JERUSALEM — Israel’s prime minister yesterday rejected US calls to halt construction in disputed East Jerusalem, clouding a new peace mission by Washington’s Mideast envoy.

Benjamin Netanyahu’s comments were broadcast on Israel’s Channel 2 TV shortly after envoy George Mitchell arrived for his first visit in six weeks. Mitchell’s efforts had been on hold due to disagreements over East Jerusalem....

Mark Regev, an Israeli government spokesman, denied earlier reports that Israel had officially rejected an American demand for a settlement freeze in Jerusalem.

In Washington, the State Department said the decision to send Mitchell was made late Wednesday after lower-level officials had meetings with Israeli and Palestinian representatives....

In the TV interview, Netanyahu said he hopes to resolve the differences with Washington, Israel’s closest and most important ally: “There are ups and downs. There is a very strong fabric of relations that will allow us to overcome these problems . . . and reach understandings.’’

Translation: We tell them what to do.

"Every time we do something you tell me America will do this and will do that . . . I want to tell you something very clear: Don't worry about American pressure on Israel. We, the Jewish people, control America, and the Americans know it."

Israeli officials declined to say what gestures were under consideration. The government has debated proposals to free some of the thousands of Palestinian prisoners in Israeli jails, turn over more West Bank territory to Palestinian control, and possibly curb Jewish construction in the heart of Arab neighborhoods in East Jerusalem.

RAMALLAH, West Bank — Palestinian leader Mahmoud Abbas called on President Obama yesterday to impose a Mideast peace deal, reflecting growing frustration with what Palestinians see as Washington’s failure to wrangle concessions out of Israel’s hard-line government.

In an unusually blunt appeal, Abbas said that if Obama believes Palestinian statehood is a vital US interest, then the American leader must take forceful steps to bring it about.

“Since you, Mr. President and you, the members of the American administration, believe in this, it is your duty to call for the steps in order to reach the solution and impose the solution — impose it,’’ Abbas said in a speech to leaders of his Fatah movement.

“But don’t tell me it’s a vital national strategic American interest . . . and then not do anything,’’ he added.

Abbas spoke a day after meeting with Obama’s special Mideast envoy, George Mitchell, who has tried in vain for more than a year to bring Israelis and Palestinians back to the negotiating table. Abbas says there’s no point in holding talks as long as Israel keeps building settlements on Palestinian-claimed land and refuses to discuss the fate of east Jerusalem, the sector of the city Palestinians claim as a future capital.

Mitchell is expected to hold talks with Israeli Prime Minister Benjamin Netanyahu on Sunday, their second meeting in three days. However, there was no sign of a breakthrough in this round....

RAMALLAH, West Bank — President Obama’s Middle East envoy wrapped up his latest diplomatic mission yesterday without getting the Palestinians to agree to indirect peace talks with Israel, but there were signs the impasse could be broken soon.

George Mitchell said he would return to the region next week, signaling he is making progress.

Palestinian officials said President Mahmoud Abbas plans to consult with Arab countries at the end of the week and could soon be heading to the White House for talks with Obama.

Abbas needs to decide whether to engage with Israel, with Mitchell as a go-between, even though Israel has rejected his demands to freeze new construction in East Jerusalem, the Palestinians’ hoped-for capital.

A senior Palestinian official said Abbas was inclined to agree to the talks, in large part because of personal appeals in recent days from Obama, Mitchell, and US Secretary of State Hillary Clinton. The official spoke on condition of anonymity because he was discussing internal Palestinian deliberations.

Oh, they threatened him with a cut-off of support.

The Palestinians have low expectations of the US-brokered talks, but also want to avoid offending Obama and do not want to be cast in the role of naysayers.

Why shouldn't they? Been down this checkpointed road before.

At the start of Israel’s weekly Cabinet meeting, Prime Minister Benjamin Netanyahu described Israel’s talks with Mitchell as “very positive’’ and voiced hope that the Palestinians would return immediately to the negotiating table.

Translation: Mitchell took his orders without backtalk or buts.

