During the shootout, terrified shopkeepers shuttered their doors and residents stayed inside for fear of being caught in the crossfire as army and police rushed to the scene, reportedly backed up by NATO forces. Three civilians and one police officer were wounded in the fighting in the eastern province of Paktia, said the deputy provincial police chief.
Video from the scene after the operation showed a man holding what appeared to be a not yet detonated suicide vest, but reports differed on how many attackers there were and whether they were wearing explosives.

Reports of a Taliban “shadow government” complete with its own court system are not new. Indeed, we’ve been covering the phenomenon for well over a year, and it has only grown as the group’s influence has gained. Despite assurances from the Karzai government that they are in full control of the situation, the reality on the ground suggests they are not. Even NATO, the Karzai government’s international muscle, concedes that the Taliban is already setting up a “government in waiting,” ready to return to power the second the Karzai government crumbles.

The Taliban controls most of Paktia province, which borders Pakistan, and the strengthening insurgency has previously launched assaults on the provincial capital, Gardez, about 60 miles south of Kabul.
Shortly after yesterday’s assault began, officials said that five militants armed with guns and suicide vests had stormed the building near the provincial police headquarters in Gardez and that at least three had been killed. But Ghulam Dastagir, Paktia’s deputy police chief, said by telephone that there were only two attackers armed with assault rifles, a machine gun and about 40 rifle-launched grenades.

Dastagir said the attackers were on the top floor of a four-story building housing a supermarket and shops, about 165 yards from the police headquarters.

Also yesterday, the Defense Ministry said 24 militants were killed in operations the day before. He and his relatives believe the government is trying to cover up the slaying because of Hashmat Karzai’s connections to the president and the United States. Hashmat Karzai heads the Afghanistan-based Asia Security Group, which guards five US military bases in the country.

WASHINGTON - The State Department’s internal watchdog yesterday criticized the agency’s nearly $2 billion antidrug effort in Afghanistan for poor oversight and lack of a long-term strategy.
The department’s inspector general said the Afghanistan counternarcotics program is hampered by too few personnel and rampant corruption among Afghan officials. The inspector general’s report also said that despite a consensus among US agencies that eradicating poppy fields is essential, the focus has shifted to interdiction of drug organizations and alternative crop projects. That shift is advocated strongly by Richard Holbrooke, the Obama administration’s special envoy for Afghanistan and Pakistan.

KANDAHAR, Afghanistan - A man driving a horse-drawn cart laden with explosives detonated the cache yesterday outside a guest house frequented by foreigners in the southern city of Kandahar, killing at least eight people including a child, police said.
Security guards at the Continental guest house became suspicious of the man and opened fire on him when he failed to heed their instructions, deputy provincial police chief Fazel Ahmad Sharzad told reporters at the scene. Injured, the man then detonated his explosives, Sharzad said.
Some of the eight who died were in a car that was passing by the area. The car was destroyed, causing police to initially suspect the explosion was caused by a car bomb. Four other people, including a guest house security guard, were injured in the blast, which occurred near the provincial council office in Kandahar, the capital of Kandahar Province, a stronghold of Taliban insurgents....
Also yesterday, the NATO-led military mission in Afghanistan said a Canadian soldier was killed in the southern part of the country. A statement from the International Security Assistance Force said the serviceman was killed by a homemade bomb on Wednesday. It did not give further details. In Paktika Province, two civilians were killed when their vehicle was hit by a roadside bomb, said Jahanzid Slimankhil, a spokesman for the provincial governor. The coalition also reported that joint Afghan-international operations detained more than a dozen suspected militants throughout the country, including a suspected Taliban commander in Kandahar.

While pale, he appears in generally good condition, and says in the video that he is not being mistreated.
The Taliban had announced this month that a new video of Bergdahl would soon be released, and its distribution on Christmas was characterized by the US military as an effort to exploit the holiday and the soldier’s captivity for maximum propaganda purposes....

The increased counterterrorism operations over the past three or four months reflect growth in every part of the Afghanistan campaign, including conventional forces securing the population, other troops training and partnering with Afghan security forces, and more civilians to complement and capitalize on security gains.
US commanders in Afghanistan rely on the commando units to conduct some of the most complicated operations against militant leaders, and the missions are never publicly acknowledged.

One Canadian soldier and an Afghan soldier were killed Dec. 23 during a foot patrol in Panjwayi district of Kandahar province.
