Slow Saturday Insult: Administration Crashed Car Clunker Program

Let me get this right:

"While the program has generated an estimated 700,000 new car sales, the program's complex rules and paperwork — which requires dealers to sell vehicles before getting reimbursed by the government — has triggered a torrent of backlash from car buyers who have been waiting weeks without a new ride."

The Obama administration is tripling the number of workers processing Cash for Clunkers transactions as some dealers complain the government has been slow to reimburse them....

WASHINGTON - Transportation Secretary Ray LaHood said some of the paperwork has been incomplete or inaccurate, leading to delays.

The government’s online reimbursement system was flooded with requests shortly after the program began in late July, overwhelming the computer system and the staff. That led to big delays for dealers trying to file the required paperwork.

And LaHood BLAMED YOU, 'murkn people!!!

The financial arms of several automakers have begun offering help to cash-strapped dealerships, in some cases by floating loans....

Mark Schienberg, the Greater New York Automobile Dealers Association’s president, said the group’s dealers have been repaid for only about 2 percent of the clunkers deals they’ve made: “This is a cash-dependent business.’’

LaHood said the Obama administration would soon announce how much longer the car incentive program will last.

Not much longer.

Other dealership groups say their members have stopped extending new clunkers deals out of fear they will be repaid late, or not at all. The program has been a huge hit, yet a major administrative headache for the struggling auto industry.

So IT WASN'T ABOUT YOU, anyway, 'murkn! I don't see how taking on more debt you can't afford so automaker profits can be boosted helps you, but.... you still have the weekend to go trade in your clunker!

A growing number of dealers have ceased offering the program. A group representing New York City-area dealerships said hundreds of its members have withdrawn, citing the reimbursement delays.

“I know dealers are frustrated. They’re going to get their money,’’ LaHood told reporters.

Don't you love the cavalier attitude?

A backlog of rebate payments. Dealers must cover customer rebates and wait for reimbursement from the government. Some have said their requests have not been approved, leading to a cash crunch. That’s key because dealers typically borrow money to put new cars on their lots and must repay lenders within a few days of a sale.

WASHINGTON - “At a time of great economic distress, cash for clunkers has stimulated increased production by domestic automakers, putting thousands of idled workers back on the job,’’ said Representative John Dingell, a Michigan Democrat.

Then WHY END IT?

GM announced plans to rehire more than 1,300 workers, and automakers have been paying overtime to boost production. Hyundai recalled 3,000 workers in Alabama.

To do what? Make cars that won't sell because the market has dried up?

Then what was this whole program anyway, other than a boon for usurious lenders and a lying government's statistics?

Still, the program provided at least a temporary jolt for automakers.

Dealer say the delays have led to a cash crunch. They typically borrow money to put new cars on their lots and must repay those loans within a few days of a sale.

Just wondering where the car dealers bailout is.

Dealers have complained of delays in getting reimbursed and backlogs of vehicle paperwork getting processed in the program. Dealers have said they face a risk of not being reimbursed, but LaHood has pledged that dealers will be paid.

President Obama said yesterday that the program has been “successful beyond anybody’s imagination’’ but dealers were overwhelmed by the response of consumers. He pledged that dealers “will get their money.’’

Yeah, yeah. He's really become a most distasteful president in the shortest amount of time.

The Transportation Department cautioned dealers about making sales this weekend, advising them to make sales only when the buyer’s paperwork is clearly in order and can be submitted immediately.

Do banks have to have paperwork in order? WE DON'T EVEN KNOW where that money went. How about WAR LOOTER'S that get MILLIONS in BONUSES for ELECTROCUTING KIDS?

Applications for rebates will not be accepted after Monday, administration officials said, and dealers should not make additional sales without receiving all the necessary paperwork from customers. Dealers will be able to resubmit rejected applications after the deadline.

You see, it is YOUR FAULT you can't get YOUR OWN SUBSIDY, PAID for BY YOU, American, because YOUR PAPERS (sig heil) ARE NOT in ORDER!!!!!!!! But a BANK or COST-OVERRUNNING WAR LOOTER? Aaaaaahhh, pay the man!!!!!

The Transportation Department said it has reviewed nearly 40 percent of the transactions and has already paid out $145 million. Obama administration officials said there are no plans to seek additional funding.

Well, THAT MUST BE a LIE because the GUY from New York said it was 2 PERCENT!!!!!!!

And let's see, $145 million paid out of $3 billion.... (calculating).... oh, so 4.833333% of the deals have been reimbursed, huh?

And 40% of the claims processed?

Oh, THAT LETTER of REJECTION is REALLY GOING to STING in the OLD POOPER, isn't it, 'murkn sucker?

