Abbas’s inability to reconcile with the rival Hamas movement or wrest concessions from Israel has hurt his popularity among many Palestinians. The Western-backed Abbas has repeatedly threatened to step down in frustration over the impasse with Israel, while simultaneously hinting that he could be persuaded to remain in office. Yesterday’s vote by the PLO’s Central Council gives Abbas more time to work out his problems....

And HOW MUCH TIME do the SUFFERING PEOPLE of PALESTINE HAVE when at least 14 Gazans Die Every Day!?

The council endorsed Abbas’s earlier decision to call off presidential and parliamentary elections, which had been set for January. Abbas has said it is impossible to hold the election because of Hamas’s refusal to allow voting in its Gaza Strip stronghold. The extension, which also applies to parliament members, ensures that Abbas’s government will continue to function until elections can be held in “the entire homeland,’’ said Central Council member Saleh Rafat. It did not set a date for a new vote. The Palestinians have been divided between two governments since Hamas militants seized control of Gaza from Abbas’s forces in June 2007....

As young adults, Tayseer moved to the West Bank while Sami remained in Gaza. The choices have shaped the brothers’ lives, values, prosperity, and opportunities, and they have placed the two at very different points in what is now a three-way feud among Israelis and Palestinians.

More than ever before, the Gaza Strip and the West Bank represent opposite poles of a future state of Palestine, each increasingly distinct, adding fresh obstacles to the quest for a two-state solution that envisions Israel and Palestine existing side by side. Gaza has become imbued with a narrow Islamist culture that considers Israel’s elimination the ultimate goal; the West Bank, in contrast, has become relatively open and secular, with its government trying to resolve disputes with Israel through politics and diplomacy.

In the process, the two Palestinian territories have grown increasingly antagonistic toward each other. The notion of a single “Palestine’’ seems to be receding....

The divergence has a momentum of its own. On a Thursday in the West Bank, men and women gather at Ramallah’s Ziryab restaurant for the start of the weekend. They sip beer and smoke in a room decorated with original art and sculpture, much of it made by Tayseer Barakat, the owner and the younger of the Barakat brothers. There is a new burst of activity in Ramallah, the center of cultural and political life for the West Bank’s 2.4 million Palestinians. Construction cranes slice the sky, and bulldozers clear large lots for the next project. There are film festivals and investment companies, new shopping centers and planned communities.

Though the West Bank remains occupied by Israel and suffered years of violence during an intifada, or uprising, this decade, Barakat has seen his horizons gradually open. He arrived here in the mid-1980s after attending art school in Egypt, looking for a livelihood that would leave time to paint and sculpt. After teaching for a few years, he pursued a more independent path, opening a restaurant and redecorating it by hand with a modern and elegant collection of artwork. Ramallah was the ideal spot. It had a professional class that could afford a night out, returning expatriates who might splurge on a painting, and the cultural temperament to let him do what he wanted....

The politics of struggle has been replaced by a more aspirational sensibility....

Where the West Bank is enjoying renewed economic growth and an emerging sense of possibility, Gaza - dependent on foreign aid even in the best of times, because of its large refugee population - has become a place of makeshift jobs, handouts and smuggled goods, still not able or allowed to rebuild after a punishing three-week war with Israel that began last December....

GAZA CITY, Gaza Strip - Hamas mobilized tens of thousands of supporters yesterday for an anniversary rally meant to show the Islamic militant group has not lost support despite Israel’s devastating military assault on Gaza a year ago.

The crowd responded with chants of “We won’t recognize Israel’’ to a fiery speech by Hamas’s prime minister, Ismail Haniyeh, who said the movement scored a “divine victory’’ against the Jewish state and will not lay down its arms. Despite the defiant words, Hamas has sharply curtailed rocket fire on Israeli border towns since last winter’s Israeli offensive, which inflicted heavy losses on the militants.

And unlike at last year’s rally, Hamas did not taunt Israel over the captive Israeli soldier it is holding, Sergeant Gilad Schalit, whom the militants hope to trade for hundreds of Palestinians held by Israel. It appears Hamas didn’t want to spoil prospects of a German-mediated prisoner swap.

Hamas, founded in 1987 during the first Palestinian uprising against Israel, seized Gaza from Western-backed Palestinian President Mahmoud Abbas in 2007 and has since tightened its control despite a crippling border blockade enforced by Israel and Egypt.

Gaza was decked out in Islamic green, with Hamas flags fluttering from rooftops, lamp posts and cars, while the yellow banners of Abbas’s Fatah movement have all but disappeared. The crowd packed a large vacant lot where a huge banner draped over the wall of a building showed a picture of Jerusalem’s main Islamic shrine and photos of senior Hamas figures. Bands played and scout troops marched in processions. “Gaza is free. Gaza is steadfast,’’ shouted a male singing troupe, whose members wore military camouflage.

You know, it is OKAY for USRAEL to have MILITARY PARADES, but God help a Muslim if he even wears fatigues!!! Yeah, I AM SICK of the U.S. *EWPRESS!!!!

Women stood in a separate section, many of them wearing face veils and green baseball hats over headscarves.

Haniyeh struck a hard line, saying Hamas would not recognize Israel or call off armed struggle “until the Palestinian people achieve freedom and independence.’’

The United States and Europe, which branded Hamas a terrorist organization after it killed hundreds of Israelis in suicide bombings, have said they will shun the group unless it renounces violence and recognizes Israel.

Haniyeh suggested yesterday that Hamas hasn’t dropped its objective of destroying Israel. “This movement, with the help of the militant factions liberated the Gaza Strip, and we say, brothers and sisters, we will not be satisfied with Gaza,’’ Haniyeh told the crowd. “Hamas looks toward the whole of Palestine, the liberation of the strip is just a step to liberating all of Palestine,’’ meaning Israel as well as the West Bank and Gaza.

Despite the belligerent words, rocket and mortar attacks from Gaza fell sharply in 2009, according to Israel’s military. Since the end of the three-week war in mid-January, 242 rockets and mortars were fired, compared to 3,300 in 2008. Israel launched the three-week offensive on Dec. 27 to halt the attacks and subdue Hamas.

JERUSALEM - Yesterday, a Palestinian human rights group listed 116 Hamas activists who were arrested in the West Bank this week by the government dominated by the rival Fatah movement.

Jaber Wishah of the Palestinian Center for Human Rights said the Hamas members were detained in an attempt to preempt celebrations of Hamas’s 22d anniversary, marked on Monday with a huge rally in Gaza City. Palestinian Authority police spokesman Adnan Damiri said the Hamas members were only summoned and warned that Hamas celebrations were “illegal.’’

The West Bank and Gaza have been ruled by rival governments since Hamas expelled forces loyal to Abbas from Gaza in 2007. While Hamas and Fatah frequently detain and abuse each other’s members, rarely have so many people been arrested at once. A Hamas official in the West Bank, who requested anonymity, said some detainees were released yesterday, but he did not know how many.
