CAIRO — Osama bin Laden called for the creation of a new relief body to help Muslims, seeking to exploit discontent after this summer’s devastating floods in Pakistan by depicting the region’s governments as uncaring.
The audiotape released yesterday was the third message in recent weeks from Al Qaeda figures concerning the massive floods that affected around 20 million people in Pakistan, signaling a concentrated campaign by the terror group to tap into anger over the flooding to rally support.
But while the earlier messages by subordinates were angry, urging followers to rise up, the top Al Qaeda leader took a softer, even humanitarian tone, apparently trying to broaden Al Qaeda’s appeal by presenting the group as a problem-solving protector of the poor.
“What governments spend on relief work is secondary to what they spend on armies,’’ bin Laden says on the 11-minute tape titled “Reflections on the Method of Relief Work.’’
“If governments spent [on relief] only 1 percent of what is spent on armies, they would change the face of the world for poor people,’’ he said.
That is what is great about propaganda; they can put out the truth and it is instantly discredited because who would believe a "terrorist?"
Meanwhile, US counterterrorism officials say they believe that senior Al Qaeda leaders, including bin Laden, are involved in the latest terror plot against European cities. The multipronged scope of the plan — which aimed to launch coordinated shooting sprees or attacks in Britain, France, and Germany — is an Al Qaeda hallmark.

LONDON — Intelligence officials have intercepted a credible terror plot against Britain and France, raising security fears at the Eiffel Tower yesterday but failing to raise the overall threat level in either country.

The plot was still in its early stages and not considered serious enough to raise the terror threat level, officials said. Still, the Eiffel Tower in Paris was briefly evacuated Tuesday — the second time in two weeks because of an unspecified threat — and French police were on alert.
A heavy police presence was seen yesterday around Buckingham Palace, Trafalgar Square, and Big Ben. Victoria Station was briefly evacuated after an unusual smell was reported.

It also came as Spanish authorities said they had arrested a US citizen of Algerian origin on suspicion of financing Al Qaeda’s North African affiliate.

He is suspected of laundering money and sending some of it to an associate in Algeria to be passed on to Al Qaeda cells in the Islamic Maghreb, an Algerian terror group.

MADRID — A Spanish judge ordered the release yesterday of a US citizen of Algerian origin who was detained on suspicion of financing Al Qaeda’s North Africa affiliate, citing a lack of evidence but keeping the investigation open.
Judge Santiago Pedraz took away suspect Mohamed Omar Dehbi’s passport, barred him from leaving Spain, and ordered him to check in with police daily.
Dehbi was arrested Tuesday in a Barcelona suburb. After a hearing yesterday in which Dehbi testified, Pedraz said there was insufficient evidence to back up police allegations that Dehbi financed Al Qaeda by sending money to an associate in Algeria who is wanted in Spain on terror-related charges.

Dehbi’s name was originally erroneously spelled Debhi by Spanish authorities.

Mizi is wanted in Spain after eluding a police raid in 2008.

DAKAR, Senegal — A tape released yesterday on a jihadist forum shows the first images of a group of hostages, including five French citizens, since they were seized two weeks ago in Niger by an Al Qaeda offshoot and taken into the desert.
The four-minute tape shows still images of the hostages sitting cross-legged in the sand with a gently sloping dune behind them. French officials believe the seven hostages are now in the bordering West African nation of Mali.

STOCKHOLM — Sweden has raised its terror threat alert from low to elevated because of “a shift in activities’’ among Swedish-based groups that could be plotting attacks against the Scandinavian country, security officials said yesterday.
The Swedish Security Service, SAPO, declined to say whether the threat involved Islamic terrorists or if it was linked to a terror plot announced this week by Western intelligence officials to wage Mumbai-style shooting sprees or other attacks in Britain, France, and Germany.
SAPO said the terrorism threat remained low in Sweden compared with other European countries, and that no attack was imminent. “The assessment is based on intelligence indicating a shift in activities among certain groups in Sweden, judged to be targeted at Sweden,’’ SAPO said.
Western security officials said Wednesday that a terror plot to wage attacks in Britain, France, and Germany was still active. They said the plot was still in its early stages and not considered serious enough to raise the terror threat level.

Ahmed Khalfan Ghailani was arrested in Pakistan in 2004 in connection with the Tanzania and Kenya bombings and taken to a secret CIA-run camp overseas.

Though much of the litigation about his treatment there has been kept secret, the defense divulged during a pretrial hearing that he was subjected to enhanced interrogation....

In 2006, he was transferred to Guantanamo, where he remained until he was brought to New York for trial last year. His lawyers lost efforts to have the indictment against him dismissed on the grounds that he was subjected to a lengthy interrogation and detention.
The judge found that the delays served compelling national security interests.
However, the judge warned prosecutors at a hearing Tuesday that he probably won’t rule before opening statements on whether prosecutors can call as a witness a man who says he sold explosives to Ghailani. Prosecutor Michael Farbiarz said the man might be the government’s most important witness. He might be excluded from the trial because he was discovered as a result of the interrogation of Ghailani.
Ghailani complained about his treatment in February 2009, writing in a petition that he’d been deprived of his liberty, denied access to the outside world, and had been “a victim of the ‘cruel enhanced interrogation’ techniques.’’

