KABUL - A roadside bomb killed four American troops in eastern Afghanistan yesterday, driving the July death toll for US forces to the highest monthly level of the war.

NATO’s outgoing Secretary-General Jaap de Hoop Scheffer said yesterday that terrorism would spread through the world if NATO forces fail in Afghanistan.

Also yesterday, the British Ministry of Defense announced that a British soldier was killed the day before by a roadside bomb during a foot patrol in Helmand province. Roadside bombs now account for more than two-thirds of all casualties among the international force as the Taliban demonstrate greater skill in manufacturing and planting the explosives....

The increased threat from roadside bombs and Afghanistan’s formidable terrain of high mountains and deserts have forced the international military force to rely heavily on aircraft to transport personnel and supplies around the country. The increased tempo of the conflict has strained air assets and may have been behind a series of aircraft accidents in recent weeks.

In the latest accident, a British Tornado GR4 fighter jet crashed yesterday on takeoff inside the Kandahar Airfield, but the two crewmen managed to eject safely, according to a NATO spokesman, Captain Ruben Hoornveld. British officials said the crash was not a result of hostile fire but the cause was still under investigation.

Even if it were they would say it wasn't.

The crash occurred one day after a Russian-owned civilian Mi-8 helicopter slammed into the tarmac at the same base shortly after takeoff, killing 16 people on board. Two Americans died Saturday when their Air Force F-15E Strike Eagle fighter jet crashed in central Afghanistan.

A US helicopter made a “hard landing’’ the same day, injuring several soldiers. US officials said neither incident was due to hostile fire. Taliban militants shot down a Moldovan-owned Mi-6 transport helicopter last week in southern Afghanistan, killing six Ukrainian civilians on board and an Afghan child on the ground.

Earlier in July, two Canadian soldiers and one British trooper were killed in a helicopter crash in Zabul province. Officials said the crash did not appear to be caused by Taliban fire....

Also yesterday, officials reported that at least a dozen Afghan civilians had been killed in violent incidents. In the western province of Farah, a van full of civilians struck a roadside bomb Sunday, killing 11 people on board, officials said.

GARDEZ, Afghanistan - Suspected Taliban militants armed with bombs, rifles, and rocket-propelled grenades launched near-simultaneous assaults yesterday on Afghan and US facilities in two eastern cities, killing six Afghan police and intelligence officers.

The attacks in Gardez and Jalalabad may have been aimed at relieving pressure on Taliban fighters in southern Afghanistan....

That's what they said they would do.

A quick response by Afghan police and soldiers prevented higher casualties. Eight insurgents were killed and one was captured in the two attacks, officials said, adding that none got away.

Nevertheless, the assaults showed that the Taliban are capable of mounting complex attacks in different parts of the country, stretching the capabilities of US and allied forces....

Militants, some of them wearing explosive belts and disguised in women’s burqa robes, launched the attacks in late morning, storming the governor’s compound, the intelligence department, and the police department in Gardez and the US-run airfield in Jalalabad about 90 miles to the northeast.

In Gardez, three intelligence officials were killed when a rocket exploded inside the intelligence department building. Three policemen were killed when one of the attackers blew himself up in front of a Gardez police station, according to deputy provincial police chief Ghulam Dastagir, adding that police shot and killed another would-be bomber before he could detonate his explosives.

Four other attackers were shot and killed at the police station and the governor’s compound, Dastagir said. At least two bombers were wearing burqas, presumably to conceal the explosives, officials said. Bits of the blue burqas could be seen on the bloodstained sidewalk and hanging from nearby trees hours after the attack.

At nearly the same time, three militants tried to attack the US base at Jalalabad. US and Afghan troops killed two of the attackers and captured a third, according to US and Afghan officials. In western Afghanistan yesterday, police in Nimroz Province detained five Afghans suspected of planning suicide attacks, according to provincial Governor Ghulam Dastagir Azad. All had come from neighboring Iran, Azad said.

The attacks in Gardez began just as tribal elders and government officials finished a meeting at the governor’s compound to discuss security measures planned for the Aug. 20 presidential election, deputy Governor Abdul Rahman Mangal said. It was unclear whether the attacks were timed to kill those at the meeting.

Attackers fired a rocket at the governor’s headquarters, but there were no casualties. A Taliban spokesman, Zabiullah Mujahid, claimed responsibility for the attacks. He said 15 militants - all in suicide vests - took part in the Gardez attacks, but officials said they believed all the assailants were killed.

Taliban fighters have launched several complex attacks during the past year in Kabul and Kandahar, usually involving multiple suicide bombers and gunmen armed with AK-47 rifles and rocket-propelled grenades.

Also yesterday, the US military said an American soldier was killed in a vehicle accident, raising the US death toll in July to 32....

KABUL, Afghanistan - Eight suicide attackers mounted assaults on government compounds in two eastern towns yesterday, killing six members of the Afghan security forces and wounding four, officials said.

Gunmen with explosives strapped to their chests tried to storm several government offices in the town of Gardez and a US-run airfield in Jalalabad in the morning. Government officials said that it was an attempt to spread fear among the population but that the police had reacted quickly and eliminated the threat.

A Taliban spokesman said the group claimed responsibility and that at least 15 suicide bombers had been sent to the two towns. The spokesman, Zabiullah Mujahid, spoke by telephone from an undisclosed location.

The coordinated attacks on three government compounds in Gardez, the capital of Paktia province, followed a pattern used increasingly by Taliban operatives in which suicide bombers attack in waves to try to penetrate the security barriers.
