ISLAMABAD, Pakistan - A suicide bomber targeted Shi’ite Muslims on two buses being escorted by security forces through a northwestern Pakistan border area rife with sectarian and insurgent violence, killing 12 people yesterday.

Tensions between Pakistan’s majority Sunni Muslims and Shi’ites had made the road unsafe for the minorities traveling to the nearby Kurram tribal region. Police recently had declared it safe, but Shi’ites are provided security to travel through it.

Yesterday’s attack targeted only the buses carrying Shi’ites, police official Akram Ullah said. Security forces escorting them weren’t harmed.

The attack prompted World Vision, a major international humanitarian group, to suspend its operations in Pakistan. Other aid organizations condemned the violence but said it would not lead them to curtail their own activities.

The assault took place in Ogi, a small town in Mansehra district that was badly hit by the 2005 Kashmir earthquake, which killed about 80,000 people and left 3 million people homeless.

But aid groups said that Wednesday's attack would not cause them to suspend their operations.

"I would not feel that it means anything but intensifying our own way of doing things," said Pepe Salmela, the country director for the International Federation of Red Cross and Red Crescent Societies, which works on community-based health and disaster preparedness programs in Mansehra.

U.N. spokeswoman Ishrat Rizvi also said the attack would not curtail the world body's activities in Pakistan....

Pakistani authorities said about a dozen masked militants stormed the building at about 9:30 a.m., pulled the staff members out of their offices, herded them into a room, and then started shooting indiscriminately. The attackers set off a bomb as they left, destroying the offices, which are located in North-West Frontier province, in the village of Oghi, near the disputed region of Kashmir.

A spokesman for World Vision said the attackers robbed the employees and stole computers and telephones from the office before opening fire.

Officials in Pakistan said the assailants were of different ethnicities and spoke a mix of Urdu, Pashto, and a Pakistani dialect as they shouted at the aid workers, telling them that they had been “forewarned to stop spreading immodesty.’’
