In rare agreement, presidential candidates Barack Obama and John McCain yesterday endorsed an increase in bank deposit insurance limits, but legal and academic specialists said the idea may do little to solve the fast-moving financial crisis and could cause new problems over time.

"It's almost like throwing a bone to Main Street, as it's being described," said Ann Graham, professor at Texas Tech University School of Law and a former regional counsel of the FDIC. "Frankly, it's a little bit misleading . . . It's almost a [public relations] tactic as opposed to a substantive change."

Graham said the increase could provide some benefit to small business owners who need to maintain payroll accounts of more than $100,000 in a single institution. But she said the FDIC since 2006 already insures Individual Retirement Account deposits up to $250,000. And depositors can also set up revocable trusts, known as payable-on-death accounts, that are insured for up to $500,000 from which they can make withdrawals or change heirs at will.

By increasing the amount of deposits to be insured, Graham said, the FDIC is redefining the small investor it was designed to protect when it the agency was created in 1933 during the Great Depression. "From a political point of view, there's a lot of appeal, but from an economic point of view, other than calming the moment, it's not very good," said George G. Kaufman, professor of finance and banking at Loyola University Chicago.

Kaufman said inclusion of the increased insurance limit may help attract enough new votes to win passage, "but it will generate a huge moral hazard problem," referring to the unintended consequences that occur when parties are insulated from risk. "Virtually every mortal is fully covered by the $100,000 limit, and it's not that hard to get all your deposits covered under the existing regulations," said John L. "You can split them among several banks, and indeed, one of the virtues of having a $100,000 limit is that people pay more attention to their banks."

The FDIC, which insures deposits of almost 8,500 banks and savings associations, now has about $45 billion in its insurance fund and will propose raising premiums in the upcoming weeks to ensure that the fund remains strong, said David Barr, spokesman for the FDIC.

"The fund, which stood at $45.2 billion at the end of June, has been severely depleted."

News of the Irish government taking action to shore up its financial institutions was received positively in Europe and may have had a positive effect here, according to Bernard R. Alicia Munnell, director of the Center for Retirement Research at Boston College and a former assistant Treasury secretary, said leaders need to communicate better that the bailout ultimately will cost much less than $700 billion when the government sells mortgage assets, once the market returns to normal.

That would transfer the costs from taxpayers to the industry, and perhaps take political pressure off lawmakers who are running for reelection.

Another way to reduce taxpayers' contributions would be to expand provisions that allow the government to take ownership stakes in the financial firms it helps, said Simon Gilchrist, a Boston University economics professor. Instead of buying the troubled assets, which would then make it easier for financial firms to raise additional capital by selling stock, the government could provide the capital directly and take a controlling share. It could recover much of its money later by selling off its share.

Sweden took this approach when it had to bail out its financial system in the 1990s, and reduced the initial costs by more than half as it sold off the holdings it bought, Gilchrist said.

Such an approach has another advantage: Company stockholders who profited from risky behavior would now lose money. For example, shares of Fannie Mae and Freddie Mac became virtually worthless after the government took them over. "This could be a way forward," Gilchrist said, "and more palatable to taxpayers."

Congress needs to move quickly, said Kristin Forbes, a Massachusetts Institute of Technology professor and former member of President Bush's Council of Economic Advisers. Among her concerns: Foreign investors could lose confidence in the US financial system and pull their money out.

The family of a Jamaica Plain woman crushed to death in the 2006 Big Dig ceiling collapse will collect more than $28 million after reaching settlements yesterday with the last and largest of the defendants in the family's civil lawsuit.

Milena Del Valle's family agreed to accept a total of $18.1 million yesterday from construction contractor Modern Continental, project manager Bechtel/Parsons Brinckerhoff, six smaller companies, and the Massachusetts Turnpike Authority, according to the family's lawyers. The Del Valle family had already settled with two other defendants for $10 million.

