NEW DELHI - The Sri Lankan military and rebels traded blame yesterday for an artillery attack that reportedly killed hundreds of civilians, with the army accusing the encircled Tamil Tigers of launching the assault to press authorities for a truce and the guerrillas saying the deaths were further evidence of government atrocities.
The attack took place late Saturday and early yesterday, when artillery shells were reportedly lobbed into a densely packed area of northern Sri Lanka, resulting in at least 378 civilian deaths, according to the rebels.
"The LTTE fired mortars indiscriminately into this place," Brigadier Udaya Nanayakkara, an army spokesman, said yesterday, referring to the Liberation Tigers of Tamil Eelam rebels. "They fire indiscriminately at civilians because it's the only weapon left them. And they may be forcing doctors to give these kinds of statements."
TamilNet.com, a pro-Tamil website, accused the government forces of carrying out the artillery barrage. Citing medical sources, it said the shelling killed at least 378 people and wounded 814. "More than 2,000 innocent civilians have been killed in the last 24 hours," it said, quoting Selvarajah Pathmanathan, the rebels' foreign-relations intermediary and longtime weapons smuggler wanted by Interpol.

This, it said, amounts to "state terrorism and a war crime."
Yeah, they seem to get away with it though. Amazing, isn't it?
Bitter accusations, propaganda, and a lack of credible information have been longstanding features of this conflict. Citing safety concerns, the army has severely restricted access into the area by media or humanitarian groups - both of which it has at times accused of being sympathizers to the Tigers.
The Tigers, accused of numerous human-rights violations, rarely have allowed media access to areas they control. The United States and the European Union have labeled them terrorists, while the United Nations has accused the group of using civilians as human shields.
Yesterday, the government deported three journalists from Britain's Channel 4 on charges that their stories were "tarnishing the image of the country." Channel 4 broadcast a report last week quoting what it said were Tamil aid workers inside one of the humanitarian camps for war-displaced people saying that the refugees were underfed and mistreated and that some of the women were sexually abused.
Kicked out for telling the truth, huh?
These guys are just like the Israelis! They learned their lessons well.
The government called the report Tiger propaganda, adding that the camps were considered largely up to international standards by UN and foreign officials. The civil war has raged since 1983. The Tigers seek an independent homeland for ethnic Tamils marginalized in Sinhalese-majority Sri Lanka.
Notice how they rarely mention the religious dynamic here?

After years of relative stalemate, the army recently made dramatic advances and now has the Tigers trapped in a 2-square-mile area on the island's northern coast surrounded by 50,000 troops.
That thing gets smaller all the time -- or so we are told. Army said this would be over months ago.
Foreign governments and UN agencies have repeatedly asked the government to halt the hostilities so that noncombatants trapped in the sliver of land can reach safety. But the army argues that any halt would allow the rebels to escape or regroup....
Thileepan Parthipan, a spokesman for the LTTE, who spoke by telephone from what he said was a bunker, denied the Tigers were using civilians as human shields. "You should realize, these are our own mothers, brothers, wives," he said....

COLOMBO, Sri Lanka - Volunteers dug mass graves in the marshes of Sri Lanka's northern war zone yesterday as they buried hundreds of civilians killed in artillery attacks the United Nations characterized as a "bloodbath."
A doctor in the war zone said up to 1,000 civilians may have been killed in two days of shelling that marked some of the worst violence in this Indian Ocean island nation since the civil war flared up again more than three years ago. With the civilian death toll skyrocketing, the Tamil Tiger rebels and a coalition of international human rights groups separately called for the UN Security Council to urgently hold talks on the conflict. But with several nations protesting such talks, that seemed unlikely.

The government and the separatist rebels both denied responsibility for the artillery attacks that struck the tiny sliver of northeast coast still held by the rebels in two waves. The worst barrage pounded the area from Saturday night until Sunday morning, health officials said. Another attack hit the area overnight Sunday, landing in a newly demarcated "safe zone" where the government had urged civilians to gather, according to Dr. V. Shanmugarajah, who works at a makeshift hospital in the area.
A total of 430 ethnic Tamil civilians, including 106 children, were either brought to the hospital for burial or died at the facility, he said. More than 1,300 wounded came to the hospital as well, he said. But, he said, the death toll was likely far higher because many of those killed would have been buried in the bunkers where they were slain, and many of the gravely wounded never made it to the hospital for treatment. "There were many who died without medical attention," Shanmugarajah said. "Seeing the number of wounded, and from what the people tell me, I estimate the death toll to be around 1,000."
Volunteers dug mass graves in the marsh near the hospital, putting 50 to 60 bodies in each pit, he said. One of the hospital's nurses was killed along with his family as they sheltered from the onslaught in a trench that was then filled with soil and turned into their grave, he said.

"The UN has consistently warned against the bloodbath scenario as we've watched the steady increase in civilian deaths over the last few months," UN spokesman Gordon Weiss said. In Washington, State Department spokesman Ian Kelly expressed deep concern. "We think that there's an unacceptably high level of civilian casualties," he told reporters.
UN figures compiled last month showed that nearly 6,500 civilians had been killed in three months this year as the government drove the separatist rebels from their northern strongholds.
I notice they rarely tell 70,000 have been killed in total -- mostly Tamils.

The Tamil Tiger rebels blamed the government for the attack - the second deadly strike on the hospital this month - and called on the international community to push for an immediate cease-fire. Sri Lankan officials denied responsibility, saying they had ceased using artillery and mortars weeks ago.
And why should we believe them?
But the UN humanitarian chief said there was evidence the government was still using heavy weapons, despite the estimated 50,000 civilians stuck in the tiny coastal strip still under rebel control. The Red Cross said a ferry filled with aid had to turn back because of fighting.

Pressing ahead with the offensive, government forces broke through a sand fortification, killed dozens of insurgents and advanced to the edge of the "safe zone" where the government had told the civilians in the war zone to gather, military spokesman Brigadier Udaya Nanayakkara said.

There has been a wave of artillery bombardments across the war zone that began over the weekend and has barely let up in five days, health workers said. The weekend attacks alone may have killed as many as 1,000 people, doctors said. The government says its troops are not responsible for the shelling and that the military has not fired heavy weapons in the area in weeks.
But Human Rights Watch says satellite images and witness testimony contradict that claim and has accused both sides of using the estimated 50,000 civilians packed into the tiny coastal strip controlled by the rebels as "cannon fodder."

The shelling was so intense yesterday that a Red Cross ferry waiting off the coast to deliver food aid and evacuate the wounded had to turn back for a second day, the agency said.

President Obama called yesterday for an end to the violence and for steps to alleviate civilian suffering. Obama yesterday called on Sri Lanka's government to "stop the indiscriminate shelling" that has killed hundreds of civilians and allow UN humanitarian teams access to war-wounded.

He also called on the Tamil rebels to lay down their weapons and release civilian captives. He said the situation was a humanitarian crisis that could turn into a catastrophe.
