NEW DELHI — Interpol notified its members yesterday that India has issued arrest warrants for five Pakistani citizens, including two army officers, for alleged involvement in the 2008 Mumbai terrorist attacks, an official said.
India asked Interpol to issue the so-called red corner notices for the five Pakistanis, said R.K. Gaur, a spokesman for India’s Central Bureau of Investigation.
The notices follow an inquiry by India’s National Investigation Agency into the role of David Coleman Headley, an American who pleaded guilty in the United States in March to participating in the planning of the attacks, which killed 166 people.

The five Pakistanis wanted by India are Major Sameer Ali, Major Iqbal, Illyas Kashmiri, Abdur Rehman Hashim, and Sajid Majid, Gaur said.
Iqbal was Headley’s handler who arranged funds and training for him, the Press Trust of India news agency reported. It said Ali was also named by Headley....
In July, G.K. Pillai, Indian home secretary, accused Pakistan’s Inter-Services Intelligence agency of orchestrating the Mumbai attacks. Pillai said the information, which Pakistan has denied, came from Headley’s interrogation.
Was he tortured?
In May, a court in Mumbai, formerly known as Bombay, convicted and sentenced to death Mohammed Ajmal Kasab, the only surviving gunman from the attacks. He has appealed his death sentence in the Mumbai High Court.

It was not the first time US law enforcement was warned about Headley, a longtime informer in Pakistan for the US Drug Enforcement Administration whose roots in Pakistan and the United States allowed him to move easily in both worlds.

Two years earlier, in 2005, an American woman who had also been married to the 50-year-old Headley told federal investigators in New York that she believed that he was a member of the militant group Lashkar-e-Taiba, created and sponsored by Pakistan’s intelligence agency.

Despite those warnings by two of his three wives, Headley roamed far and wide on Lashkar’s behalf between 2002 and 2009, receiving small arms and countersurveillance training, scouting targets for attack, and building a network of connections that extended from Chicago to Pakistan’s lawless frontier.
So WHO WAS his U.S. CASE OFFICER?
Then in 2008, it was his handiwork as chief reconnaissance scout that set the stage for Lashkar’s strike against Mumbai, an assault intended to provoke a conflict between nuclear-armed adversaries Pakistan and India.
It is unclear what US officials did with the warnings they had gotten about Headley — who has pleaded guilty to the crimes and is cooperating with authorities.
No, it IS CLEAR what they did: they IGNORED THEM!
A senior administration official said yesterday, “We took the information, passed it around to the relevant agencies, and what came back was that the FBI had a file on Headley, but it didn’t link him to terrorism.’’
Translation: He was WORKING for U.S. INTELLIGENCE, folks!
Headley’s ability to hide for years in plain sight has rekindled concerns that the Mumbai bombings are another instance of a communications breakdown among the agencies involved in combating terrorism.
Try ANOTHER FALSE FLAG INSIDE JOB!
It also raises the question of whether US officials were reluctant to dig deeper into Headley’s movements because he had been an informant for the DEA.

More significantly, it may provide another instance of American reluctance to pursue evidence that officials in Pakistan, its major ally in the war against Al Qaeda, were involved in planning an attack that killed six Americans.

The Pakistani government has insisted that its spy agency, the Inter-Services Intelligence Directorate, a close partner of the CIA, did not know of the attack.
They have assisted the CIA so often -- and then they are surprised they are getting tagged?
State Department officials and the FBI said that they investigated the warnings about Headley, but that they could not confirm any connections between him and Lashkar-e-Taiba.
PFFFFFFFFFTT!!
And DEA officials said they ended their association with him at the end of 2001, at least two months before Headley reportedly received terrorist training.
Whatever, government.
The investigative news organization ProPublica reported the 2005 warning from Headley’s American ex-wife on its website and in yesterday’s issue of The Washington Post. By ProPublica’s account, she told authorities that Headley boasted about working as an American informant while he trained with Lashkar.
He was LOUD ABOUT IT, and yet the government couldn't find any connections?
They are COVERING UP the CONNECTIONS because THEY WERE the CONNECTION!
US authorities also heard from his Moroccan wife that he was involved in a terrorist group that was actively plotting against targets in India.
And yet they swoop down when FBI instigators set-up a bunch of mentally-challenged dupes before a fart poot goes off!
What is WRONG with THIS PICTURE, huh?
Beyond these warnings, interviews illustrate his longstanding connections to American law enforcement and the ISI. Among the findings:
■ An officer of the Pakistani spy agency handed Headley $25,000 in early 2006 to open an office and set up a house in Mumbai to be used as a front during his scouting trips, according to Headley’s testimony to Indian investigators in Chicago in June.
■ The ISI officer who gave Headley the cash had served as the supervisor of Lashkar’s planning, helping to arrange a communications system for the attack, and overseeing a model of the Taj Mahal hotel, so that gunmen could find their way around, according to Headley’s testimony to the Indians.

