DETROIT - A Nigerian man accused of trying to ignite an explosive on a Detroit-bound US airliner on Christmas appeared before a judge for the first time yesterday, against a backdrop of protesters who stood outside the courthouse waving American flags and denouncing acts of terror....

Authorities say the 23-year-old Nigerian with Al Qaeda links was traveling to Detroit from Amsterdam when he tried to destroy the plane carrying nearly 300 people by injecting chemicals into a package of explosives concealed in his underwear. The failed attack caused popping sounds and flames that passengers and crew rushed to extinguish.

Israeli firm 'failed to detect would-be bomber'

An Israeli security firm has come under fire for failing to detect Nigerian bomb suspect Umar Farouk Abdulmuttalab despite separate US intelligence failures, an Israeli paper reported on Sunday.

The Israeli firm ICTS International (not to be confused with ICTS Europe, which is a different company), and two of its subsidiaries are at the crux of an international investigation in recent days, as experts try to pinpoint the reasons for the security failure that enabled Umar Farouk Abdulmutallab to board Northwest flight 253 and attempt to set alight explosives hidden in his underwear.

Obama considers the Christmas attack an attempted strike against the United States by an affiliate of Al Qaeda. He also has said the government had information that could have stopped Abdulmutallab, but intelligence agencies failed to connect the dots.

A grand jury indicted Abdulmutallab earlier this week on six charges. The most serious - attempting to use a weapon of mass destruction - could land Abdulmutallab in prison for life if convicted. During yesterday’s arraignment, Abdulmutallab, who wore a white T-shirt, tennis shoes, and a chain shackle at his ankles, stood at the podium and answered questions in English from US Magistrate Judge Mark A. Randon. He said “yes’’ when asked if he understood the charges against him and said he had taken “some pain pills’’ after the judge inquired whether he had taken any drugs or alcohol in the past 24 hours.

Abdulmutallab, who is being held at a federal prison in Milan, Mich., had been treated at a hospital for burns after the attack.... His attorneys then waived the reading of the indictment, and Randon entered the not guilty plea. It is routine practice in federal court for the defendant to allow the judge to enter a plea rather than say anything himself.

His defense attorney, Miriam Siefer, did not challenge the government’s request to keep Abdulmutallab in pretrial custody. US investigators have said Abdulmutallab told them he received training and instructions from Al Qaeda operatives in Yemen. His father warned the US Embassy in Nigeria that his son had drifted into extremism in Yemen, but that threat was never fully digested by the US security apparatus.

After the hearing, one of his attorneys, Leroy Soles, declined to talk about the case. “It’s just too soon in the process to make any comment,’’ Soles said at a nearby coffee shop. The date of the next hearing was not set. Maryam Uwais, a lawyer in Nigeria, and Mahmud Kazaure, a lawyer from Maryland, said they were sent by Abdulmutallab’s family to observe the hearing. Neither has a role in the case, but both spoke briefly with the suspect’s legal team. They declined to comment further.

Earlier in the day, authorities set up metal barricades outside the courthouse and limited foot traffic in the area. A protester stood holding a sign that read: “No U.S. Rights For Terrorists.’’

About 50 men and women identifying themselves as Detroit-area Muslims chanted “We are Americans’’ as they marched behind metal barricades outside the courthouse to denounce terrorism. About a dozen of them carried US flags or signs with messages such as “Not in the name of Islam.’’

Four Muslims who were part of the protest performed Friday prayers in the court’s small museum located on the first floor.

“We have prayer rugs outside in the car. We could have done a show for the media,’’ protest organizer Majed Moughni said. “We’re doing this for God.’’

The arrest of Filipino Abdul Basir Latip, a suspected Al Qaeda-linked militant, is an example of effective counterterrorism intelligence-sharing at a time when the aviation community is examining security failures that allegedly enabled Umar Farouk Abdulmutallab to board a plane on Christmas Day with explosives-laden underwear.

President Obama has ordered new terror watch list guidelines after the attempted attack - though Abdulmutallab was in an intelligence database, he was not on a no-fly list - but analysts say such lists are only a small part of successful counterterrorism. Information-sharing and proper analysis of data are key.

“Lists are valuable in making sure governments around the world are able to track individuals,’’ said Dr. John Harrison, an aviation security specialist at Singapore’s S. Rajaratnam School of International Studies. “But you don’t want to put too much emphasis on these lists. It’s an overstatement to say: ‘OK, now we are safe.’ ’’

While lists are a valuable intelligence tool, they cannot be solely relied upon to prevent terrorists from boarding flights, Harrison said. Even though Abdulmutallab, 23, was not on a watch list, his behavior should have triggered alarms that would have led to his capture anyway, he said. Abdulmutallab’s ticket was apparently paid for in cash, and he was flying the same day and had no check-in luggage. Together, those details should have tripped a standard international security procedure, Computer Assisted Passenger Screening or CAPS, Harrison said.

Alain Chouet, former chief of the security intelligence service at France’s counterintelligence agency, DGSE, estimates that roughly 600,000 names provided by national authorities are circulating on lists worldwide.

FLASHBACK:

US Representative Peter Hoekstra of Michigan, ranking Republican on the House Intelligence Committee, said he had been told by credible sources that the US government knew that Abdulmutallab was involved with Al Qaeda for at least a couple of months, perhaps even a couple of years, he said.

Awlaki, a US citizen, moved to Yemen a few months after the attacks. Abdulmutallab apparently traveled to Yemen and may have been in contact with Awlaki, Hoekstra said. “Both of these should have been a trigger,’’ he said. “So somewhere along the line, the process appeared to break down.’’

A 49-year-old passenger on a trans-Atlantic flight was arrested after the pilot made an unscheduled landing at Logan International Airport after 11 p.m. Monday, authorities said. The passenger, John Murray of Glasgow, pleaded not guilty yesterday in East Boston Municipal Court to charges of interfering with a flight crew.

The judge set bail at $300 and ordered Murray to return to court Dec. 1. The flight was heading from Philadelphia to London when a verbal altercation occurred between Murray and the crew. The featured attraction at a press conference at Logan Airport today will be a robotic vehicle designed to disarm car and truck bombs. But the remarks by US Representative Niki Tsongas and others probably will focus on two soldiers who were killed in conflicts on the other side of the globe.

The purchase of the LandShark Series D robot, manufactured by Black-I Robotics in Tyngsborough, was funded by a congressional earmark sponsored by Tsongas, a Democrat from Lowell. The robot, to be unveiled this morning, will be used by the State Police Logan bomb squad to fight domestic terrorism.

"Markey urges US to meet mandate on screening cargo

In the aftermath of the attempted bombing of a Detroit-bound airliner on Christmas Day, the Obama administration has focused on beefing up the screening of airline passengers and streamlining intelligence efforts to keep suspected terrorists off planes.

But Representative Edward J. Markey of Massachusetts reminded President Obama yesterday that there’s a deadline in August to screen all cargo on passenger aircraft as well. Markey, who authored a mandate to carry through the recommendations of the Sept. 11 commission on cargo, sent a letter to Obama, urging him to intensify efforts to screen all inbound air cargo....

And HOW AMAZING IS IT that after ALL THESE YEARS a "terrorist" was never able to penetrate this lax, behind-schedule, faulty system of cargo checking?

The Transportation Security Administration has indicated that it expects to meet the August deadline for screening all domestic air cargo carried on passenger planes, but agency officials have told Congress that they will not meet the deadline for inbound air cargo coming from overseas, and only plans to screen so-called “high-risk’’ cargo from overseas, Markey’s office said.
