SCRANTON, Pa. — A northeastern Pennsylvania woman was sentenced yesterday to three months in prison for placing foreign exchange students in filthy homes in a case that exposed problems with federal oversight of the nation’s exchange programs.
Edna Burgette, 70, was fired from her job with the San Francisco-based Aspect Foundation in May 2009 after allegations surfaced that exchange students were malnourished and living in homes whose floors were covered with dog feces....

PHILADELPHIA — Pennsylvania police wrongly charged hundreds of people with disorderly conduct for swearing, the American Civil Liberties Union said in a pair of free-speech lawsuits filed yesterday....

The lawsuits’ plaintiffs are a pizza delivery driver briefly jailed for cursing at a local officer over a parking ticket and a Luzerne County woman cited by State Police for hurling a derogatory name at a swerving motorcyclist. Pennsylvania’s disorderly conduct statute carries a possible 90-day jail term and $300 fine.

The woman paid $1,500 to fight the ticket, while the deliveryman lost $560 in wages and had to pay a $75 towing fee, the suits state.

PHILADELPHIA — A white city police sergeant made up a story about being shot by a black man while on patrol last month and intentionally shot himself for unknown reasons, the city’s police commissioner said yesterday.

Sergeant Robert Ralston, 46, confessed to making up the story and will have to pay the costs of the massive manhunt that followed, Commissioner Charles Ramsey said. Ralston has been suspended with intent to dismiss, but will not face criminal charges because granting immunity was the only way to obtain his confession, Ramsey said at a news conference.

"US Navy to name ship after Murtha
JOHNSTOWN — The Navy will name its next amphibious ship after late representative John Murtha of Pennsylvania. Navy Secretary Ray Mabus made the announcement last week at the Johnstown-Cambria County Airport. Murtha, a former Marine, represented the Johnstown area for more than 35 years. He died in February at 77. The ship will be a 10th San Antonio Class Amphibious Transport vessel. It will transport 700 Marines and their equipment."

Mr. Murtha was first hospitalized with gallbladder problems in December. He had surgery Jan. 28 at the National Naval Hospital in Bethesda, Md. He went home, but was hospitalized two days later when complications developed. According to a source close to Mr. Murtha -- confirming a report in Politico -- doctors inadvertently cut Mr. Murtha's intestine during the laparoscopic surgery, causing an infection.