NEW DELHI — An American convicted in the 2008 Mumbai attacks said Pakistan’s main spy agency was deeply involved in planning that strike, monitoring the preparations and providing funding and advice to the attackers, according to an Indian government summary of his interrogation.
The report gives the strongest indication of the involvement of Pakistani authorities in the attack, which killed 166 people, paralyzed India’s business capital, and froze peace efforts between Pakistan and India.
Under questioning by Indian officials, David Headley painted a detailed picture of how intertwined Pakistan’s Inter-Services Intelligence agency, or ISI, was with the Lashkar-e-Taiba group accused of carrying out the attack, according to the report.
Headley, 50, from Chicago, was born Daood Gilani to a Pakistani father and an American mother. In March, he pleaded guilty in US federal court to laying the groundwork for the Mumbai attack as well as preparing for violence in Denmark.
According to the report, Headley said the Pakistani spy agency provided individual handlers, many of them senior officers, for all the top members of Lashkar-e-Taiba and gave them direction and money to carry out reconnaissance of prospective targets.
This before or after the torture?
The group’s chief military commander, Zaki-ur-Rahman Lakhvi, was close to the director general of the spy agency, Lieutenant General Ahmed Shuja Pasha, the report said.
“According to Headley, every big action of LeT is done in close coordination with ISI,’’ the report said, using a common abbreviation for Lashkar-e-Taiba.
Just as the CIA calls the shots for "Al-CIA-Duh."
A senior intelligence official in Pakistan said the allegations in the Indian report were baseless. He spoke on the condition of anonymity because he was not authorized to talk to the media on the record.
“These are allegations we’ve heard before,’’ Mark Toner, US State Department spokesman, told reporters in Washington. “We believe the government of Pakistan has pledged its cooperation in bringing the perpetrators of the Mumbai attacks to justice. And we fully expect that these pledges of cooperation are going to be carried out.’’
“Pakistan itself has been, obviously, greatly touched by extremist violence, and it is also in an existential struggle with these groups. So we believe Pakistan understands the threat and is committed to working cooperatively,’’ Toner said.

ISI has long been suspected of links to terror groups. The spy agency is believed to have nurtured Lashkar-e-Taiba to attack Indian security forces in disputed Kashmir.

In July, India’s home secretary, G.K. Pillai, caused a ruckus ahead of high-level India-Pakistan talks when he accused the spy agency of orchestrating the Mumbai attacks. Pillai cited Headley as the source of the information.
According to the report on the interrogation, which was marked secret and obtained by the Associated Press late Monday, Headley said the spy agency was having problems with militant groups in Pakistan, because fighters based in Kashmir were beginning to join Taliban groups fighting along the Pakistan-Afghanistan border.
That means it was given to them.
Launching a huge attack on India would prevent further defections from these groups by raising their morale and would move the “theater of violence’’ from Pakistan to India, the report said.
In Chicago where he is being held, Headley spoke to Indian investigators for 34 hours in June about the planning behind the 60-hour siege by 10 Pakistani militants on two luxury hotels, a Jewish center, and a busy train station.
Headley described for Indian officials a Lashkar-e-Taiba organization that was filled with former Pakistani Army officers and veterans from the conflicts with India over Kashmir, the report said.
At one Lashkar camp, Headley was trained by a Pakistani Army instructor, he said, according to the report.