Concerns about the costs of securing defendants at a courthouse blocks from ground zero led the Justice Department to reconsider a decision to try Sept. 11 mastermind Khalid Sheikh Mohammed and four other terrorism suspects in Manhattan.
Prosecutors want to introduce jurors to bin Laden in opening statements through threats he made against the United States and its citizens between 1996 and 1998. They cite two printed statements he made to a London-based Arabic-language newspaper and two television interviews bin Laden gave to US networks.
A different interview you never hear of:
"I have already said that I am not involved in the 11 September attacks in the United States. As a Muslim, I try my best to avoid telling a lie. I had no knowledge of these attacks, nor do I consider the killing of innocent women, children and other humans as an appreciable act. Islam strictly forbids causing harm to innocent women, children and other people. Such a practice is forbidden even in the course of a battle.
Whoever committed the act of 11 September are not the friends of the American people. I have already said that we are against the American system, not against its people, whereas in these attacks, the common American people have been killed. The United States should try to trace the perpetrators of these attacks within itself; persons who want to make the present century as a century of conflict between Islam and Christianity so that their own civilization, nation, country, or ideology could survive.
Is it not that there exists a government within the government in the United Sates? That secret government must be asked as to who carried out the attacks."

The government said bin Laden in 1996 began making anti-American statements meant to enhance Al Qaeda’s terrorist image, communicate its goals to its far-flung members, and help it recruit new supporters.
And the CIA was still paying him.
The link to bin Laden was considered so strong in the embassy attacks that then-President Bill Clinton launched cruise missile attacks two weeks afterward on bin Laden’s Afghan camps. Bin Laden is charged in the indictment as well.
Clinton also destroyed a drug factory in Sudan with his war crimes.
Prosecutors said the embassy bombings were carried out by an Al Qaeda cell in East Africa. They said Ghailani fled East Africa on a flight to Pakistan the day before the bombings on the same flight that two senior Al Qaeda members fled, including an explosives trainer and bomb maker.

[The prosecutor's] office also revealed that Shahzad told the authorities after his arrest May 3 that he planned to detonate a second bomb in New York City two weeks later and was prepared to conduct more attacks until he was captured or killed, the document shows.

In the filing, prosecutors asked the judge, Miriam Goldman Cedarbaum of US District Court, to impose a mandatory term of life imprisonment for Shahzad, who is scheduled to be sentenced Tuesday.
So he can NEVER TALK AGAIN!

“The premeditated attempt to kill and maim scores of unsuspecting innocent men, women, and children with a homemade bomb can only be described as utterly reprehensible,’’ the prosecutors said.

It is known that the Pakistani Taliban helped to develop and finance Shahzad’s bombing plot, but the court filing offers new details about how he communicated with them.

It said that in three months leading up to the bombing attempt, Shahzad stayed in regular contact with the Taliban over the Internet, using software programs the Taliban installed on his laptop computer while he was training with them in Pakistan. The programs were not identified.
That sure seemed PRETTY STOO-PID, huh?
Later, after returning to America, he communicated with his Taliban associates about the bomb he was building and the Nissan Pathfinder he had purchased, as well as other topics, the government said

The memo does not reveal precisely what he told the Taliban the night of his failed attempt, but the communications support Attorney General Eric H. Holder Jr.’s statements in June that “the Pakistani Taliban facilitated Faisal Shahzad’s attempted attack on American soil.’’

Shahzad, a former financial analyst who was raised in a military family in Pakistan and earned bachelor’s and master’s degrees from the University of Bridgeport, pleaded guilty to 10 counts in June, including attempted use of a weapon of mass destruction.

In its filing, the government also revealed that during Shahzad’s cooperation with FBI agents and police detectives after his arrest, he “never expressed any remorse for his conduct.’’
They said he spoke with pride about what he and co-conspirators had done, much as he did in court when he pleaded guilty.
As part of their filing, prosecutors also released a video of a controlled detonation by the Joint Terrorism Task Force on June 29 of a bomb that was built to be “identical to Shahzad’s bomb in all respects.’’

The task force, which includes FBI agents and police detectives, among others, placed its bomb in the back of a vehicle and parked other vehicles nearby in order to measure the explosive effects on them, prosecutors said.
“While it is impossible to calculate precisely the impact of Shahzad’s bomb had it detonated,’’ prosecutors wrote, “the controlled detonation . . . demonstrated that those effects would have been devastating to the surrounding area.’’
The government also made public a video produced by the Taliban, in which Shahzad appeared and which was later released on the Internet.
So WHICH CIA STUDIO PRODUCED IT?
The video depicts Shahzad firing a machine gun in what appears to be the mountains of Pakistan, prosecutors said. He announces that he has met leaders of the Pakistani Taliban and that, “We have decided that we are going to raise an attack inside America. . . . I have been trying to join my brothers in jihad ever since 9/11 happened,’’ he is shown saying later.
In citing the video, prosecutors said Shahzad, despite a life “full of promise’’ with his wife and two young children, had chosen instead a “nihilist path that celebrated conflict and death cloaked in the rhetoric of a distorted interpretation of Islam.’’

When asked about the case, terrorism specialists said it’s not unusual during an investigation for the government to take people into custody, especially those here illegally, then release them if there’s no evidence to support criminal charges.
