The president’s carefully scripted trip included visits with displaced families living in tents and rescue teams as they dug through debris looking for the 256 still missing. He promised that the Communist Party and the government was doing everything possible to help the mostly Tibetan quake victims.

The deaths deeply touched Chinese, many of whom can only have one child under government policy.
The central government has tried to respond to the problem with its three-year inspection and strengthening plan, but one international quake engineering specialist warned that such work could take far longer.
Another quake-prone area, California, passed a law in 1933 to make schools quake-proof, and work still hasn’t finished, said Tom Tobin, president-elect of the Earthquake Engineering Research Institute based there.

Amid hours of coverage for China’s national day of mourning yesterday, no monks were visible in the official proceedings — a jarring omission in light of their contributions to the weeklong rescue and relief effort. The April 14 quake killed 2,064 people and injured more than 12,000.

“There were these monks from Sichuan’s Ganzi who had put up all these tents, 100 tents, in just a couple of hours, and they provided drinks and food,’’ said Tsebtrim, 31, who like many Tibetans goes by just one name. “That night, a lot of people didn’t have a place to stay so I am really glad those monks showed up.’’
In the days that followed, Tsebtrim saw monks digging through rubble for survivors and bodies, first alone and then with the help of Chinese soldiers. He also saw them handing out food and medicine....
This week, Chinese military officials said nearly all the roughly 12,000 soldiers who rushed to the quake area struggled with altitude sickness, and many had trouble communicating with Tibetan survivors. Tibetan-speaking monks, many of whom live in high-altitude areas, did not have those problems....

Specialists said the wave of school attacks is occurring amid poor care for the mentally unstable and growing feelings of social injustice in the fast-changing country.
All the students injured in yesterday’s attack were 4 or 5 years old. The attack at Zhongxin Kindergarten left five students badly injured, two of them in critical condition, in the eastern city of Taixing, said Zhu Guiming, an official with the municipal propaganda department.
The official Xinhua News Agency identified the accused as Xu Yuyuan, a 47-year-old unemployed man. He pushed his way into the class with an 8-inch knife after teachers and a guard failed to stop him, the news agency reported.
No motive was given. Xu, the suspect in yesterday’s attack, had been a salesman in a local insurance company until he was fired in 2001. He has been jobless since then, Xinhua said.
A witness attack said people outside heard screams coming from the three-story building and rushed inside.
“It was too horrible to imagine. I saw blood everywhere, and kids bleeding from their heads,’’ a visibly shaken Hu Tao said hours later.
Today, Xinhua reported that a man killed himself after attacking five children at another kindergarten in eastern China. The unidentified man poured gasoline over his body and set himself on fire while holding two children. Xinhua said teachers pulled the children away, and none of the children’s injuries were life-threatening in the attack in Jinan city in Shandong Province. It was the third such attack in as many days.
Most of the recent school invasions have been blamed on people with personal grudges or suffering from mental illness, leading to calls for improved security.
Accounts in China’s state-owned media have glossed over motives and largely shied away from why schools have so often been targets. Yet specialists say outbursts against the defenseless are frequently due to social pressures.
An avowedly egalitarian society only a generation ago, China’s headlong rush to prosperity has sharpened differences between haves and have-nots, and the public health system has atrophied even as pressures grew.
China probably has about 173 million adults with mental health disorders, and 158 million of them have never had professional help, according to a mental health survey in four provinces jointly done by Chinese and US doctors that was published in the medical journal The Lancet in June....

Zhou Xiaozheng, a sociology professor at Renmin University in Beijing, said, such sensational, violent acts often draw copycats.

Chinese schools have had five such attacks in just over a month — unusual in a country where extreme violence is comparatively rare and strict controls keep most people from owning guns. Sociologists suspect the rampages — usually by lone male attackers — could be copycat actions.
State media reports have largely shied away from speculating why students have been targets. Specialists say outbursts against defenseless children can be caused by social pressures in a rapidly changing society.
That doesn't explain it at all.
The attacks have been particularly shocking because most urban families in China have only one child due to government population control policies.
“Children are the ones people care about the most, and they are the most innocent,’’ said Ma Ai, a sociology professor at the China University of Political Sciences and Law in Beijing.