Truthfully, no amount can ever be enough. How can you repay the loss of a unique, individual soul? No amount of money could ever do that.

Del Valle, a 38-year-old mother of three, was killed and her husband, Angel, was injured when concrete panels crashed from the ceiling of the Interstate 90 connector tunnel onto her car on July 10, 2006.

Investigations of the collapse showed that a string of failures - and, in some instances what authorities said was negligence - caused the collapse as the Del Valles were heading to Logan International Airport that night. Concrete panels weighing 26 tons fell from the ceiling after the failure of bolts that had been secured with epoxy.

The National Transportation Safety Board faulted, among others, Bechtel/Parsons Brinckerhoff and the Turnpike Authority for not taking steps to prevent the collapse; epoxy vendor Powers Fasteners; Modern Continental, which installed the bolts; and Gannett Fleming, which designed the tunnel ceiling.

To avert criminal charges in the collapse, Bechtel and a number of smaller companies agreed to a settlement with the state in January of roughly $450 million. The payment did not avert all charges, however.

Analysts say the dollar represents an accessible, and sometimes disposable, price for shoppers. An analysis of Election Day traffic deaths dating back to Jimmy Carter's 1976 win suggests yes, but the authors say that's no reason not to vote. The study found that on average, 24 more people died in car crashes during voting hours on presidential election days than on other Tuesdays during October and November.

The results were pretty consistent on all eight presidential election days that were analyzed, up to George W. Bush's victory over John F. Kerry in 2004. Rushing to get to polling places before or after work, driving on unfamiliar routes, and being distracted by thinking about the candidates were among possible reasons.

"This is one of the most off-the-wall things I've ever read, but the science is good," said Roy Lucke, senior scientist at Northwestern University's Center for Public Safety (AP)."

WASHINGTON - Two House Democrats are asking congressional investigators to examine US exports to Iran to see whether US sanctions rules are being flouted in light of a dramatic increase in the dollar value of shipments there during President Bush's first seven years in office.

House Foreign Affairs Chairman Howard Berman of California and committee member David Scott of Georgia asked the Government Accountability Office for the review. They said they were reacting to an Associated Press report earlier this year that chronicled an increase in the dollar value of US exports to Iran, from about $8 million in 2001 to nearly $150 million in 2007.

The AP found cigarettes, bull semen, military apparel, and a grab-bag of other US goods including musical instruments and brassieres, went Iran's way during that period, in addition to medical supplies, corn, and soybeans.

Among the items up for discussion are whether to draw from the $1.8 billion remaining in the state's reserve account, and, if so, when to do it and how much.

How the governor deals with the current fiscal challenge - and whether he can fulfill expensive campaign promises to lower property taxes, put more police on the streets, and reform education - is likely to define the middle phase of his four-year term.

Those "promises" are a distant memory from the "different kind" of governor!!

The first major challenge is a large shortfall in tax revenues. Tax collections for September were estimated to be about $200 million less than originally forecast, according to three sources briefed on figures that will be finalized as early as today. While those figures indicate that revenue stabilized in the second half of the month after a rocky first two weeks, being in the hole so early in the year is worrisome.

Sales taxes and corporate excise taxes have been steadily declining, largely as a result of the slumping economy. Withholding taxes have also declined. Patrick is meeting this week with members of a panel of economic advisers that he announced in January. The panel includes Cathy Minehan, the former president and chief executive of the Federal Reserve Bank of Boston; Gloria Larson, the president of Bentley College; and James Stock, chairman of the Department of Economics at Harvard University.

There has been a shift in recent weeks from talk of expanding initiatives to merely limiting the pain. It means that the governor's hopes of putting more police officers on the streets, creating more jobs, and lowering property taxes may have to be tabled, or other areas of the budget will have to be drastically cut.