But Mike Mahalak, who runs a Dodge, Chrysler, and Jeep dealership in Winter Haven, Fla., said the Monday end date could lead to a similar rush that nearly crippled the federal government’s computer systems that were set up to handle claims.

“That website will lock up again once everyone is cramming it again on Monday,’’ Mahalak said. The administration has said it expanded the capacity of the computer network in an effort to improve the process for dealers.

John McEleney, chairman of the National Automobile Dealers Association, said he remained concerned that so few dealers had been reimbursed for clunker deals. But he said the Monday deadline should give dealers time to get their paperwork in order.

“I think if we can get a clean cutoff Monday and get everything processed by then, it will have been a pretty darned successful program,’’ he said.

But the administration needed to put a halt to the program to avoid surpassing the $3 billion funding level.

Consumers were on pace to exhaust the program’s coffers in early September, and dealers have complained about long delays in getting reimbursed for the car incentives.

So WHERE is that $$$ and WHO is SITTING ON IT(?)? Who stole it?

The White House has hailed the program’s success in providing a targeted boost to the sluggish economy since its inception in late July. Through yesterday, auto dealers had made deals worth $1.9 billion, and the incentives had generated more than 457,000 vehicle sales.

Transportation Secretary Ray LaHood said the program has been “a lifeline to the automobile industry, jump-starting a major sector of the economy and putting people back to work.’’ He said the department was “working toward an orderly wind-down.’’

The Obama administration will end the popular $3 billion cash for clunkers program on Monday, giving car shoppers a few more days to take advantage of big government incentives.

Herb Chambers said he’s confident his customers will receive their cars.

Wait a minute. What do you mean they DON'T HAVE the CARS?

You were NOT ABLE to DRIVE THEM off the LOT, America?

He said his dealers are only waiting for submission confirmation from the government to release the cars, not an actual payment. “As soon as we have an approval number, we deliver the car. When we get paid for it is our problem.’’

OMFG!!!!!

Customers, he said, were told upfront that the dealer would not deliver a car without getting a submission confirmation. “How could you deliver a car without knowing it’s going to get approved?’’

America, land of the free? Government approval needed for your new clunker?

How could you make a deal without.... ?

Chambers said about 16 percent of his cars sold under the program have been approved for rebates. He acknowledged that the process can be frustrating. “It’s a tremendous headache to have hundreds of automobiles sitting around that you can’t deliver, and people want them,’’ he said.

That's what he says. And I THINK it is MORE than FRUSTRATING for many (which, of course, the agenda-pushing, sales-promoting paper will hide and conceal) to the buyer -- as if going down to the liar lot, 'er, car dealership wasn't enough already!

Thomas Tague of Concord traded in a Jeep Cherokee for a Mini Cooper S at Herb Chambers Mini Boston. “I don’t think the government is doing a good job making clear the actual rules for dealers,’’ Tague said. The dealers’ “story seems to be consistent that they’re not going to release cars until they get approvals.’’

Paige Dickinson of New Bedford said she traded in her 1996 Jeep Cherokee for a 2009 Honda Fit at Herb Chambers Honda Boston. She said she completed all the necessary paperwork on Aug. 5 and was told she would get her new car in “three or four days,’’ but it still hasn’t been delivered. “They can deliver it,’’ she said. “They just won’t.’’ Dickinson said her first car payment was due Aug. 15.

I wouldn't be sending that check in without the vehicle. F*** them!

But complex rules also triggered backlash from buyers, some of whom have been waiting weeks for their new rides. For all the program’s flaws, it achieved its primary goal: boosting auto sales.

Ray Ciccolo, president of Village Automotive Group, which operates eight Boston-area dealerships, said he has not received any rebate checks for the roughly 250 cars he has sold since the program began in late July. That means he’s on the hook for almost $1 million. He said he had to take out a loan from Sovereign Bank to cover the rebates.

One of his sales managers tried using the government hotline for help last week but “it took one hour until someone finally answered the phone.’’

Massachusetts dealers have requested about $42 million in rebates from the federal government, according to the Department of Transportation. But most are still waiting to be paid, said Robert O’Koniewski, executive vice president of the Massachusetts State Automobile Dealers Association.

Designed to spur auto sales, the federal program allows consumers to get a $3,500 to $4,500 discount on a new fuel-efficient car if they trade in a gas guzzler. The $3 billion program has been so popular that the government can’t process rebates fast enough, forcing some dealers to take out loans in order to cover the cost of customer rebates.

The Cash for Clunkers program may be ending soon but not the headaches for dealers who say they are still having trouble filing for rebates and have to take out loans as they wait for government reimbursement.