Secretary of State Hillary Rodham Clinton announced the plan during the latest round of US-Pakistani strategic dialogue. The administration will ask Congress for $2 billion for Pakistan to purchase US-made arms, ammunition, and accessories from 2012 to 2016, Clinton said.
Oh it is ALL ABOUT WAR PROFITEERING!
The aid comes even as the administration is withholding assistance to certain individual Pakistani military units suspected of human rights abuses, including extrajudicial killings and torture.
As if the U.S. had any credibility on the issues.
And, it comes amid ongoing concerns that Pakistan is not fully committed to fighting extremists along its border with Afghanistan.
And OUR PATIENCE is RUNNING THIN!
The new aid replaces a similar but less valuable package that began in 2005 and expired on Oct. 1. It will complement $7.5 billion in civilian assistance the administration has already committed to Pakistan over five years, some of which has been diverted to help the country deal with devastating floods.

Clinton sought to downplay US worries about Pakistan’s commitment to the war on terrorism. She recognized the sacrifices of its soldiers and said that “the United States has no stronger partner when it comes to counterterrorism efforts against the extremists who threaten us both than Pakistan.’’

Qureshi said Pakistan appreciated the assistance, but he expressed annoyance at the lingering doubts.
He said nearly 30,000 Pakistani civilians have died in terrorist attacks and nearly 7,000 soldiers and police have been killed fighting a foe “that offers no quarter, obeys no law, and holds nothing sacred.’’
Nonetheless, he said, there are still comments “even in this capital, about Pakistan’s heart being not really in this fight.’’
“We do not know what greater evidence to offer than the blood of our people,’’ he said....
And they sure are serving up bowls of that stuff to Washington.
Yesterday’s announcement followed news that the administration has been withholding assistance to a handful of Pakistani military units accused of human rights abuses under 1997 legislation. Clinton said those units would not be eligible for the new aid.
“We will continue to ensure that all assistance [will] comply with US laws and regulations,’’ she said.

Villagers open up their homes to would-be fighters and suicide bombers heading across the border to kill coalition troops — or heading the other direction, into Pakistan’s heartland to carry out attacks that have shaken the fragile US-allied government in Islamabad.

Pakistan is also coping with violence in other parts of the country. In central Pakistan yesterday, a bomb planted on a motorcycle exploded at the gate of a famous Sufi shrine in the town of Pakpattan during morning prayers, killing at least five people, officials said.

The blast at the Farid Shakar Ganj shrine in Punjab Province was the latest in a string of attacks targeting Sufi sites in Pakistan. Islamist militants often target Sufis, whose mystical practices clash with their hard-line interpretation of Islam.

The strikes, which occurred nearly 12 hours apart in Pakistan’s North Waziristan area, appeared to be the latest attacks in an intensifying campaign by the United States to use unmanned aircraft in Pakistan to wage war against militants who regularly target foreign troops in Afghanistan.

There have been at least 19 suspected US missile strikes in Pakistan this month, many of them in North Waziristan. There were 21 such attacks in September, nearly double the previous monthly record.

The second attack took place around 2:45 p.m., when a drone fired a missile at a vehicle in the Datta Khel area, killing four suspected foreign militants, the officials said. Two were Arab and two were Western, the officials said.

No additional information about the suspected militants was provided.
But many drone strikes in recent months have targeted fighters linked to the Haqqani network, which military officials have declared the most dangerous militant group in Afghanistan.

Foreign Minister Shah Mahmood Qureshi spoke after returning from Washington for the latest round of high-level strategic talks with the Obama administration. His comments indicated a new $2 billion military aid package offered by the United States did little to change Pakistan’s strategic calculus.
“We have our own priorities. We have our own sense of timing,’’ said Qureshi when asked about US pressure to launch an offensive against Taliban militants in the North Waziristan tribal area who regularly attack foreign troops in Afghanistan.
The United States believes an operation in North Waziristan is key to success in the Afghan war because the area serves as the main base for the Haqqani network, a militant group that military officials have said poses the greatest threat to troops in Afghanistan.

Pakistan has resisted taking action.
Thus they get impatience and the epicenter of terrorism charge.
Analysts say the country is reluctant to target militants with whom it has historical ties and who could be useful allies in Afghanistan once foreign troops withdraw....
