Southerners contend that the government has denied them their share of oil revenue, and has dismissed many southerners from military and government jobs. A wave of protests has roiled the south, prompting a government crackdown. Many members of the Southern Movement, a loosely knit coalition, now demand secession.

I think the map explains why we are getting in there in light of this.

“We no longer want our rights from the government. We want a separate north and south,’’ said Ahmed Kassim, a secessionist leader who spoke in a hushed tone inside a car on a recent day in this southern port city.

SANA, Yemen - President Ali Abdullah Saleh said he is ready to talk to Al Qaeda members who renounce violence, suggesting that he could show them the same kind of leniency he has granted militants in the past despite US pressure to crack down on the terror group.

Yemeni forces recently launched their heaviest strikes and raids against Al Qaeda in years, and Washington has praised Sana for showing a new determination against Al Qaeda’s offshoot in the country. The United States has increased money and training for Yemen’s counterterror forces, calling Al Qaeda in Yemen a global threat after it allegedly plotted a failed attempt to bomb a US passenger jet on Christmas Day. But Saleh’s new comments raised the possibility he could continue a policy that has frustrated US officials in the past - releasing militants on promises they will not engage in terrorism again. Several have since broken those promises and are believed to have returned to Al Qaeda’s ranks.

In the past, Yemeni officials have defended the reconciliation policy as a necessity, saying force alone cannot stop Al Qaeda. In an interview with People magazine to be published Friday, President Obama said he has no intention of sending American troops to Yemen or Somalia. “In countries like Yemen, in countries like Somalia, I think working with international partners is most effective at this point.’’

General David Petraeus, who is overseeing the wars in Iraq and Afghanistan, and Admiral Michael Mullen, chairman of the Joint Chiefs of Staff, also said in interviews with CNN that aired yesterday that the United States has no plans to send troops.

Yeah, and we heard all this before Iraq, too.

Yemen has said it does not want US troops to be deployed, but the government has been weakened by multiple wars and crises. It has little authority outside a region around the capital, and tribes dominate vast areas of the impoverished mountainous nation. Hundreds of Al Qaeda fighters, foreigners, and Yemenis, are believed to be sheltered in mountainous areas. Al Qaeda Yemenis get help from relatives, sometimes out of tribal loyalty more than ideology - and when the government kills or arrests militants or their relatives, it risks angering the heavily armed tribes.

Another reason for Saleh’s cautious approach is his regime’s alliances with hard-line Islamists....

The regime has also used Islamic radicals to fight in an ongoing bloody war against Shi’ite rebels in the north and to oppose secessionists in the south - two threats that many feel the government sees as more dangerous than Al Qaeda.

SANA, Yemen - Yemen’s most influential Islamic cleric, considered an Al Qaeda-linked terrorist by the United States, warned yesterday that the US-backed fight against the terror group could lead to foreign occupation of the country.

Sheik Abdul-Majid al-Zindani’s comments illustrate the pressure Yemen’s government is under to limit the US role here as Washington intensifies counterterrorism aid and training to help combat Al Qaeda’s offshoot in the country. Zindani is emblematic of how - unlike in Iraq and Afghanistan, whose governments are bitter enemies of Al Qaeda - Yemen’s beleaguered regime has built alliances with Islamic extremists to hold onto power.

Branded a spiritual mentor of Osama bin Laden by the United States, Zindani is highly influential among Yemenis.

The United States has labeled him a “global terrorist,’’ alleging in a 2004 US Treasury report that he helped recruit for Al Qaeda and that students from his Iman University were involved in past attacks. Yemen’s government has openly allied with Zindani in the past and still courts his support. The deputy prime minister last week defended the cleric, saying he is not a member of Al Qaeda.

Zindani laughed as he dismissed the US terror accusations against him at a news conference yesterday at his home in Sana. “It’s become well-known among the people that a lot of lies’’ come out of Washington, said the cleric, his white beard dyed reddish-orange with henna in the style of Islamic hard-liners.

Zindani carefully avoided any direct criticism of the Sana government’s alliance with Washington against Al Qaeda. But he warned: “Yemen’s rulers and people must be careful before a [foreign] guardianship is imposed on them.’’

Pointing to the deployment last year of US and NATO warships in the area to protect shipping from Somali pirates, he said: “This mobilization is too large to just be for fighting pirates.’’

A year ago, Yemeni President Ali Abdallah Saleh made the startling revelation that his country's security forces apprehended a group of Islamists linked to the Israeli intelligence forces. "A terrorist cell was apprehended and will be referred to the courts for its links with the Israeli intelligence services," he promised. Saleh added, "You will hear about the trial proceedings." Nothing was ever heard and the trail went cold.
