With the Senate returning Monday from a two-week recess, the chamber’s debate on gun control legislation could begin as soon as Tuesday, though it might be delayed if the lawmakers need more time to complete a deal, the aides said.
The potential deal, which aides cautioned still might change, would exempt transactions between relatives and temporary transfers for hunters and sportsmen, they said.
Manchin is a moderate who touts an A rating from the National Rifle Association, which has opposed Obama’s gun control drive. Toomey has solid conservative credentials and was elected to the Senate two years ago with Tea Party support from his Democratic-leaning state.

Such a move takes 60 votes to overcome, a tough hurdle in the 100-member chamber.

Pffft! It's going to a vote on the floor for needing only 50 votes now. It's a fait accompli. Of course, that would spoil the ma$$ media game and fun, wouldn't it? Breaking news!
The bill, which would increase penalties for illegal gun purchase and greatly expand background checks on gun buyers, would still need 60 votes to end the ensuing debate after consideration of contentious amendments, including a renewal of the assault weapons ban. Should it cross that hurdle, 51 votes would be needed to get to final passage. Even with Democrats controlling 55 seats, no majority was assured given the resistance of some Democrats from more conservative states who face reelection next year.

Even as Reid scheduled a vote, Senator Joe Manchin III, Democrat of West Virginia, and Patrick J. Toomey, a Pennsylvania Republican, were very near a deal that would likely serve as a substitute amendment replacing the background check piece of the measure Reid is seeking a vote on, one that would almost certainly appeal to a broader base of members than the one now at the heart of the debate. Their measure would have fewer gun buyers included in newly expanded checks but allow for the record-keeping many Republicans have opposed. The two were expected to announce a deal Wednesday. Manchin briefed Reid late Tuesday.
Still, eking out the first 60 votes would represent momentum for the bill’s supporters in the Senate, and an egg-on-the-face moment for those Republican senators led by some younger conservatives who chose to highlight their efforts to kill the bill before debate, a procedural move usually done more stealthily.
‘‘We’re moving forward on this bill,’’ said Reid, who earlier Tuesday evoked his own father’s suicide by gunshot to implore consideration of the legislation. ‘‘The American people deserve a vote on this legislation.’’

Senate Republicans began splintering Tuesday on whether the bill should be allowed full consideration on the floor, with nearly a dozen, including Kelly Ayotte of New Hampshire, Susan Collins of Maine, Johnny Isakson of Georgia, and Tom Coburn of Oklahoma, saying they would support a procedural motion to formally take up the legislation for debate and amendments.
‘‘There’s not very much ambivalence on Capitol Hill about the gun issue,’’ Isakson said. ‘‘You’re on one side or the other, so there’s no reason not to go ahead and vote.’’
The dynamic potentially sets scores of Democrats who staunchly support new gun control measures against moderates from their own party. Many of those members are up for reelection next year and would rather not see the bill move forward.

As the Senate prepares to begin voting on gun legislation as early as Thursday, no senators from New England’s northern tier of states — Vermont, New Hampshire, and Maine — expressed support for a bill that would ban sales of assault weapons and limit magazine capacity, according to a Globe poll of their positions. They ranged from outright opposition to indecision to a refusal to respond to questions.

WASHINGTON — With the Senate set to debate gun control this month, a National Rifle Association task force released a 225-page report Tuesday that called for armed police officers, security guards, or staff members in every US school, and urged states to loosen gun restrictions to allow trained teachers and administrators to carry weapons.
Asa Hutchinson, a former Republican congressman from Arkansas who led the task force, unveiled the report at a packed news conference with unusually heavy security, including a bomb-sniffing yellow Labrador retriever. A dozen officers in plain clothes and uniforms stood watch as Hutchinson spoke; one warned photographers to ‘‘remain stationary’’ during the event.
Among the study’s central conclusions is that ‘‘the presence of armed security personnel adds a layer of security and diminishes response time’’ in a shooting, Hutchinson said.
He cited a 1997 Mississippi incident in which an assistant principal ran to his truck to retrieve a .45-caliber semiautomatic pistol and subdued a gunman who had already shot two students.
The recommendations — which also included expanding the police presence in schools — drew immediate criticism from gun control advocates and many Democrats, who have been fighting to tighten gun restrictions after the massacre at Sandy Hook Elementary School in Newtown, Conn, in December.
''Arming the teacher is merely a response to the last tragedy,’’ said Representative Mike Thompson, a California Democrat who is chairman of a House task force on gun violence. ‘‘The one before that was in a shopping mall in Oregon, and the one before that was in a movie theater in Colorado. I don’t think the proper response is to arm all the projectionists in the movie theaters or all the vendors in the mall.’’

