed expulsion of Abbas's secular Fatah forces from Gaza in June 2007.

And that "expulsion" of forces was the FOILING of a COUP!

The weekend clash was the deadliest between the Palestinian rivals since then. It began late Saturday when police in Qalqiliya, a northern West Bank city with an elected Hamas mayor, spotted armed members of a Hamas cell they had been tracking for weeks.

The police followed them to a two-story house stocked with automatic rifles and grenades and demanded their surrender. Hussein Sheikh, an official in Abbas's Cabinet, said 30 grenades and hundreds of rounds of ammunition were fired from the house during an eight-hour battle.

It ended at dawn when police and paramilitary reinforcements from Abbas's Presidential Guard, National Security Force, and Preventive Security Service stormed the house. Mohammed Samman, a leader of Hamas's military wing, and his assistant, Mohammed Yassin, were killed, along with a Hamas supporter who owned the house and three Palestinian policemen.

Hamas mobilized thousands of demonstrators yesterday in Gaza to protest the raid, accusing Abbas of collaborating with Israel to betray Palestinians who resist occupation by the Jewish state.

Israeli officials declined to comment on the raid or their degree of involvement. Samman and Yassin had been wanted by Israel for six years. The scores of Palestinian reinforcements could not have reached Qalqiliya from other parts of the West Bank during the night without clearance though Israeli checkpoints.

Sheikh, the Cabinet official who serves as Abbas's day-to-day liaison with Israel, said the raid was not coordinated with Israel. He called it "a 100 percent Palestinian operation" aimed at disarming unauthorized militias and squelching illegal challenges to Abbas's administration.

The operation began two days after Abbas met at the White House with Obama and renewed a pledge to rein in militants. Obama commended Abbas for "great progress in terms of security in the West Bank" under a US-supervised program to train elite Palestinian Authority security battalions to police the territory's cities.

Yup, Abbas has U.S-TRAINED DEATH SQUADS!

Some involved in the operation in Qalqiliya were graduates of the Jordan-based program.

Israeli officials have also praised the program for reducing lawlessness in cities under Palestinian control....

Abbas's forces have clamped down on Hamas in the past two years, arresting hundreds of militants. The Qalqiliya raid stemmed from a fire caused by an electrical short circuit in a mosque in the same neighborhood on April 9. As civil defense forces were dousing the flames, they stumbled upon what police called a Hamas weapons laboratory in the basement.

A search turned up 37 pounds of explosives and led to eight arrests. The mosque's blind imam was absolved of any responsibility and allowed to continue religious services there, Palestinian officials said, but the investigation put police on the trail of Samman and Yassin.

So who planted the weapons and explosives?

During the standoff, relatives of both men were brought to the house in an effort to talk them into surrendering. "We wanted to arrest them without bloodshed, but they opened fire," said Sheikh, the Cabinet official.

Yeah, sure they did.

The Palestinian Center for Human Rights, an independent organization, said, however, that security forces surrounding the house came under fire only after Yassin stepped outside to ask them to back off and was shot dead.

Crackdown continues:

QALQILIYA, West Bank - Palestinian police killed two Hamas militants yesterday after the men fired at security forces who had surrounded their underground hideout, officials said.

One officer was killed in the operation, part of an intensifying crackdown on Islamic militants in this West Bank town. Three gunmen had huddled in a hole dug in the courtyard of a home in this northern West Bank town, and two were killed after rejecting pleas by relatives to surrender.

Now THAT does NOT SOUND RIGHT at all!!!!

Police initially reported that they spotted three bodies in the hideout, but it turned out later that one of them - Alaa Abu Diab - was only unconscious. Palestinian security forces surrounded the home early yesterday and discovered the hideout under a large metal tray in the courtyard, said an officer with the Preventive Security Service, who spoke on condition of anonymity because he was not permitted to speak to the media.

The fugitives opened fire from below, killing one policeman and wounding a second. The Hamas gunmen - Abu Diab, Iyad Abitli, and Mohammed Attiyeh - are well-trained fighters and have been wanted by Israel for several years, the Preventive Security Service officer said.

Abu Diab's mother, other family members and the town's mayor urged him to surrender, but he refused and even shot toward his relatives, police said.

Police fired tear gas and water hoses into the hideout before two of the men were killed, officials said. One of the dead men was wearing an explosives vest, they said.

Abbas's security forces have been cracking down on Hamas in the West Bank for the past two years, arresting hundreds of activists and closing down charities and other institutions.
