Yesterday’s decision to close the embassies came after a quiet 90-minute visit with Yemen’s president, Ali Abdullah Saleh, by General David H. Petraeus, who heads Central Command, the US military command responsible for the Middle East.
Oh, I see; Saleh was told what was going down.
He delivered a message from Obama that administration officials described as one of support for Yemen’s unity - Saleh is battling separatist movements and is eager to have the use of US technology - and for its counterterrorism efforts. It was Petraeus’s third trip to Yemen since he took up his post 14 months ago.
Oh, so THEY HAVE BEEN working on this for QUITE SOME TIME!
Saleh wants money and arms, not troops.

How to step up aid to the Yemeni government - without creating such a heavy presence that it inspires others in the country to join the Al Qaeda affiliate’s ranks - will also be one of the first issues on Obama’s agenda this week.

According to senior US military officials, the threats picked up against Western targets in Sana in December came from communications intercepts and informants on the ground, and indicated that four Al Qaeda suicide bombers were en route to Sana. This information led to the strikes on Dec. 17, in which the United States provided firepower and intelligence - and likely cruise missiles, though officials have not confirmed their use....
Yeah, we sent a couple missiles in there and slaughtered who knows who.
Whoever they were, they were INNOCENTS SACRIFICED for a LIE in my book!
These first strikes also hit two Al Qaeda training camps. Some of the information learned from the interrogation of the surviving suicide bomber, as well as from other sources, helped provide information for the Dec. 24 strike on sites where US officials believed the two top Al Qaeda leaders in Yemen were attending a meeting with Anwar al-Awlaki, the radical US-born cleric who has been linked to the Fort Hood, Texas, killings. Awlaki is believed to have survived that attack.

U.S. intelligence agencies were aware months ago that Army Major Nidal Malik Hasan was attempting to make contact with an individual associated with al Qaeda, two American officials briefed on classified material in the case told ABC News.

The mercurial Saleh has held onto power for 31 years in this fragmented nation by relying on a system of manipulation -- centralizing power within his family while buying off rivals and unruly tribesmen, Yemeni and American observers say.

At times, that has meant forging alliances with Islamic extremists, and Saleh has frustrated U.S. officials in recent years by freeing jailed al-Qaida figures on promises they would not engage in terrorism. Several top militants have since broken those promises.

Observers warn that Saleh's rule is buckling under the weight of multiple crises, deep poverty and widespread corruption. The government has full control only around the capital, leaving much of the mountainous nation to heavily armed tribes, some of which have given refuge to al-Qaida fighters.
"Saleh is facing the most difficult time of his presidency," said Ali Seif Hassan, director of a Yemeni organization that mediates government-opposition dialogue. "Now he faces the decision whether to keep going as he has, all the way to becoming a failed state, or to make the hard choices to avoid that," he said.

That hasn't seemed to help Afghanistan or Iraq much.
For the U.S., the situation raises parallels with Iraq and Afghanistan, where Washington has had to go beyond military action to infuse economic help while pushing political reform on sometimes reluctant political leaders in hopes of undermining support for militants.

With an injection of U.S. counterterror aid and help for its security forces, Yemen's government has vowed in recent weeks to work with the U.S. in stamping out the estimated hundreds of al-Qaida fighters who have built up strongholds in the country's remote regions....

In Monday's clashes, Yemeni security forces attacked a group of al-Qaida militants moving through the mountainous area of Arhab, northeast of the capital, security officials said....
The battle came as the U.S. and British embassies in San'a were shut down for a second day Monday after threats of an imminent al-Qaida attack.

Saleh's government says the United States and other nations must also provide economic aid to tackle deepening poverty that it says fuels support for al-Qaida among Yemen's swelling population of 22 million. Ruling party spokesman Tareq al-Shami said the international community must "set a vision for complete economic development to treat the sources of terrorism."
Many observers say Saleh's regime itself must change.

Hassan, however, said American aid could prove a life saver for Saleh. "It is a turning point for Yemen, and .... there are indications he will turn to the right side," Hassan said. "He has no other options. He has reached a dead end after all his maneuvering."

The US Embassy reopened its doors following a two-day closure because of what Washington called an imminent threat of Al Qaeda attack. The British Embassy, which had also closed, resumed operations, though consular and visa services remained closed. The US Embassy said it reopened after Yemeni actions the day before addressed the threats - an apparent reference to clashes Monday northeast of the capital in which two Al Qaeda fighters were killed.

Still, several Yemeni security and government officials privately expressed anger over the closures. The officials spoke on condition of anonymity because of the sensitivity of US-Yemeni ties. Earlier this week, security officials said thousands of troops had been sent to three provinces - Marib, Jouf, and Abyan - where Al Qaeda is believed to have its strongest presence. There have been no reports of fighting or other operations after the deployment. It appeared to be aimed at beefing up the military’s strength in the region, where the government has almost no authority.
Secretary of State Hillary Rodham Clinton on Monday praised Yemeni action but warned that Al Qaeda’s offshoot in Yemen has become a global threat. The group is being blamed for planning the Christmas attempt to bomb a US passenger jet.

President Obama has sharply increased aid to beef up Yemen’s counterterrorism forces and promised a deepening partnership with San’a. Yemen has welcomed the American help, but the partnership could prove problematic as the two countries try to establish who is in control.

Yemen's government has been weakened by wars, poverty and its own misrule and corruption. Central authority barely extends beyond the capital, and heavily armed tribes control large areas. Many tribes are bitter toward San'a, and some give refuge to al-Qaida fighters.
