WASHINGTON -The House ethics panel is reviewing a complaint against retiring New York Representative Eric Massa by a male staff member who reportedly felt uncomfortable in a situation with Massa and said it had sexual overtones.

The panel issued a statement saying it is “investigating and gathering additional information concerning matters related to allegations involving’’ Massa.

WASHINGTON - Representative Eric Massa, a New York Democrat facing a harassment complaint by a male staffer, said yesterday that that he is stepping down from his seat with “a profound sense of failure.’’

“I am guilty,’’ Massa said in an interview with a Corning, N.Y., newspaper columnist.

Later in the day, Massa released a statement saying that after learning he had a recurrence of cancer, he learned he was the subject of an ethics complaint by a male staffer who felt “uncomfortable’’ during an exchange with Massa. The exchange reportedly had sexual overtones.

“I will resign my position,’’ Massa said in the statement.

“There is no doubt in my mind that I did in fact, use language in the privacy of my own home and in my inner office that, after 24 years in the Navy, might make a Chief Petty Officer feel uncomfortable,’’ Massa added. “In fact, there is no doubt that this ethics issue is my fault and mine alone.’’

Resigning because of language so quickly?

This is strange and doesn't pass the smell test.

Earlier yesterday, a visibly upset Massa said he didn’t want to put his family through the rigors of an ethics committee investigation.

A sure tip off that something stinky lurks below.

“It would tear us apart,’’ Massa said, according to Joe Dunning, a columnist for The Leader newspaper. “It’s not that I can fight or beat these allegations, I’m guilty.’’

The resignation takes effect Monday.

Massa’s departure is good news for House Speaker Nancy Pelosi’s effort to advance a troubled health care overhaul. Massa had voted against it. His departure reduces the majority she needs for passage to 216.

Massa’s acknowledgment of inappropriate behavior was made as the House’s majority Democrats struggle with ethics matters among their own ranks despite promising to clean up Congress when they came to power.

The New York delegation has been especially hard-hit by ethics matters. Representative Charlie Rangel, a 20-term House veteran and the most influential member of the delegation, surrendered the chairmanship of the tax-writing Ways and Means Committee this week after the ethics committee found that the Harlem Democrat had broken House rules on accepting gifts.

"Former congressman admits to groping staffer

WASHINGTON - Former US representative Eric Massa of New York, who resigned from Congress amid sexual harassment allegations, acknowledged yesterday groping a staff member but denied it was sexual.

“It doesn’t make any difference what my intentions were; it’s how it’s perceived by the individual who receives that action,’’ Massa said on conservative commentator Glenn Beck’s Fox News Channel show. “I’m telling you I was wrong. I was wrong. My behavior was wrong. I should have never allowed myself to be as familiar with my staff as I was.’’

The Washington Post, citing anonymous sources, reported yesterday that the House ethics panel is investigating allegations Massa groped multiple male staff members in his office. Massa has previously claimed his misconduct was limited to using inappropriate language with staffers.

Oh, I can see why the pro-gay Glob would want to minimize this whole thing that has Washington abuzz.

And this guy was in the NAVY, huh?

Yeah, I agree: don't ask, don't tell.

Asked directly on Beck’s program whether he sexually groped anyone, Massa replied: “No, no, no.’’

Massa, however, recalled tickling a staff member at a birthday party.

“Now they’re saying I groped a male staffer,’’ Massa said. “Yeah, I did. Not only did I grope him, I tickled him until he couldn’t breathe, and four guys jumped on top of me. It was my 50th birthday and it was kill the old guy.’’

Oh, a gay gang-bang, 'eh?

And that has to be one of the LAMEST EXCUSES I have EVER SEEN!!

He RESIGNED and QUIT over a TICKLE?

Well, I'll tell you one thing:

Massa said his actions may have been misinterpreted.

“If somebody on my staff was offended, uncomfortable, thought I was inappropriate, I own that,’’ Massa said. “It’s why I resigned.’’
