TEGUCIGALPA, Honduras - The interim government made a new offer in talks on resolving Honduras’s political standoff yesterday, just hours after a negotiator for ousted president Manuel Zelaya said the negotiations had been broken off.

Vilma Morales, a representative of interim President Robert Micheletti, said the administration was willing to allow Zelaya to appeal directly to the country’s legislature to decide whether he should be restored to office. Micheletti had previously insisted the decision be left to the Supreme Court, which had already ruled out Zelaya’s reinstatement. “Congress could decide based on a request that he should formally present to the legislative branch,’’ Morales said.

Zelaya has said he wants Congress to make the decision, even though the latest estimates suggest he has the support of only about a fifth of lawmakers.... The government team also suggested a solution in which both Micheletti and Zelaya would renounce any claim to the presidency, with a third party designated to serve out the three months left in Zelaya’s term.

The international community has called for Zelaya’s reinstatement, while the interim government has said it hopes to weather diplomatic isolation and sanctions until a previously scheduled election to elect a new president Nov. 29.

And it looks like they have succeeded!

But many governments, including the United States, have said they will not recognize the vote unless Zelaya is back in office by then.

So he will be reinstated two days before the election.
