HERZLIYA, Israel - Israel's foreign minister threatened yesterday to keep hitting Hamas as long as it attacks Israel, ruling out negotiations with the Islamic rulers of Gaza just eight days before national elections in which she is running for prime minister.
Tzipi Livni made her tough statement as a Hamas delegation headed for Cairo for talks today with Egyptian mediators on a long-term truce with Israel. The talks build on a two-week informal cease-fire that followed Israel's bruising offensive in Gaza.

Events yesterday underlined the urgency of the talks in Cairo. An Israeli missile hit a car in the town of Rafah, killing a Palestinian militant, hours after warplanes bombed the nearby Gaza-Egypt border in an effort to destroy tunnels that Hamas uses to smuggle in weapons and supplies.
The Israeli military said the target of the airstrike was a car carrying militants who fired mortars at Israel. Palestinian officials said a militant in the car was killed and another was wounded, along with two bystanders. The attacks were retaliation for more than a dozen rockets and mortar shells fired from Gaza on Sunday.

The fire decreased considerably yesterday, with the military saying that two mortar shells exploded at a border crossing in southern Gaza during the day.

Netanyahu has called for Israel to oust Hamas from power in Gaza. In a speech yesterday at an annual security conference sponsored by the Interdisciplinary Center, Livni did not go that far, but she was clear in her refusal to deal directly with the Islamic militants.
Hamas does not accept a place for a Jewish state in an Islamic Middle East and has sent dozens of suicide bombers into Israel.

Also yesterday, in Paris, Abbas backed Egypt-led efforts to bring calm, warning that the cease-fire in Gaza remains fragile. DAMASCUS - Hamas will not push for Palestinian reconciliation talks if President Mahmoud Abbas insists on the supremacy of the Palestine Liberation Organization, the Islamist group said yesterday.
In a statement, a high-level Hamas official accused Abbas of siding with Israel during its invasion of Gaza and seeking to "return on Israeli tanks" to govern the territory.
Abbas on Sunday rejected a call by Hamas to replace the PLO with an organization less dominated by his allies and said recognizing the primacy of the PLO in representing all Palestinians was a condition for dialogue.
Despite the creation of a Palestinian Authority to govern the territories, the PLO still wields great influence as the internationally recognized "sole legitimate representative of the Palestinian people," including those in refugee camps in Lebanon, Jordan, and Syria. Unlike Hamas, it has recognized Israel.
"Mahmoud Abbas spoke impulsively, perhaps reflecting the confusion he is living in after the victory of Hamas and the resistance in Gaza. We assure him that we are not begging for dialogue and we are not running after it," Hamas official Mohamed Nazzal said in Damascus, where Hamas leader Khaled Meshaal lives in exile.
Hamas regards its position as stronger after withstanding the three-week Israeli offensive on Gaza, which killed more than 1,300 Palestinians, including 700 civilians. Ten Israeli soldiers and three civilians were killed. Hamas and Israel declared separate cease-fires Jan. 18.
"Abbas and his entourage were waiting for the collapse of Hamas and the resistance to go back to Gaza on Israeli tanks after many of them fled in their underwear in June 2007," Nazzal said.
Hamas defeated Fatah forces loyal to the Western-backed Abbas and seized control of the Gaza Strip in June 2007, leaving Abbas and his Fatah faction controlling only the West Bank.

Hamas and Islamic Jihad are not part of the PLO, which is dominated by Abbas and factions loyal to him, despite a 2005 agreement to bring them under its umbrella. Our demand is the rebuilding or reform of the PLO, but if the other side insists on not reforming the PLO or rebuilding it, it is our right to look at other options."
Palestinian political commentator Ali Badwan said although the PLO was largely defunct as an organization, Hamas's entry would raise legitimacy of the Islamist group and weaken Fatah.
"The PLO has wide Arab and international recognition. Its institutions are barely alive but as a political tool it is useful," Badwan said.
"Hamas considers the PLO as having been hijacked by Fatah and wants to redress the balance. That would only weaken Abbas and his men," he added.--more--"

GAZA CITY, Gaza Strip - One of Gaza's top two leaders emerged yesterday from six weeks in hiding, leading a Hamas delegation to Egypt for cease-fire talks and reiterating that the Islamic militant group is "flexible" over who should lead reconstruction in the devastated territory.

Mahmoud Zahar and three other Hamas officials crossed from Gaza into Egypt yesterday, en route to Cairo. Egypt is mediating indirect talks between Israel and Hamas to reach a durable truce. Hamas wants Israel and Egypt to lift their 20-month border blockade of Gaza, while Israel wants improved guarantees that Hamas will be prevented from smuggling weapons into Gaza.
On the Egyptian side, Zahar told reporters Hamas would be flexible about who will take charge of reconstruction. Thousands of homes and buildings were destroyed or damaged during the war, causing an estimated $2 billion in damages.

The conference is expected to raise hundreds of millions of dollars for rebuilding Gaza. Fayyad said the emergency payments will be taken from the current Palestinian budget.
Israel unilaterally halted its three-week military offensive on Jan. 18, and Hamas militants also stopped firing a day later, but the two sides have not agreed on the terms of a cease-fire. Sporadic violence has continued since.
