Let's face it, they aren't calling it that, but piece-by-piece, bit-by-bit (as I have been noting), they are constructing it.

When President Barack Obama visited Mexico in April, the now-global swine flu epidemic — unbeknownst to the White House — had just begun here and an Obama aide returned home sick.

What could have become a diplomatic downer, however, ultimately turned into a bright spot.

Obama was never in danger, the aide and his family recovered, and the two nations cooperated extensively on the flu outbreak through the spring and beyond. The United States earned huge points with its southern neighbor for not joining the countries banning flights, halting trade and taking other actions that Mexico considered unfairly punitive.

Now, as Obama returns to Mexico, the swine flu that spread from here across the world is increasingly back in the newsand at the top of the agenda of at a lightning-quick, three-way summit Sunday and Monday in Guadalajara.

Obama, Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper will try to build on that earlier cooperation to handle an expected new wave of cases during North America's upcoming flu season....

Outside, caravans of heavily armed federal agents patrolled the streets. Dozens of police carrying riot gear manned roadblocks meant to keep protesters away from the center where the leaders were scheduled to meet.

Why would people be PROTESTING OBAMA?

John Brennan, Obama's chief homeland security aide, said the talks are timely — and crucial:

"There are people who are going to be getting sick in the fall and die," Brennan said....

America's first- and third-largest trade relationships are with Canada and Mexico. All three are partners in the North American Free Trade Agreement, the largest free-trade zone in the world. Closing borders or restricting travel would be very costly for families and businesses on all sides of the borders, an important consideration given the limping economy and the fact that health experts see such actions as pointless in containing the flu's spread.

President George W. Bush kicked off the trilateral tradition in 2005 with the first summit held near his Texas ranch. They typically are rather sleepy affairs — no splashy news, little attention. Despite the lofty name of North American Leaders Summit, it lacks a defining cause and is usually more a progress report on commercial and security integration than an action-packed headline-grabber....

What a hell of a paragraph, huh? The NAU is ALREADY HERE!!!!!

And the MSM is COVERING IT UP as if it is NOTHING!!!

Then why did this lead my World section, huh?

The U.S. neighbors will want Obama to explain where America's economic recovery is going because both countries saw their own fortunes fall as a result of problems in the U.S. Obama will hear complaints from Calderon and Harper about "Buy American" requirements in the $787 billion economic stimulus package.

Climate change is a priority, too. The three leaders also are expected to take a joint stand on a recent problem in their hemisphere — the June coup in Honduras that saw President Manuel Zelaya ousted by the military....

Oh, LIP SERVICE for Honduras as they push that damn fart-mist agenda!

GUADALAJARA, Mexico - Flanked by his counterparts from Mexico and Canada, President Obama yesterday reiterated his commitment to pursuing comprehensive immigration reform, despite his packed political agenda and the staunch opposition such an initiative could face.

Obama predicted that he would be successful but acknowledged the challenges, saying, “I’ve got a lot on my plate.’’ He added that there would almost certainly be “demagogues out there who try to suggest that any form or pathway for legalization for those who are already in the United States is unacceptable.’’

In other words, AMNESTY for LAW-BREAKERS.

The only one who can't break the law is the law-abiding, set-upon, U.S. taxpayer.

But in the most detailed outline yet of his timetable, the president said that he expected the Democratic-controlled Congress, after completing work on healthcare, energy, and financial regulation, to draft immigration bills this year, and that he would begin work on getting them passed in 2010....

Is this the CHANGE you wanted when you "elected" this tool, 'murka?

The president said: “But ultimately, I think the American people want fairness. And we can create a system in which you have strong border security and an orderly process for people to come in. But we’re also giving an opportunity for those who are already in the United States to be able to achieve a pathway to citizenship so they don’t have to live in the shadows.’’

He's INSULTING! This guy is George W. Bush on steroids!!!!

