UNITED NATIONS - The United Nations demanded to know yesterday why it took an hour for Afghan police and NATO troops to respond to a Taliban attack on a guest house filled with UN staff in Kabul.

Afghan authorities denied that they were slow to respond, and a spokesman for the North Atlantic Treaty Organization said the Afghans did not ask the international force for support....

President Hamid Karzai condemned the attacks as “an inhuman act’’ and called on the army and police to strengthen security around international facilities. Taliban spokesman Zabiullah Mujahid claimed responsibility in a telephone call to the AP, saying three militants carried out the assault. The Interior Ministry said all were killed....

The mayhem also showed how vulnerable foreigners are in Afghanistan, even in Kabul, which has been relatively secure after eight years of war. “We will not be deterred from this noble mission,’’ UN Secretary General Ban Ki-moon said in New York. But the attacks underscored the risks facing UN and Afghan officials in organizing a runoff election....

KABUL, Afghanistan - Abdullah Abdullah, the chief rival to President Hamid Karzai, plans to announce today his decision to withdraw from the Nov. 7 Afghan runoff election, handing a new five-year term to Karzai but potentially damaging the government’s credibility, according to Western diplomats here and people close to Abdullah. But Abdullah seemed to be keeping his options open....

American and other Western diplomats said they were worried that a defiant statement by Abdullah could lead to violence and undermine Karzai’s legitimacy, and they were urging him to bow out gracefully.... The election deadlock, now in its ninth week, has highlighted the Afghan state’s fragility, as well as showing deep and growing divisions among Afghans. And it has, like so many other recent events here, posed a worsening problem for American and other Western leaders, who have found themselves stuck with a leader who has lost the support of large numbers of Afghans and whose government is widely regarded as corrupt. An Obama administration official said yesterday that the White House had not spoken to Abdullah and that it had no immediate plans to do so.

Secretary of State Hillary Rodham Clinton, traveling in Abu Dhabi, gave the administration’s only comment. “We see that happen in our own country where, for whatever combination of reasons, one of the candidates decides not to go forward,’’ she said. “I don’t think it has anything to do with the legitimacy of the election. It’s a personal choice which may or may not be made.’’

The concern among diplomats here yesterday was that Abdullah would denounce Karzai even as he bowed out of the race, possibly causing greater anger, and even violence, among his followers.

American and Western diplomats were leaning on Abdullah to pull out with little rancor and to urge his supporters to accept the fact that Karzai would be president. Karzai’s supporters are hoping he will, too. Over the past month, as the evidence of vote stealing piled up, Karzai’s ministers carried on with extraordinary self-confidence, portraying the fraud, and the runoff itself, as a nuisance that, once overcome, would allow them to get on with their jobs....

Muhammad Ismail Yoon, a university professor close to Karzai, said Abdullah knew that if he went through with a second round, the Afghans would desert him. “No one invests in a loser in Afghanistan,’’ he said.

KABUL - Western officials, who leaned heavily on Karzai to accept a runoff election after the tainted first round, are now pressing the president and Afghan electoral officials to find a legally acceptable way to cancel the runoff and declare Karzai the winner.

Abdullah quit six days before the vote after last-minute talks led by the United States and United Nations failed to produce a power-sharing agreement acceptable to Karzai, according to a Western diplomat who spoke on condition of anonymity because of the sensitivity of the negotiations....

American military officials emphasized that the command in Afghanistan and the Pentagon were working hard not to involve themselves in the politics - remaining neutral on who should be elected.

White House officials have debated whether to make the final decision on troop levels before or after the Afghan voting. If the election does not proceed, reasons for delay might seem flimsier.

If anything, it will speed the debate up,’’ a Defense official said. “Karzai is the guy. . . . There is nothing we can do about it.’’

The election imbroglio has taken place as President Obama deliberates whether to deepen US involvement in the war, including deploying tens of thousands of additional troops. A weak and discredited government in Kabul would make it more difficult to persuade a disillusioned American public and Congress to up the ante on a life-and-death commitment.
