The Massachusetts Economic Assistance Coordinating Council approved $5 million in state and local tax breaks for IBM Corp., which recently began a $63 million expansion in Littleton. IBM vice president Bob McDonald said the company plans to create 42 jobs at the site over the next decade. McDonald said the computer giant, based in Armonk, N.Y., has already begun renovating a building and hopes to move into it next month. McDonald said the tax incentives were important, but the company would have gone forward with the expansion without them. IBM has 4,000 employees in Massachusetts, including about 2,000 in Littleton (Boston Globe October 30 2008)."

NEW YORK - International Business Machines Corp., the world's biggest computer services provider, was to cut about 5,000 jobs yesterday and today, according to a person familiar with the matter.
The reductions will primarily affect US jobs in the business services unit, according to two people with knowledge of the situation who declined to be identified.... IBM had already cut at least 4,000 positions since January, joining technology bellwethers Microsoft Corp. and Intel Corp. in trimming payrolls to cope with the recession. US employers have eliminated more than 823,000 jobs since November, driving up the jobless rate to 8.1 percent last month, the highest level in a quarter-century.
IBM had previously eliminated positions in other divisions, such as software and sales, according to severance agreements sent to affected employees. Those documents were provided by the Alliance for IBM, an employee group seeking union recognition. The company, which also cut more than 2,000 positions in 2007....
The business services division, which helps customers manage finances and business strategy, generated $19.6 billion in 2008 revenue.... Microsoft, the world's largest software maker, said in January that it would cut up to 5,000 employees in its first-ever companywide layoffs.

Intel, the world's largest chipmaker, is shuttering five plants to cut costs as demand slows, affecting up to 6,000 jobs. The Wall Street Journal reported yesterday that IBM is moving some work to India. IBM, based in Armonk, N.Y., has bolstered its workforce in Brazil, Russia, India, and China since 2007.