Mitchell has been shuttling between the two sides for more than a year, hoping to relaunch negotiations that collapsed in late 2008....

JERUSALEM — Prime Minister Benjamin Netanyahu has effectively frozen new Jewish construction in East Jerusalem, municipal officials said yesterday, reflecting the need to mend a serious rift with the United States and get Mideast peace talks back on track.

The move comes despite Netanyahu’s repeated assertion he would never halt construction in East Jerusalem, and it risks angering hard-liners in his government. One lawmaker from Netanyahu’s Likud Party warned that the governing coalition could collapse over the issue.

Word of a de facto freeze on East Jerusalem construction came from municipal officials and a construction executive, who said the committee that approves such projects had not met since March 9, the day Israel announced its contentious plan to build 1,600 new housing units in East Jerusalem.

It was not clear if the halt to approvals constituted a genuine moratorium or how long it would last, and Israeli government officials would not confirm any kind of freeze. Construction that has already begun will continue.

Means there really is not one.

However, two city councilmen and an engineer who oversees a major East Jerusalem construction project confirmed the procedures for approving new housing have been put on hold since the Biden incident.

“The government ordered the Interior Ministry immediately after the Biden incident to not even talk about new construction for Jewish homes in East Jerusalem,’’ said Meir Margalit, a city councilor who said the information came from top Jerusalem officials intimately involved with construction projects.

“It’s not just that building has stopped: The committees that deal with this are not even meeting anymore,’’ said Margalit, of the dovish Meretz Party.

Another city councilman, Meir Turujamen, who sits on the Interior Ministry committee that gives final approval to building plans, said his panel has not met since the Biden visit. It used to meet weekly, he said....

Interior Ministry spokeswoman Efrat Orbach insisted any delays were nothing more than a bureaucratic matter.

The prime minister’s spokesman, Mark Regev, said only that “following the Biden visit and the mishap, the prime minister asked that a mechanism be put in place to prevent a recurrence of this kind of debacle.’’

Netanyahu repeatedly has insisted that Israel has a right to build anywhere in the city’s eastern sector, which Palestinians hope to make their future capital. Netanyahu’s coalition is dominated by hard-liners who oppose any division of Jerusalem.

Palestinian medics said four protesters were hit by rubber bullets fired by Israeli forces in Beit Jalla, a village just outside Jerusalem.

The Israeli army said it had used “nonlethal’’ methods such as tear gas to disperse what it called a riot by protesters who threw rocks at forces protecting a construction zone. It said no rubber bullets were fired.

Yeah, well, Israel lies.

The violence is not expected to derail the latest US peace initiative....

In a separate development, more than 3,000 European Jews, including prominent intellectuals, signed a petition speaking out against Israeli settlement policies and warning that systematic support for the Israeli government is dangerous.

Backers — who compare their goals to those of J Street, a liberal pro-Israel Jewish lobbying group in the United States — plan to present their position at a news conference at the European Parliament in Brussels today.

Well, it is Israeli-state media and no one is better with the buts.

Senior Israeli officials said Netanyahu.... agreed to the talks in part because of international pressure on Israel.

Yeah, sure. Like they ever cared before.

They only do things that benefits themselves. We've all seen it, and they have not changed one bit.

Netanyahu will seek security guarantees not only from the Palestinians, but from the international community as well.

In East Jerusalem, Palestinians were evicted from a rundown building late Sunday after an Israeli Supreme Court order, and Israeli residents later moved in. Palestinian residents said they had lived in the building since 1966, but the court recognized an Israeli deed.

In the West Bank settlement of Shavei Shomron yesterday, settlers protested as Israeli authorities knocked down six houses near completion, charging that they were being built in violation of the government’s temporary building freeze.

Oh, they were not Palestinian this time!

So they evict and seize one place while temporarily knocking down Jewish Zettler homes for PR show?

The Palestinians want to an establish a state in the West Bank, East Jerusalem, and the Gaza Strip — areas captured by Israel in the 1967 Mideast war. The Palestinians say they are eager for a deal and have said they would even accept a US-dictated solution.
