As is the lack of corporate media coverage of the cholera epidemic.
People close to him said former dictator Jean-Claude Duvalier had only planned to stay for only a few days before returning to France, the prosecutor’s case against him prohibits such a departure....
Then why did he even come back?
Who leaves a cushy French exile to go to Haiti of all places?
Desravins Luckania, who expressed support for Duvalier, was born after he fled, but said her father used to tell her stories about Haiti under his rule. Many of those stories, about clean streets, plentiful work, and good schools, seemed too good to be true....
And if it seems too good to be true.... !!

PORT-AU-PRINCE, Haiti — Jean-Claude Duvalier, whose reasons for coming back to Haiti remain murky, stayed sequestered in his room at the upscale Hotel Karibe in the hills above Port-au-Prince and spoke publicly only through his lawyers. At one point, he went out on his balcony and waved to a small group of supporters on the street....
When the CIA paper says the reasons are murky.... well, you draw your own conclusions.
Haiti is also struggling with a cholera epidemic and a troubled recovery from the last year’s devastating earthquake.

In Port-au-Prince, there were no signs of widespread support for Duvalier. When he was led to a courthouse on Tuesday, supporters staged demonstrations on his behalf, but they were tiny by Haitian standards....
Many Haitians who remember the Duvalier years hoped he had left for good, closing an era of terror and repression that began under “Papa Doc.’’ Human rights groups say tens of thousands of people were killed during the 29-year father-and-son dictatorship, while many others were maimed or forced into exile.

PORT-AU-PRINCE, Haiti — Ousted former president Jean-Bertrand Aristide sent out a letter saying he is ready to come back from six years of South African exile....
Aristide was ousted in 2004, leaving Haiti aboard a US plane as a small group of rebels neared the capital.

His return has been a principal demand of his Fanmi Lavalas party, which has lost influence as electoral officials blocked it from participating in elections, including the disputed Nov. 28 vote. But Aristide himself has remained a widely popular figure....
People always love someone who fights for them.
The US State Department reacted to the letter in a series of posts by spokesman P.J. Crowley on Twitter.
“This is an important period for Haiti. What it needs is calm, not divisive actions that distract from the task of forming a new government,’’ said one.
I didn't hear the same being said about Duvalier -- or at least not as pointedly.
Of course, why would the U.S. want Aristide back when they got rid of him?
Duvalier also applied for a new passport Wednesday and intends to leave the country when he gets it, a spokesman said, insisting that the once-reviled strongman can neither be forced to leave his homeland or compelled to stay and face a possible criminal trial on allegations of corruption and human-rights abuses.
And yesterday my paper told me he intended to stay.
I guess the CIA plan came apart again.