After the Newtown shooting, Wayne LaPierre, the rifle association’s executive director, announced that the association would come up with a plan to put armed guards in every school.
Wait until the first student is blown away because the guard thought he saw a gun. I imagine the School Committee may reevaluate the idea after the fallout and law$uit.
Technically, Hutchison’s task force is independent of the rifle association, even though it paid for the study, and LaPierre was not present Tuesday.
But critics see no distinction between the two.
Marian Wright Edelman, president of the Children’s Defense Fund, an advocacy group here, criticized the study as ‘‘nothing more than a continuation of the NRA’s attempts to prey on America’s fears, saturate our schools with more guns, and turn them into armed fortresses.’’
But the report did get support from at least one Newtown parent: Mark Mattioli, whose 6-year-old son, James, was killed at Sandy Hook.
''I think politics needs to be set aside here, and I hope this doesn’t lead to name-calling,’’ said Mattioli, who joined Hutchinson at the news conference. ‘‘This is a recommendation for solutions, real solutions that will make our kids safer. That’s what we need.’’

NELSON, Ga. — Backers of a newly adopted ordinance requiring gun ownership in a small north Georgia town acknowledge that they were largely seeking to make a point about gun rights.
The ordinance in the city of Nelson — population 1,300 — was approved Monday night and goes into effect in 10 days. However, it contains no penalties and exempts anyone who objects, convicted felons, and those with certain mental and physical disabilities.
City Councilor Duane Cronic, who sponsored the measure, said he knows the ordinance won’t be enforced but he still believes it will make the town safer....

Another purpose, according to the City Council’s agenda, is ‘‘opposition of any future attempt by the federal government to confiscate personal firearms.’’

Nelson resident Lamar Kellett was one of five people who spoke during a public comment period Monday night and one of two who opposed the ordinance. Among his many objections, he said it dilutes the city’s laws to pass measures that aren’t intended to be enforced.
‘‘Does this mean now 55 miles an hour speed limit means 65, 80, whatever you choose? There’s not a whole lot of difference. A law’s a law,’’ he said.
Kellett also said the ordinance will have no effect, that it won’t encourage people like him who don’t want a gun to go out and buy one.
The proposal illustrates how the response to the massacre at an elementary school in Newtown, Conn., varies widely in different parts of the country.
While lawmakers in generally more liberal states with large urban centers like New York and California have moved to tighten gun control laws, more conservative, rural areas in the American heartland have been going in the opposite direction.
It's called a backfire.
Located in the Appalachian foothills, Nelson is a tiny, hilly town with narrow, twisting roads. It’s a place where most people know one another and leave their doors unlocked.
This town used to be that way.
The mayor said he never dreamed his small city would be the focus of national and international media attention, but he understands it.
Police Chief Heath Mitchell noted that the city doesn’t have police officers who work 24 hours a day and is far from the two sheriff’s offices that might send deputies in case of trouble, so response times to emergency calls can be long. Having a gun would help residents take their protection into their own hands, he said.

The hostages had cuts and bruises from explosions officers set off to distract the gunman before moving in, but they will be fine, a fire official said.

Minutes before police announced the resolution, a huge blast could be heard a quarter-mile away from the home, shuddering through the suburban neighborhood 35 miles northeast of Atlanta.
Earlier Wednesday, five firefighters responded to what seemed like a routine medical call and were eventually taken hostage by an unidentified suspect inside the house, police said. The gunman released one of the firefighters to move a fire truck but held the other four.
The situation remained tense until the blast rocked the neighborhood. Residents unable to get into their neighborhood because of the police cordon flinched and recoiled after the enormous blast went off.
Soon after the stun blast, officers exchanged gunfire with the suspect and a SWAT member was shot in the hand or arm, but should be fine, said Gwinnett County Police Corporal Edwin Ritter. Ritter would not say how the gunman, who was not identified, was fatally shot, saying it was being investigated.

