Bush said after he left the White House and moved into his new home in Dallas, he decided to take his Scottish terrier Barney for a walk. To be a good neighbor, he said he carried a plastic bag so that he could clean up the dog droppings. The task seemed ironic to him, he said. "I was picking up what I had been dodging for eight years," Bush said.
The former president also said after he left the presidency in January, he plopped down on the couch and said, "Free at last." But his wife, Laura, piped in: "You're free to do the dishes," he said. After a few other jokes, Bush shifted to more serious topics. Although this was his first trip overseas, it was his second speech in a foreign land. Last month, Bush spoke in Calgary, Alberta, in Canada.
On Saturday, he said that he would not criticize Barack Obama and wished his successor all the best. "He was not my first choice, but now that this election was made, it speaks volumes about the United States of America," Bush said.

He recalled that when the financial crisis began hitting America, he accused Wall Street of getting drunk and giving the country a hangover. Bush said he hoped a more sober economic order would emerge from the global slump. "Maybe the next time around, there won't be enough booze," he said.

The crisis gives the world an opportunity to modernize financial systems, craft smarter regulations for complex financial instruments, create better banking standards and enact more efficient warning systems for a crisis, Bush said.

But he said the economic center of the world was shifting to Asia, which accounts for 55 percent of the global economy. China would continue to be of high importance to the U.S., he said. "It's just mind boggling how this country has changed," he added.

During past visits to China, Bush urged Chinese leaders to expand religious freedom in the country. He mentioned the issue again Saturday in a low-key, oblique way. "People who are allowed to worship freely in society," he said, "are people who are going to be peaceful citizens."

The attack came during a light sandstorm, which prevents helicopter patrols and gives militants cover. The Green Zone was last targeted by rockets or mortars on Jan. 15, leaving one person injured. The attacks are usually blamed on Shiite militias. The area contains the U.S. and British embassies and key Iraqi government offices.
West of Baghdad, Iraqi forces launched raids into an industrial zone in Fallujah where authorities fear Sunni insurgents could be seeking to regain footholds in areas they once controlled. But the offensive into the district of factories and workshops found no clear evidence that al-Qaida in Iraq or its allies had re-established a major presence in Fallujah, said the city's police chief, Col. Mahmoud al-Issawi.

On Thursday, a suicide bomber struck an Iraqi military base in Habbaniyah near Fallujah. The blast injured at least 38 Iraqi soldiers -- and was the fourth major attack against Iraqi security forces this month. The industrial zone in Fallujah was once a center for insurgent bomb-making and rocket production. Streets were sealed off before Iraqi police and military units swept in, said al-Issawi.
In a separate operation, U.S. Marines joined Iraqi security forces in a hunt for weapons caches near Karmah village east of Fallujah, the U.S. military said. Gunmen in Baghdad, meanwhile, gunmen killed a police intelligence official working for the Interior Ministry, said police and hospital officials.
The drive-by shooting occurred as Col. Haider Hadi Fadhil stopped his car at the gate of his house in a Shiite neighborhood in eastern Baghdad. The attack also wounded Fadhil's brother, said the officials, who spoke on condition of anonymity because they were not authorized to speak to release the information.
In southern Iraq, Iraqi security forces said they captured four suspected insurgents from Saudi Arabia, including one described as the leader of an al-Qaida cell. The men were arrested in Basra province three days after crossing into Iraq across the Saudi border, said Maj. Gen. Adil Daham, chief of the Basra provincial police.

Senator John F. Kerry will hold hearings in Washington next week on the financial problems facing the newspaper industry, as dwindling advertising dollars push many US papers to the brink of closure.
The hearings by the Senate Commerce Committee, beginning April 30, are the latest effort in the nation's capital to help out newspapers. Senator Benjamin L. Cardin, Democrat of Maryland, introduced a bill last month that would enable newspaper companies to restructure as nonprofits....
"America's newspapers are struggling to survive and while there will be serious consequences in terms of the lives and financial security of the employees involved, including hundreds at the Globe, there will also be serious consequences for our democracy where diversity of opinion and strong debate are paramount," Kerry wrote in a letter sent to union leaders Friday. The union released the letter yesterday.

In his letter, addressed to "the Boston Globe family," Kerry voiced his commitment to the industry and to ensuring that the "vital public service newspapers provide does not disappear."

Newspapers have been hit hard by the loss of readers and advertisers to the Internet, while the national economic slowdown has intensified the advertising slump.... Negotiations on the concessions resume tomorrow. Globe union members have scheduled a "Save the Globe" rally Friday at noon at Faneuil Hall.
