Clinton Irritates India

IF THERE is any part of the developing world that has bright prospects for stability and prosperity, it is southern and eastern Asia. Yet Asia also has the potential to become the battleground for a destructive confrontation between rising powers India and China. So Secretary of State Hillary Clinton’s trip to India this weekend should allow her to gauge the chances for what she recently called a new “architecture of cooperation.’’

India presents both the most promising and the most challenging test case for cooperative relations with the emerging powers of the 21st century. The US-India nuclear deal negotiated by the Bush administration has provoked anxieties in some quarters about a dangerous precedent for nuclear proliferation, but the deal has indisputably cleared the way for a closer relationship between Washington and New Delhi.

Under the agreement, India can now buy nuclear fuel and technology from the United States for its 14 civilian reactors. Opponents have warned that the deal could enable India to divert domestically produced nuclear fuel to its eight military reactors. On the plus side, however, India must now allow intrusive IAEA inspections of its civilian nuclear facilities, continue observing its moratorium on the testing of nuclear weapons, enhance the security of its nuclear stockpile, and work with Washington to negotiate a Fissile Material Cutoff Treaty that would prohibit the production of fuel for nuclear weapons.

Now that the nuclear accord is a done deal and the Congress Party of Prime Minister Manmohan Singh has won a smashing victory in recent parliamentary elections, Clinton can address other outstanding issues in US-Indian relations.

The Mumbai Myth Takes Hold

They vowed to vote in force and to send their own candidates into the electoral fray. But the outcome of national elections last week showed that the revolution has failed - at least for now. It fell victim to low voter turnout, pragmatism, and, some say, weak leadership.

The new candidates who emerged, often running as independents or in small fringe parties, were easily defeated. Many from wealthy south Mumbai neighborhoods at the heart of the attacks didn't bother to vote. Like the nation itself, south Mumbai responded to the insecurities of terrorism and economic weakness with a vote for stability. And that meant the incumbent Congress party.

And CUI BONO, huh?

Mumbai's professionals, a natural base for Sanyal, were more eager to avoid an unstable coalition government - which would have hurt their business interests - than to launch a political revolution. It wasn't supposed to happen that way.

Why does rigged election look even more likely now?

Long considered apathetic about the political process, Mumbai's elite pledged to take the fight for government accountability into its own hands after the November attacks. Lawyers, executives, engineers, and students took to the city's streets, with tens of thousands of marching protesters cursing their leaders for failing to protect them. They could no longer sidestep the state, they said, with its notoriously corrupt and inefficient government. So they vowed to vote in force and launch their own candidates....

So what happened, hunh?

These include pending defense agreements between the two nations’ militaries, cooperation in the fight against terrorism, more educational exchanges, more US visas for Indians with advanced skills, and, perhaps most important of all, a meeting of minds on the need for coordinated actions to reduce the danger of catastrophic climate change.

When it comes to regional issues, Clinton should make the case that the expanding US-Indian relationship gives Indian leaders more strategic flexibility. They can stop trying to match their Chinese counterparts in backing regimes, such as those in Burma and Sri Lanka, that have committed gross human-rights abuses against their own people. If a shared respect for democratic values forms the foundation for the burgeoning US-India partnership, Indian leaders should be able to heed any such counsel from Clinton.

She could tell her Indian interlocutors that friends don’t let friends become the enablers of abusive neighbors.

MUMBAI, India - Secretary of State Hillary Rodham Clinton reached out to the full spectrum of Indian society yesterday, sharing petits fours with corporate titans, including a man building a $1 billion home, and later munching nuts with rural women who embroider clothing for dollars a day.

Clinton, on her first full day of a three-day tour of India, also participated in a nationally televised town hall discussion on education with Bollywood star Aamir Khan and paid tribute to the 166 victims of a three-day terrorist siege in the country last November. In a rarity for a secretary of state, she is not due to meet with any Indian officials until the last day of her visit, when she hopes to announce agreements that could lead to military and nuclear deals.

Before leaving Washington, Clinton gave a speech in which she said the United States was seeking to build a “multi-partner world,’’ including contacts with nongovernmental groups and individuals that could make a difference. The trip to India, which she dubbed “a global power,’’ is intended to be a manifestation of that approach....

