HISTORICAL NOTES ON HOW TO START WARS WITH SINKING SHIPS.

President McKinley told the American people that the USS Maine had been sunk in Havana Harbor by a Spanish mine. The American people, outraged by this apparent unprovoked attack, supported the Spanish American War. The Captain of the USS Maine had insisted the ship was sunk by a coal bin explosion, investigations after the war proved that such had indeed been the case. There had been no mine.

FDR claimed Pearl Harbor was a surprise attack. It wasn't.

The United States saw war with Japan as the means to get into war with Germany, which Americans opposed. So Roosevelt needed Japan to appear to strike first. Following an 8-step plan devised by the Office of Naval Intelligence, Roosevelt intentionally provoked Japan into the attack. Contrary to the official story, the fleet did not maintain radio silence, but sent messages intercepted and decoded by US intercept stations. Tricked by the lie of a surprise attack, Americans marched off to war.

President Johnson lied about the Gulf of Tonkin to send Americans off to fight in Vietnam.

There were no torpedoes in the water in the Gulf. LBJ took advantage of an inexperienced sonar man's report to goad Congress into escalating the Vietnam War.

SEOUL — South Korea has concluded that North Korea sank one of its warships in March....

The finding may hamper a resumption of nuclear disarmament talks with Kim Jong Il’s regime as public ire builds in South Korea, said Kim Yong-hyun, a professor of North Korean studies at Seoul’s Dongguk University. Kim Jong Il reaffirmed his commitment to denuclearization in a meeting with President Hu Jintao of China this week, Xinhua News reported yesterday.

Confirmation of a North Korean attack may pressure President Lee Myung-bak of South Korea to coordinate an international response, shifting focus away from resuming nuclear negotiations....

China briefed South Korea on Kim’s visit yesterday, Kim Sung Hwan, South Korea’s presidential secretary for foreign affairs and security told reporters today in Seoul, without further explanation.

South Korean and US investigators have collected three pieces of “definitive circumstantial evidence’’ using satellite images and reconnaissance aircraft, Chosun reported, citing South Korean officials it didn’t identify.

South Korea also tracked a North Korean submarine that probably fired on the 1,200-ton Cheonan on March 26, the Korean-language report said.

South Korea’s National Intelligence Service, Defense Ministry and presidential office declined to comment on the Chosun Ilbo report....

Results of the investigation may be announced after May 20 and a State Department official may visit South Korea to announce a joint response, Chosun said.

North Korea has been implicated in previous attacks on the South, including assassination attempts on presidents and the downing of a commercial airliner in 1987, without provoking a military confrontation, said Bruce Klingner, a former CIA and defense intelligence analyst.

“No one was talking or even hinting about any kind of military attack,’’ Klingner said in a telephone interview from Washington, where he is a senior research fellow at the Heritage Foundation policy group. “One cannot guarantee that it would not lead to a series of escalations, possibly resulting in an all-out conflict.’’

TOKYO — Analysts say North Korea’s submarine fleet is technologically backward, prone to sinking or running aground, and all but useless outside its own coastal waters.

Sort of like an AmeriKan newspaper.

And yet many are asking: Could it have been responsible for the explosion that sank a South Korean warship in March? And if so, how could a sub have slipped through the defenses of South Korea, which, with significant American backing, maintains a fleet far more sophisticated than its northern neighbor’s?

Because it WAS NOT THEM!?!!

Evidence collected thus far indicates a torpedo hit the Cheonan, killing 46 sailors, and suspicion is growing that it was launched from a small North Korean submarine. That scenario would make it the most serious attack on the South Korean military since a truce in the peninsula’s war was signed in 1953.

“While the North Korean submarine force reflects dated technology by Western standards, North Korean submarines during wartime would present significant challenges, particularly in coastal areas,’’ according to Global Security, a think tank based in Arlington, Va. “North Korea has placed high priority on submarine construction programs, which are ongoing despite its economic hardships.’’

Without witnesses or communications traffic to use as evidence, proving North Korea was behind the attack is difficult.

Officials say they know the 1,200-ton warship — a small, lightly armed frigate that split in half while on patrol in waters near the Koreas’ tense western maritime border — sank after a powerful external blast created a shock wave of the sort normally associated with a torpedo or mine. South Korean media have reported that traces of the high explosive RDX have been found in the wreckage, which would also be consistent with a torpedo attack.

“It is plausible that the ship was hit by a torpedo,’’ said Joseph Bermudez, a North Korea military specialist and senior analyst for the London-based Jane’s Information Group.

North Korean subs are not state of the art. Instead, they underscore impoverished North Korea’s focus on “asymmetric’’ warfare — the use of stealthy, relatively low-cost weapons that many a ragtag fighting force have proved can open up big holes in conventional defenses.

The “vast majority’’ operated by the North Korean Navy and intelligence agencies are capable of carrying torpedoes and sea mines, as are some of the intelligence agencies’ semisubmersible infiltration landing craft, Bermudez said.

“If the sinking was caused by a torpedo, then I would say that this was a deliberate act of aggression,’’ Bermudez added.

Investigation results are expected within weeks, reports say, and Seoul has been extremely cautious in its comments on the sinking.

North Korean naval spokesman Col. Pak In Ho said his country had no reason to sink the Cheonan.

"Our Korean People's Army was not founded for the purpose of attacking others. We have no intention of striking others first," he told APTN. "Why would we attack a ship like the Cheonan, which has no relation with us? We have no need to strike it, and doing so would have no meaning for us."

Investigators from the five-nation team said detailed scientific analysis of the wreckage, as well as fragments recovered from the waters where the Cheonan went down, point to North Korean involvement.

Torpedo fragments found on the seabed "perfectly match" the schematics of a North Korean-made torpedo Pyongyang has tried to sell abroad, chief investigator Yoon Duk-yong said....
