KABUL, Afghanistan — A British aid worker who was kidnapped in northeastern Afghanistan two weeks ago was killed during an attempted rescue operation by NATO troops, US and British officials said yesterday.
Linda Norgrove, 36, who worked on agricultural projects with DAI, a contractor for the US Agency for International Development, was kidnapped along with three Afghan colleagues in remote Kunar Province on Sept. 26.

As a team of Afghan and NATO troops swooped into Kunar to rescue her Friday night, Norgrove’s captors detonated a bomb that killed her, according to a US military official who spoke on the condition of anonymity. The NATO troops suffered no casualties but several of the captors were killed in the operation, the US military official said.
Norgrove’s Afghan colleagues managed to escape, according to a Western official familiar with the case.
“Responsibility for this tragic outcome rests squarely with the hostage-takers,’’ British Foreign Secretary William Hague said in a statement. “From the moment they took her, her life was under grave threat. Given who held her, and the danger she was in, we judged that Linda’s best chance lay in attempting to rescue her.’’
NATO authorities did not say which militant faction abducted Norgrove, but the Taliban is known to operate in Kunar, which borders Pakistan.
Norgrove’s death follows the massacre in August of 10 Christian aid workers in Badakshan Province, which borders Kunar. They were returning from a trip to provide eye care to villagers.

The alliance previously said Norgrove’s death was caused by one of her captors, who had apparently detonated a bomb as US and Afghan troops were closing in. But NATO said yesterday that new details indicated she may have been killed instead by a grenade used by the Americans during the rescue mission....

Norgrove, from the Isle of Lewis in Scotland, worked for DAI, a Bethesda-based contractor for the US Agency for International Development. She had spent several years in Afghanistan, spoke fluent Dari, and was learning Pashto, the two most commonly spoken languages here....

Norgrove had donned a burqa — a body-covering robe worn by many Afghan women — for the trip during which she was kidnapped, local police said....
It wasn’t the first time in Afghanistan that an operation to rescue an abducted Briton ended in bloodshed. In September 2009, Stephen Farrell, a reporter for The New York Times, and Sultan Munadi, an Afghan journalist and interpreter, were taken hostage in northern Afghanistan.

Anders Fogh Rasmussen, NATO secretary general, emphasized that “whatever happened, I would like to stress that those who are responsible, of course, are the captors.’’
William Hague, Britain’s foreign secretary, told Parliament that Norgrove’s kidnappers were members of a local Salafist group allied with the Taliban, Al Qaeda, and other insurgents.

“At no stage was any serious attempt made to negotiate by those holding her,’’ Hague said.
The investigation will be led by Army Major General Joseph L. Votel of US Special Operations Command. The United Kingdom will appoint Brigadier Rob Nitsch, head of logistics for British forces in Afghanistan, to work closely with Votel.