The president’s comments came during a news conference at the end of a summit of North American leaders. The meeting was aimed at increasing cooperation in the region on a broad range of shared problems and resolving some of the issues that have long strained trilateral relations among countries whose people and economies depend heavily on one another.

During the meetings, which began Sunday afternoon, Obama, President Felipe Calderon of Mexico, and Prime Minister Stephen Harper of Canada discussed climate change and clean energy, swine flu, immigration, trade, and the growing threat posed by organized crime.

Yup, the WHOLE KIT-n-KABOODLE!!!!

But nothing was really done, blah, blah, blah.

Yeah, it was DONE in SECRET with an ENABLING and COMPLICIT CRIMINAL MSM!

Although it was clear at the news conference yesterday that the three leaders had not reached any significant agreements, they expressed understanding for one another’s positions and vowed to keep working....

Since nothing ever gets done (pfft), maybe they should stop meeting and save taxpayers money and the planet the carbon footprint.

Obama offered a spirited defense of Calderon’s efforts to rein in the drug cartels, a fight that has killed nearly 4,200 people this year.

Oh, FINALLY!!! And I KNEW he would say that!

Recently, Senator Patrick Leahy, a Vermont Democrat, raised concerns about human rights abuses in the drug war, and Democratic legislators have threatened to withhold some financial support.

Yeah, right.

At the news conference, Obama said unequivocally that he would push for continuing US support for the Mexican effort, adding, “The biggest, by far, violators of human rights right now are the cartels themselves....’’

Calderon issued his own passionate defense, saying, “The struggle, the battle, the fight against organized crime is precisely to preserve the human rights of Mexican people.’’

As thousands are gunned down in a double-dealing fraud of a drug war.

The Mexican Supreme Court supported the army yesterday by declining to take up a case pushed by human rights advocates that challenged the use of military prosecutors, instead of civilian ones, in pursuing charges against rogue soldiers.

All three leaders seemed united in their support for Manuel Zelaya, the Honduran president who was ousted June 28 in what countries around the world have condemned as a coup.

Translation: They have given the accompanying lip service to the afterthought of the "democratic" summit.

MEXICO CITY - US refineries bought millions of dollars worth of oil siphoned from Mexican government pipelines and smuggled across the border, in some cases by drug cartels expanding their reach.

At least one US oil executive has pleaded guilty to a conspiracy that involved what prosecutors said was about $2 million in stolen Mexican oil, US Justice Department officials confirmed.

Today, the US Department of Homeland Security is scheduled to hand over $2.4 million to Mexico’s tax administration. It is the first batch of money seized during a joint investigation into smuggled oil that authorities expect to lead to more arrests and seizures.

“The United States is working with the Mexican government on the theft of oil,’’ said Nancy Herrera, spokeswoman for the US attorney’s office in Houston. “It’s an ongoing investigation, with one indictment so far.’’

Donald Schroeder, president of Houston-based Trammo Petroleum, is scheduled to be sentenced in December after pleading guilty in May. Trammo, a small firm, profited about $150,000 in the scheme, in which various US companies hauled stolen Mexican petroleum products across the border in trucks and barges, according to court records....

So US OIL COMPANIES are DEALING DRUGS now, huh? Sigh.

In Mexico, federal Police Commissioner Rodrigo Esparza said the Zetas, a fierce drug gang aligned with the Gulf cartel, used false import documents to smuggle tanker loads of oil to US refineries. Earlier this year, the Mexican government froze 149 bank accounts after tracking more than $46 million in transfers tied to the Zeta theft. The losses continue at a record rate, according to Mexico’s state oil monopoly Petroleos Mexicanos, or Pemex.

In a surprising public acknowledgment, President Felipe Calderon of Mexico said last week that drug cartels have extended their operations into the theft of oil, Mexico’s leading source of foreign income.

Oil finances about 40 percent of the national budget. “These are Mexican resources, and we do not have to sit back or turn a blind eye,’’ Calderon said. “This is our national heritage, and we must defend it.’’
