But what we're seeing is a perfect storm of the downtown in the economy . . . and a situation where the level of cash assistance provided to refugee families has not changed in over a decade."

When the Rescue Committee opened its Boston office in 1979 in response to a flood of Southeast Asians fleeing Cambodia and Vietnam, the State Department provided $565 per refugee to resettlement organizations.

The federal government now provides $900 per refugee, but with rent and other expenses significantly higher, that amount buys significantly less today in Boston.

In exchange for the payment, the resettlement groups are expected to do everything from meet the refugees at the airport to rent and furnish their apartments, buy them food, set them up with public assistance, show them how to navigate the city, find them medical care, and enroll them in job training and English programs, among many other tasks.

In short, the groups say, the government aid no longer covers their costs; they now rely on private donations and volunteers to make up the difference.

“I’ve studied demographic trends for 30 years, and I’ve never seen domestic migration change as dramatically as it has in the past two years,’’ said Kenneth Johnson, senior demographer at the Carsey Institute and a professor at the University of New Hampshire. “It’s stunning.’’
And the recession, analysts said, is driving the shifts.

Officials and nonprofit organizations are promoting the census on Brazilian talk radio shows in Boston, in a Cambodian neighborhood in Lowell, and at African churches in Worcester, among other places - rushing to get the word out before the forms are mailed to every residence in March. Officials say more than $13 billion in federal funding and a congressional seat depend on an accurate tally.

Census figures are used to determine where to allocate federal dollars - about $2,000 a person - for hospitals, senior centers, bridges and tunnels, job training, and emergency services nationwide, as well as to determine a state’s representation in Washington. The US Census is a head count of every resident in the United States, and it is required by the Constitution every 10 years.
That is about the only time this government does follow the Constitution -- once every ten years!
The government counts citizens, noncitizens, and illegal immigrants, stressing that the information is confidential. Census employees take an oath and face a $250,000 fine and five years in jail if they reveal any personal information on the forms. In March, census forms will be mailed to every household asking 10 questions, including the name, date of birth, and race of the person filling out the form, and how many people live in the home. Residents are required to fill out the form and return it in a postage-paid envelope, though the $100 fine for failing to respond is rarely imposed. Census takers will visit the homes of people who do not respond by April 1, but they prefer to receive the form by mail to get a more accurate count.
In 2000, only 69 percent of Massachusetts households returned the form by mail, close to the national average, and it was lower in many cities where a high proportion of residents are immigrants or poor....
And thus, the Globe is concerned.

AUSTIN, Texas - Texas health authorities will destroy more than 5 million blood samples taken from babies without parental consent and stored indefinitely for scientific research.

The Texas Department of State Health Services announced yesterday that it would destroy the samples after settling a federal lawsuit filed by the Texas Civil Rights Project on behalf of five plaintiffs.

The lawsuit alleged that the state’s failure to ask parents for permission to store and possibly use the blood - originally collected to screen for birth defects - violated constitutional protections against unlawful search and seizure.
