EVIAN, France - Pushing back at NATO plans to expand eastward, President Dmitry Medvedev of Russia called yesterday for a new European-Atlantic security treaty because of "unilateral actions" by the United States.
Speaking at a conference in Evian, Medvedev said a historic chance to build a truly democratic world order was missed after the 2001 attacks on the United States because of Washington's "determination to enforce its global dominance."
Russia "stretched out a hand of friendship to the Americans" after the attacks, hoping not only to combat terrorism but also to overcome the division in the world caused by the Cold War, Medvedev said.
"Yet after the overthrow of the Taliban in Afghanistan, there began a series of unilateral actions which were coordinated neither with the UN nor even with a number of the US's partners," Medvedev said, citing the US decisions to abandon the Anti-Ballistic Missile Treaty and to invade Iraq.
Russia has been pitching the idea of a new security system to European and world leaders since June, saying it would circle the globe from Vancouver in western Canada to the eastern Russian port of Vladivostok.

A new security treaty should reaffirm the "inadmissibility of the use of force" or threats, Medvedev said, adding that countries should focus on negotiated solutions to conflicts. His comments rejecting the use of force came as Russian troops were pulling back from areas of Georgia they had occupied since the second week in August.
