He was also a player in the White House’s effort to shepherd the health care overhaul through Congress, including by negotiating and helping to draft an executive order the president signed as part of a deal to persuade antiabortion Democrats to back the bill, said Donald B. Verrilli Jr., a colleague in the office of the White House counsel....