The legislation adds more than 100 firearms to the state’s assault weapons ban and creates what officials have called the nation’s first dangerous weapon offender registry as well as eligibility rules for buying ammunition. ‘‘There are pieces that are stronger in other states, but, in totality, this will be the strongest gun legislation passed in the United States,’’ Betty Gallo, a lobbyist for Connecticut Against Gun Violence, said of the Connecticut bill.
Many legislators spoke of balancing the rights of gun owners with addressing the horror of the Sandy Hook shooting. They've received thousands of emails and phone calls urging them to vote for or against the bill, with veteran Sen. Joan Hartley, a Democrat, saying she’s never seen a more polarizing issue at the state Capitol.
Gun rights advocates who greatly outnumbered gun control supporters in demonstrations held earlier in the day at the Capitol railed against the proposals as misguided and unconstitutional, occasionally chanting ‘‘No! No! No!’’ and ‘‘Read the bill!’’

‘‘We want them to write laws that are sensible,’’ said Ron Pariseau, of Pomfret, who was angry he'll be made a felon if he doesn’t register his weapons that will no longer be sold in Connecticut. ‘‘What they’re proposing will not stop anything.’’
By the time the Senate voted around 6:30 p.m., many of the gun rights advocates had gone home, leaving behind proponents of the bill who applauded when the tally in the Senate was read.
That's because they have lives, unlike the paid agenda-pushing propagandists that could hang around.
In the legislature, where Democrats control both houses, leaders waited to unveil gun legislation until they struck a bipartisan deal that they say shows how the parties can work together elsewhere. They touted the package as a comprehensive response to Newtown that also addresses mental health and school security measures, including the creation of a new council to establish school safety standards and the expansion of circumstances when someone’s mental history disqualifies him or her from obtaining a gun permit or other gun credentials.
I'm not saying unstable people should have a gun; however, I do see the incremental approach of tyranny.
But momentum on federal legislation has stalled in Congress, and President Barack Obama has planned a trip to Connecticut on Monday to step up pressure to pass a bill.
It's rolling now.

Greg Wolodkin, 46, of Sutton, shook his head when asked at the rally whether new regulations are needed in the wake of mass shootings at Newtown and elsewhere.
“It feels like taking away cars from sober people to drop drunk driving,” Wolodkin said.
Good analogy. Or like taking knives away from people because of stabbings.
Nearby, Arthur Saarinen, 61, a Lexington resident and graphic artist at MIT, said, “If you look at history, every autocratic or totalitarian government has always gone through this process of trying to disarm its populace.”
No Tea Party nut there, and he's right. Stalin's Soviet Russia and Hitler's Nazi Germany are two great examples.

The run started in November with President Obama’s reelection, followed by the mass shooting in December in Newtown....
Some attribute shortages to federal buying of bullets, accusing officials of trying to hoard a billion rounds and disarm the populace. The government routinely buys products in bulk; Homeland Security said the latest purchases are no different.

TOMS RIVER, N.J. — A 4 year old who brought a gun outside his southern New Jersey home seriously wounded a 6-year-old neighbor in the head when the weapon discharged as they played together, authorities said Tuesday.
The boy got the .22-caliber rifle from his home in Toms River and it discharged accidentally Monday night, Ocean County Prosecutor Joseph Coronato said....
Coronato said it was too early in the investigation to know whether anyone would be charged. He would not say who owned the gun or speculate on how the 4-year-old got it.
Police Chief Michael Mastronardy called the shooting tragic and said it affected the whole community.
‘‘Right now, we’re keeping this child in our prayers, and I ask everyone to do the same,’’ he said....
‘‘I’m angry with whoever owns that gun and allowed a little child to get hold of it,’’ said Debi Coto, who lives a few doors down....
The shooting came just days after a 4-year-old boy in Tennessee grabbed a loaded gun at a family cookout and accidentally shot to death the wife of a sheriff’s deputy, and amid debate over gun control laws in the wake of December’s Connecticut school massacre.

Of course, ever notice the cops get to keep theirs after being absolved of any crime when they shoot civilians? And when police are threatened the response is always to heavily arm themselves?
The use of the children in these fake psy-op stories -- I truly do question whether they happened at all given the Sandy Hook hoax and Weiss's wisdom -- is proof that their staged and scripted lies using actors has backfired big time.
