ISLAMABAD, Pakistan - A prominent Pakistani cleric who had publicly condemned the Taliban and its suicide bombing attacks was killed yesterday by a teenage suicide bomber who detonated explosives inside his office at an Islamic seminary in the eastern city of Lahore. The attack killed at least three other people.

Sarfraz Naeemi, a renowned religious scholar, had spoken openly of his support for the ongoing government military offensive to root out Taliban militants from the Swat Valley and surrounding regions. His death sparked immediate protests on the streets of Lahore by followers angry at the Islamic militant group and at the lack of security provided by police to Naeemi and his seminary.

The bombing was one of two devastating attacks yesterday in Pakistan, where a wave of retaliatory strikes continued in the wake of the government's bid to crush the Taliban movement. In the city of Nowshera, 60 miles west of Islamabad, the Pakistani capital, a suicide bomber drove an explosives-laden truck into a mosque at a military installation, killing at least six people and wounding at least 90. The Pakistani Taliban claimed responsibility for both attacks.

Experts have said the Taliban's strategy is to cause enough mayhem to erode public support for the six-weeks-long offensive.

A suicide bomber driving a pickup truck rammed the explosives-laden vehicle into the mosque just as people inside were beginning prayers, police said.

In Lahore, where the bombing killed Naeemi and six other people, thousands gathered under tight security for his funeral, surging forward to try to touch his casket as pall bearers carried it to a crypt where it was sealed and covered with rose petals. The protesters demanded death for the Taliban and their leader, Baitullah Mehsud.

Owais Ghani, the governor of North West Frontier Province, told reporters in Islamabad late yesterday that the government felt it had no choice but to resort to force against Pakistani Taliban chief Baitullah Mehsud and his network.

Past army action in the region had usually faltered or ended in truces, strengthening the militants. "Baitullah Mehsud is the root cause of all evils," Ghani said, noting a slew of suicide bombings that have shaken Pakistan in recent days. "The government has decided that to secure the innocent citizens from terrorists, a meaningful, durable, and complete action is to be taken."

Ghani suggested the operation has already begun, though the military has insisted its recent attacks on militants in South Waziristan were retaliatory, not the launch of a new offensive. In many ways, a full-scale battle in South Waziristan will be a harder fight than in Swat, where the army claims to have killed hundreds of militants over the past six weeks.


One reason is that the tribal region's porous border with Afghanistan could make it easier for militants to escape to the other side. Because of the tribal belt's semiautonomous nature, the government has long had limited influence, allowing militants to become deeply entrenched.

A Taliban commander, Qari Hussain Ahmad, attributed the blast to Pakistani intelligence agencies, saying the government was carrying out such acts to legitimize an operation in Waziristan. ISLAMABAD - Pakistan's military chief denounced terrorists as enemies of the country and Islam, but warned his officers yesterday to avoid killing civilians as they widen their operations against the Taliban.


The government is seeking to capitalize on general public support for its six-week-old offensive in the Swat Valley and open a new front in a nearby lawless tribal zone where Al Qaeda and the Taliban are entrenched.

The military action is being welcomed by the United States as a strong stand against militants after years of failed offensives and striking deals rather than confronting Taliban hard-liners head-on.


But the politically weak government is also keenly aware that public support could ebb if civilian casualties become heavy or if the task of resettling more than 2 million refugees displaced by fighting in the northwest is badly handled.

Need I even comment at this point? It would be nothing you haven't read before.

A top official in the northwest said Sunday that the government had given the order to send the military after Pakistani Taliban leader Baitullah Mehsud.

The announcement was interpreted as effectively giving the go-ahead for a fresh military offensive in Waziristan, the semiautonomous tribal region on the border with Afghanistan that is rumored to be a hiding place of Osama bin Laden and where Mehsud makes his base.

The military reportedly closed key roads leading into the area yesterday, but there was no immediate sign of fighting.

In an address to officers before the trip, the army general denounced Mehsud and the Taliban leader in Swat, Maulana Fazlullah, saying they had nothing to do with Islam. "Terrorists are the enemies of Pakistan and enemies of Islam; we have to eliminate them," Kayani was quoted as saying by Geo TV, one of three networks invited to cover the event. Journalists were not allowed to ask questions.

But he also stressed the importance of avoiding civilian casualties. "In the present circumstances . . . it is difficult to differentiate between friend and enemy," Kayani told the officers in comments broadcast by Geo. "The problem is that you have to separate black from white . . . to avoid collateral damage."

Focus has increasingly shifted from Swat to Waziristan in recent days, though the military says it is still fighting pockets of resistance in the northwestern valley. In one skirmish yesterday, the military said troops battled militants fleeing on mules from Fazlullah's rear base of Piochar.