Of course, "flushing . . . millions of dollars away supporting a highly profitable industry" when it comes to $300 million in taxpayer dollars for Hollywood is o.k., even as the price of a school lunch rises; paying $13 million for a computer software system that could have cost less than $3 million is all right because the winner was a close friend of the House speaker, even as my poorer-than-dirt district "has been struggling to close a $2 million budget gap."; the lottery shellling out "millions of dollars" for sports tickets for "lottery officials, their family members, and friends" is fine, even as schools are closing; making interest payments to banks to the tune of "a staggering $22 billion" for the Big Pit, as we call it around here, is required, even as bridges are neglected across the state; and again, paying off banks like UBS, who can "demand repayment of an additional $2 million a month beginning in January" while also receiving a "$179 million payment," while the state pension fund loses $1 billion dollars -- which still didn't stop the executive director from carving himself a nice "$64,000 bonus on top of his $322,000 annual salary."

Oh, and did I not mention the $1 BILLION dollar giveaway to the pharmaceutical corporations, even though "it's never been easy to turn a profit in biotech?" Flush that money away, too, taxpayer. Of course, the war looters were next in line for a handout. And should the state be appropriating money for a "multimillion-dollar reconstruction" of golf courses?

And just by "coincidence," the poor economy will lead to the retention if the state income tax -- just as the agenda-pushers want!!!

All this as the pro-tax looters of state government and media cry bloody murder over the possible repeal of the state income tax -- even as the legislators have already let it be known that they will NOT LISTEN to the WILL of the VOTERS:

Romero said that while on duty and assigned to the booking room early on Friday, Sledge left his post, drove in his personal car to a Lawrence neighborhood, and picked up an apparently inebriated woman.

The poll, conducted last week, found 63 percent of residents said they favor drilling in restricted oil reserves, such as Alaska or near the shores of Florida and California. Nearly as many - 58 percent - supported drilling in restricted areas off the coast of Massachusetts, while just 31 percent opposed the idea.

Robert Bouley, 58, one of 400 people who participated in the poll, reflected the majority sentiment. "We need the oil. We are being held hostage by foreign interests," he said in an interview.

NEW DELHI - At least 168 people were trampled to death and more than 425 were injured in a massive stampede at a Hindu temple yesterday in Jodhpur city, officials said, the third such disaster in India in three months.

With no crowd control, more than 12,000 people had gathered at dawn to celebrate Navratra, a nine-day Hindu festival to honor the Mother Goddess, Jodhpur Police Superintendent Malini Agarwal told reporters. Witnesses said the early morning stampede began as false rumors of a bomb spread among the crowd.

Also contributing to the pandemonium was a power failure and the collapse of a wall on the narrow 1 -mile path leading to the temple, officials said. Other pilgrims had crammed the path, leaving little room for those fleeing to escape.

Television images of the scene afterward showed chaotic crowds hoisting limp bodies through the air. Women slapped the faces of husbands, trying to revive them, and wept over their bodies as paramedics tried to push through the crowds.

I must admit, the lady grows on you. I despise McCain now because he is such a liar; I've swung from support for Sarah to vitriolic opposition to a more nuanced, in-favor position. So be it.

"Palin says she's ready for debate with Biden

Amid growing doubts about her readiness, Sarah Palin said yesterday she is looking forward to the one and only vice presidential debate on Thursday night with Democratic rival Joe Biden.

"I have to admit, though, he's a great debater, and he looks pretty doggone confident, like he's sure he's going to win," she told voters in Columbus, Ohio. "But then again, this is the same Senator Biden who said the other day that University of Delaware would trounce the Ohio State Buckeyes. Wrong!"

You know, the EVERYMAN thing must be rubbing off on me because I am not offended by the ditzy and vacuous response. She's kinda cute, even though I don't like the idea of comparing the debate to a football game.

Given her already-mocked interview with Katie Couric of CBS News last week, some Republicans fear how she will fare in the unscripted forum of a debate. Palin answered her critics, saying on CBS last night that "not only am I ready, I'm willing and able (AP)."

Oh, yeah, so am I! Come on and bring it, girl!!
