Which means it was PARTIALLY OPERATIONAL, right?
So the MSM LIED AGAIN, huh?
"House to investigate secret CIA program" by Associated Press | July 18, 2009
WASHINGTON - The House Intelligence Committee said yesterday that it will investigate whether the CIA broke the law by not informing Congress promptly about a secret program to deploy hit teams to kill Al Qaeda leaders.
Otherwise known as assassination squads.
The committee will examine concerns that the CIA failed to inform the Senate and House Intelligence committees about President Bush’s wiretapping program, harsh interrogation techniques, and the destruction of interrogation videotapes, according to a committee aide.
The inquiry will also look at the how the CIA handled disclosures about the 2001 downing of a small plane carrying American missionaries over Peru and on other cases, said the aide, who spoke on the condition of anonymity because he was not authorized to discuss the matter.
CIA Director Leon Panetta told the two committees about the hit team program in an emergency briefing he called on June 24, a day after he learned of it himself and canceled it. The CIA’s Counterterrorism Center brought the program to Panetta’s attention last month because it wanted to begin training the teams, according to a government official familiar with the matter.
Right, they did NOTHING for EIGHT YEARS!!!!
“The program he killed was never fully operational and never took a single terrorist off the battlefield,’’ George Little, CIA spokesman, said Thursday.
Yeah, because the REAL TERRORISTS are in TEL AVIV, LONDON, and Washington D.C.

"Senior Obama Official Backs Cheney and C.I.A., Says Concealment of Assassin Program Legal
"Ever have one of those recurring nightmares that you're screaming, but no one can hear you?
I'm having one of those right now, except I'm fully awake, and in absolute disbelief that the Obama administration would back Cheney and the CIA on this.
What we unfortunately appear to have, in the Obama administration, is simply a continuation of precisely the same policies we thought we were voting to get away from last November.
The only difference is, the "front man" pitching these policies appears infinitely more telegenic, and intelligent, than his predecessor.
And that's absolutely ZERO "change we can believe in" -- Wake the Flock Up
