Logan Since 9/11: Parking Lot Problems

Backhoes are clearing an old lot and an enormous crane has begun piecing slabs of concrete onto steel rods, work that will triple the number of economy parking spots at Logan International Airport when the project is completed next year.

Officials at the Massachusetts Port Authority said the increase in passengers at the airport as well as the growing number of discount airlines has led to a surge in people seeking lower-cost parking.

Translation: the economy still stinks.

Over the past year, the number of travelers parking in Logan’s economy lot has jumped. More than 7,500 people parked there in June, double the number who did in June 2009.

As a result, Massport broke ground last month on a $20 million parking garage near the airport’s Blue Line station that will offer 3,000 spots for $18 a day, or $108 a week — $6 less per day than the other lots. The first part of the new three-story lot, which is farther from the terminals than the more expensive lots, is scheduled to open in November. The parking facility, being built on top of the old economy lot, is slated for completion early next spring and will add 2,100 spots to the existing 1,000 economy spaces.

“We’re just trying to keep up with the demand,’’ said Jack Hemphill, business general manager of the aviation department at Massport, which runs the airport.

He said those parking at economy lots now account for about 4 percent of the 220,000 vehicles that use the airport’s lots in a typical month, up from about 2 percent a year ago.

The new lot is adjacent to the State Police barracks along Route 1A. The price for parking in the lot will remain $18 per day.

As construction crews yesterday pieced together what looks like a massive Lego set, the travelers driving in were sent through a maze of signs to find the temporary economy lots scattered around the airport....

Authorities evacuated buildings and blocked traffic yesterday morning after finding a suspicious vehicle near Boston’s Logan International Airport....

A maroon sedan that appeared to be abandoned in Logan Airport’s Overflow Red Lot near Porter Street was examined by the State Police bomb squad after a trooper on patrol at about 6 a.m. spotted several features that raised red flags, including its condition, Oklahoma license plates, and a thin wire running from under the hood into the vehicle, said State Police spokesman David Procopio.

But by 10 a.m. State Police had determined that the car was harmless, Procopio said.

The owner of the vehicle — Lawrence Alexander Reed, 24 — was tracked to the other side of the country, Procopio said....

For many who awoke to flashing lights and blocked-off streets overrun with emergency vehicles, it was a frightening reminder of the attempted car-bombing in Times Square May 1....

Massport and Boston firefighters helped evacuate some residents from their homes, including those in a housing complex for the elderly on Maverick Street. Several nearby streets were also closed as a precaution, Procopio said....

Two robots were used to examine the vehicle, and a weapons-based system was used to open the trunk with a concentrated burst of energy that sounded like an explosion.

And who makes those, huh?

Reed’s vehicle was removed to holding barracks at Logan, and the case is still under investigation, Procopio said, adding there was paperwork found inside the sedan....

Who is going to pay the kid for the damage to his car, taxpayers?

“I’m a big advocate of national security. I understand that we need very careful and close measures to make sure there’s not another 9/11. I understand every one has to be very, very watchful.’’

Yeah, AmeriKans love their lying, tyrannical "protectors."

Reed described the series of events that led to yesterday’s commotion as a “comedy of errors’’ and said that in the end, he just wants his car back and hopefully in one piece.

“I don’t remember there being a clause in my insurance saying in case your car is ever mistaken for a vehicle with a bomb in it, you’re covered,’’ he said.

Why would they have to pay for what government did?

State Police declined to respond to Reed’s account of what was discovered in his car and said the investigation was ongoing.

And then an apology (with a taxpayer-funded check) was quietly issued.

A fleet of 50 alternative-fuel buses — a mix of diesel-electric hybrids and vehicles run by compressed natural gas — will be in place by late 2013, replacing the 94 diesel-powered rental car buses and 26 aging compressed-natural-gas buses that transport passengers between terminals to the MBTA’s Blue Line station and to the economy parking lots....

The Massachusetts Port Authority’s board approved the nearly $35 million expense....

Separately yesterday, Massport approved $1.2 million to put solar panels on the roof of the economy parking structure under construction and the installation of more than 1,600 solar modules on Terminal A. Thirty-two solar “trees’’ that hold several solar panels apiece are already in place on top of the Terminal B garage, providing 5 percent of the facility’s energy.
