WASHINGTON - Federal prosecutors charged a Chicago resident yesterday with serving as an advance man for Islamic terrorists who carried out the deadly 2008 Mumbai bombing, underscoring what they said was the potential for international terrorists to gain a foothold on American soil.
David C. Headley, 49, a US citizen, is accused of conspiring to help the 10 men who mounted an armed siege of India’s financial district over three days in November last year. Using firearms, grenades and improvised explosive devices, the attackers overtook luxury hotels, a Jewish cultural center and a train station, killing nearly 170 people, including six Americans.
Headley also is accused of aiding and abetting murder and helping Lashkar-i-Taiba, a Pakistani militant group. Prosecutors said Headley, held since early October on unrelated terrorism charges, is helping them with the investigation, which US Attorney Patrick Fitzgerald called “active and ongoing.’’

Referring to Headley's alleged work as a Drug Enforcement Administration (DEA) and FBI informant, Stratfor said: "Given the demonstrated - and considerable - nexus between heroin trafficking and terrorism funding for the jihadist groups operating in Pakistan and Afghanistan, such a crossover of an informant from narcotics to terrorism is no surprise."
If Headley were reporting to the FBI, it could also explain the very specific warnings that the US government gave to the government of India about plans to attack hotels in Mumbai in Sep 2008, it said. Following the warning, the government of India initially increased security measures at these sites, but the measures were dropped before the attacks were launched in Nov 2008.
Stratfor said at present, it is very difficult to ascertain if Headley was a double agent who was really reporting to LeT and HUJI the entire time he was ostensibly working for the US government, or if he was merely a rogue informant who was playing both ends against the middle for his own personal benefit. Noting that such rogue sources have been seen in jihadist cases before, Stratfor said: "If Headley was either a double agent or a rogue source, there may be some significant blowback for the US government as further revelations are made about the case."

It could be argued that the Mumbai attacks of 2008 were carried out by the CIA and its friends. Attacks of this kind are normally the work of the security services. (False flag operations from Amman to Zambia)
1. On 20 December 2009, in the Hindustan Times, Vir Sanghvi wrote the following about the American called David Headley, who is suspected of planning the Mumbai attacks of 2008 (Did America keep mum on 26/11?):
“The only explanation that fits is this: he was an American agent all along.
“The US arrested him only when it seemed that Indian investigators were on his trail.
“He will be sentenced to jail, will vanish into the US jail system for a while and will then be sprung again — as he was the last time.”
2. Headley is reported to have visited Nariman House – a Jewish residential complex in Mumbai run by the Chabad-Lubavitch ultra-orthodox movement.
3. Some reports say that the ‘terrorists’ stayed at a guest house there for up to 15 days before the attacks.
It is unlikely that the ultra-orthodox Jews would have taken in Moslem fanatics.
The ‘terrorists’ inside the Nariman House Building were reported to have stocked up on supplies of alcohol.
This would suggest that the terrorists were not Moslems.
According to a witness interviewed by DNA INDIA “They had purchased around two crates of chicken and liquor worth Rs25,000 from two shops in Colaba.”
4. According to the Guardian:
“One police officer who encountered the gunmen as they entered the Jewish centre told the Guardian the attackers were “white.”
“I went into the building late last night,” he said. “I got a shock because they were white. I was expecting them to look like us.”
The BBC also reported witnesses as saying the Mumbai attackers were white:

“They did not look Indian, they looked foreign. One of them, I thought, had blonde hair. The other had a punkish hairstyle. They were neatly dressed,” says Mr Amir.
5. What really happened at Nariman House may never be known. From: The India Telegraph:
“Israel has requested India not to conduct post-mortems on its nationals killed in the Nariman House siege, citing what it said were ‘privacy and religious reasons’.”

Born Daood Gilani to a father who worked at the Pakistani Embassy in Washington and a mother from Philadelphia’s Main Line suburbs, Headley changed his name in 2006 so he could travel freely throughout India, prosecutors say. In all, he made five trips there between 2006 and 2008, videotaping such targets as the Taj Mahal and Oberoi hotels and reporting back to handlers in Pakistan after the visits.
Headley also traveled by boat through the Mumbai harbor, the same path traced by the armed assailants who took the city by siege, according to court filings yesterday. He allegedly conducted other surveillance missions as well, including a visit to the National Defense College in New Delhi, which was not attacked. John Theis, a lawyer for Headley, said he was reviewing evidence in the case and declined to comment on his client’s cooperation with authorities.
Justice Department lawyers and FBI agents were in India and Pakistan yesterday briefing counterparts there about the case, according to government sources who spoke on the condition of anonymity because the investigation is continuing. FBI Director Robert S. Mueller III said the case demonstrates the importance of fostering relationships with international counterparts.
“This case serves as a reminder that the terrorist threat is global in nature and requires constant vigilance at home and abroad,’’ said David Kris, assistant attorney general for national security.

Prosecutors also unsealed criminal charges yesterday against retired Pakistani Major Abdur Rehman for allegedly conspiring with Headley and others to attack a Danish newspaper that published controversial cartoons depicting the prophet Mohammed in a way that offended many Muslims.

Headley’s luggage, searched in October when he was taken into custody, included a Pakistani phone number that he had allegedly used to reach Rehman. The retired military officer, who also uses the name Pasha, remains in Pakistan, law enforcement officials said.
A US counterterrorism official said the case is significant because of the apparent “slopover’’ it showed among actors with Al Qaeda, two allied Pakistan-based terrorist organizations, Lashkar-i-Taiba and Harkat-e-Jihad-e-Islami, and the Taliban in Pakistan.

In their filing, prosecutors said Rana received advance word of the Mumbai attacks while Dubai in November 2008, days after arriving in the Persian Gulf city-state from Mumbai. They did not say why Rana was in Mumbai. During FBI questioning after his arrest, Rana insisted he had no prior knowledge of the Mumbai attacks and claimed his discussion of the other locations was just talk about possible business opportunities. Federal authorities say those are lies....

Kasab, 21, told the court yesterday that he had been in jail for three days at the time of the attack. He also said David Coleman Headley, the man arrested by the FBI in Chicago and charged with helping plan the 2008 attack, visited him in a Mumbai jail after his arrest.