Clinton is spending two nights at the Taj Mahal Palace & Towers hotel, the architectural landmark of Moorish, Oriental, and Florentine accents that was one of the targets of the devastating terrorist attack, in what she told an Indian television network was intended as “a rebuke to the terrorists.’’

Shrugging off security concerns from Mumbai police, Clinton gave a news conference on an outside poolside terrace that was once scattered with bodies. Parts of the hotel are still under reconstruction; Clinton met with the business leaders in a banquet area that had been recently reopened.

Of course she shrugged off concerns.

When you KNOW "terrorism" is a GOVERNMENT CREATED, FUNDED and DIRECTED enterprise and in the KNOW, you don't have to worry!

Clinton also held a private ceremony with about a dozen staff members from the Taj and another hotel that was attacked, the Oberoi. “Americans share a solidarity with this city and nation,’’ Clinton wrote in the hotel’s memorial book. “Both our people have experienced the senseless and searing effects of violent extremism.’’

Yeah, and BOTH INSIDE JOBS, too!!!!!!

Clinton, making her first overseas trip since she broke her elbow last month, was lively and animated, even during the education event in which she sounded more like a secretary of education. She tossed off statistics, such as the amount of money teachers spend on school supplies, as several of her top aides dozed in the audience.

The nine business leaders were almost evenly divided between women and men, including Mukesh Ambani, head of Reliance Holdings, one of the world’s richest men. Clinton and the business executives discussed education, healthcare, micro credit, and cooperation between Indian and US universities.

The meeting with the rural women, affiliated with the 1.1 million-member Self Employed Women’s Association, was a reunion of sorts for Clinton. She first became aware of the group during a trip to India as first lady in 1995.

The association organizes poor weavers, farmers, and craftsmen throughout South Asia, convincing them to save as little as a dime a month, pooled together to build up capital, and providing micro loans for looms and other equipment. Clinton lauded the organization, saying, “We simply will not make progress in our world if we leave women behind.’’

GURGAON, India - India served notice yesterday that it remains opposed to legally binding targets to reduce emissions of carbon dioxide, digging in its heels against the United States as the Obama administration begins marshaling support for a new global agreement on climate change.

India voiced frustration with US pressure in an awkwardly public forum: during a visit by Secretary of State Hillary Rodham Clinton to an energy-efficient office building here on the outskirts of New Delhi that was supposed to celebrate cooperation between India and the United States on climate policy.

In a closed-door meeting with Clinton after she marveled at the building’s high-technology features, India’s environment minister, Jairam Ramesh, said, “There is simply no case for the pressure that we, who have among the lowest emissions per capita, face to actually reduce emissions. If this pressure is not enough,’’ he continued, “we also face the threat of carbon tariffs on our exports to countries such as yours.’’

Ramesh handed out his statement to reporters and reiterated his views at a news conference, with Clinton and her special envoy for climate change, Todd Stern, standing stiffly behind him.

India’s refusal to accept mandatory national cuts in emissions is neither new nor unique. China also opposes a deal with compulsory targets. And both countries say their economic growth should not be constrained when the West never faced such restrictions during its period of industrialization.

But India’s tough tactics underscore the challenge for President Obama as he seeks to hammer out a global deal before a critical United Nations climate conference in Copenhagen in December. US officials said they did not expect their differences to be aired during what was supposed to be an upbeat event, though they insisted they did not feel betrayed.

Clinton, making the first visit to India by a top administration official, was at pains to reassure her hosts that the United States had no intention to force them into an economically crippling deal.

New Delhi’s stance may reflect its pique at a climate bill recently passed by the House of Representatives, which would impose trade sanctions on countries that did not accept binding emissions cuts. It may also reflect domestic political pressure because India recently acceded to a statement by the Group of Eight industrial countries, which endorsed far-reaching reductions in global emissions and pledged to cap the rise in temperatures because of global warming to 2 degrees Celsius.

Good thing the U.S. never responds to domestic political pressure, 'eh, 'murkn shit-eaters?

Indian newspapers questioned whether their government was setting the stage for further concessions on emissions. Even Stern’s presence here has raised eyebrows: On Saturday, the Times of India published an article with the headline, “Climate man’s visit shocks India.’’ US officials insist Clinton had long planned to bring Stern with her.

Stern, a soft-spoken Washington lawyer, portrayed climate change as an economic boon for India, giving it the chance to invest in windmills and solar panels. “India, with its knowledge base and entrepreneurial talent and elan, is well positioned to be a winner,’’ he said.

As Clinton conjured up a soaring vision of friendship between the two countries in a speech to a university audience here, the Obama administration signed off on a nuts-and-bolts technical agreement that will open the door to lucrative military sales by the United States to India. In addition, India said it had designated two sites where American companies would build nuclear power plants.

UN-FRIKKIN'-REAL!!

Here Iran SIGNS the NPT and IS NOT BUILDING a BOMB and they get no help, while THESE NON-SIGNING S***S get HELP?

“We will work not just to maintain our good relationship, but to broaden and deepen it,’’ Clinton said at a news conference with the Indian minister for external affairs, S.M. Krishna.

Earlier in the day, at the University of Delhi, she leaned heavily on her personal experiences of India to argue that the countries needed to draw more heavily on the vast web of personal connections between India and the United States, home to nearly 3 million Indian immigrants.

She is just PUSHING the DAMN AGENDA all over the place, huh?

Tell me, Hitlery, did you GO TO a CALL CENTER that STOLE American jobs?

The United States and India inaugurated a strategic dialogue, spanning issues from education to climate change, and drawing in participants from the business world and academia, as well as the government. “What I see today is thrilling to me,’’ Clinton said, “and what I hope is that the partnership that we are developing together will truly change the future for all of the children in both of our countries.’’

Somehow, I think WWIII and the globalist depopulation scheme will - fail or no.

Now, about that climate change tension.....

The United States generally reserves strategic dialogues for major countries like China, so this is a symbolic acknowledgment of India’s rising role in the world. Krishna said the dialogue would set a “new agenda for India 3.0’’ - an allusion to India’s high-tech prowess.

And the DIVIDING LINES for WWIII!

Behind the high-flown talk are some obvious economic considerations: The United States won India’s agreement to allow it to monitor the end use of military equipment and technology sold to India, to ensure it is not diverted to other uses or sold to other countries. The provision would pave the way for a proposed sale of 126 advanced fighter jets to India.

Yup, ALL ABOUT the WAR LOOT -- and not a climate-change fart to be found!

India also confirmed the two sites, in Gujarat and Andhra Pradesh states, for nuclear power plants to be supplied by American companies. The contracts, worth billions of dollars, are a key benefit of a civilian nuclear deal with India signed in the last days of the Bush administration.

And Obama just continues the policy!

The American companies, however, will not sign contracts until India agrees to shield them from liability above $450 million in the event of catastrophic nuclear accident. Indian officials told Clinton they would press for the protection in the next legislative session.

Yeah, they don't want another Bhopal!

And LOOK at the Indian government LINE UP with HER over THEIR OWN PEOPLE!!!

On this trip, the first by a top official of the Obama administration, Clinton’s itinerary spoke as vividly as her words to the changing nature of the relationship. She did not meet Krishna or Prime Minister Manmohan Singh until yesterday, three days after she arrived in Mumbai. Her schedule has been packed with meetings with Indian business tycoons, a film star, agricultural specialists, university students and rural women who work in cottage industries like textiles.

And the climate change fracas?

The message, she told a crowd of 700, was that “we need not only the professional diplomats who serve in our foreign services and represent our countries to one another. We need the citizen-diplomats.’’

Clinton deployed the full power of her celebrity - regaling the audience with stories about her unsuccessful run for the presidency, her husband, her relationship with President Obama, and even her appetite for Indian food.

You can extricate your mouth from her ass cheek anytime, dude.

“I eat way too much of the food at every chance I get,’’ she said. “I have to go on a diet when I get back home, back to carrots and celery.’’

Yes, I AGREE about YOUR FAT GLOBALIST ASS (while poor Indians are starving) -- and THANKS for the INSULT to the vegitarians, too!!!

A young female student asked Clinton to compare the status of women across countries, noting that India had its first female leader within three decades of its independence while - “if I may say so,’’ she said gingerly - the United States has not yet elected a woman president.

“You can say so to me,’’ Clinton replied in a sardonic tone that cracked up the crowd.
