A year after they first rocketed upward, jobless claims may finally be returning to earth.

More than 714,000 people filed for state unemployment benefits last week, the Labor Department said Thursday. That was up slightly from the week before, but still among the lowest weekly totals since the pandemic began.

In addition, 237,000 people filed for Pandemic Unemployment Assistance, a federal program that covers people who don’t qualify for state benefits programs. That number, too, has been falling.

Jobless claims remain high by historical standards, and are far above the norm before the pandemic, when around 200,000 people a week were filing for benefits. Some 18 million people in total are receiving jobless assistance, many of them through programs that extend benefits beyond the 26 weeks that are offered in most states, but economists are optimistic that further improvement is ahead as the vaccine rollout accelerates and more states lift restrictions on business activity. Fewer companies are laying off workers, and hiring has picked up, meaning that people who lose their jobs are more likely to find new ones quickly.

I have been reading this same $hit for years, and there is no mention of restrictions and regulations via CVD or anything else!

The tone of this piece of $hit is like all's normal and how it used to be and should be, but isn't.

“We could actually finally see the jobless claims numbers come down because there’s enough job creation to offset the layoffs,” said Julia Pollak, a labor economist at the job site ZipRecruiter.

Economists will get a more complete, albeit less timely, picture of the job market on Friday, when the Labor Department releases data on hiring and unemployment in March. Forecasters surveyed by FactSet expect the report to show that U.S. employers added more than 600,000 jobs last month, the most since October.

Like we believe any of the lies this government spews through it's mouthpiece media.

Even better numbers probably lie ahead.

The March data was collected early in the month, before most states broadened vaccine access and before most Americans began receiving $1,400 checks from the federal government as part of the newly passed relief package. Those forces should lead to even faster job growth in April, said Jay Bryson, chief economist for Wells Fargo. “If you don’t get a barnburner in March, I think you’re probably going to get one in April,” he said.

The biggest risk to the economy is as it has been for the last year: the coronavirus itself. Virus cases are rising again in much of the country as states have begun easing restrictions. If that upward trend turns into a full-blown new wave of infections, it could force some states to reverse course, which could act as a brake on the recovery, Bryson warned, but few economists expect a repeat of last winter, when a jump in Covid-19 cases pushed the recovery into reverse.

More than a quarter of U.S. adults have received at least one dose of a coronavirus vaccine, and more than two million people a day are being inoculated. That should allow economic activity to continue to rebound.

Still, Pollak cautioned that the job market would not return to normal overnight. Even as many companies resume normal operations, others are discovering that the pandemic has permanently disrupted their business model.

The government’s monthly jobs report on Friday is projected to show manufacturing payrolls increased by 35,000 in March, the strongest in four months. Overall employment is forecast to rise 650,000.

Meanwhile, lean business inventories suggest robust output and orders to factories will be sustained in coming months. With demand seen picking up in the summer months as more of the nation gets vaccinated against the coronavirus, producers may expect to see order books and assembly lines staying full.....

The availability rate jumped to 17.2 percent in the first quarter, according to a report Thursday by Savills. "Heating oil industry fights effort to eliminate state’s rebates; Mass Save’s popular incentives, including no-interest loans, could end in January" by Jon Chesto Globe Staff, April 1, 2021

The heating oil industry is fired up about a proposal to take away energy-efficiency rebates from its customers as part of a state-led effort to wean homeowners off fossil fuels.

At issue are priorities endorsed March 24 by the Energy Efficiency Advisory Council that include phasing out Mass Save rebates for new oil-fired systems for heat and hot water, as well as no-interest loans for homeowners to install them, as soon as January. Rebates for natural gas-fired and propane installations would be ratcheted back significantly.

“It’s simply not fair,” said Michael Ferrante, president of the Massachusetts Energy Marketers Association. “I wouldn’t say it’s going to cripple the industry, but it’s going to hurt us, and it’s going to hurt heating oil customers.”

That's the point. 

It's all part of the Great Re$et, and the impotence of the oil indu$try to fight back and allow itself to be immolated proves there are higher powers that shouldn't be pulling strings, and it can only be one group: those who are in charge of the money supply, i.e. bank$ters.

The proposal from the council, which is chaired by the state energy resources commissioner, follows recommendations issued by the Baker administration in December for Massachusetts to reach “net-zero” carbon emissions by 2050. The changes also line up with aggressive goals to reduce greenhouse gas emissions that were included in a sweeping climate law passed by the Legislature and signed by Governor Charlie Baker last week. One provision allows municipalities to adopt net-zero building codes for new construction, which could effectively block fossil-fuel hookups in future projects.

Massachusetts electricity rates, meanwhile, are among the highest in the United States, nearly double the national average.

It’s against this backdrop that the Massachusetts Energy Marketers Association, which represents about 400 heating oil dealers, finds itself about to lose Mass Save rebates, which range from $400 to $800 per installation, as well as access to the popular no-interest HEAT loans, to subsidize oil system installations. (The council recommends studying the impacts on low-income households before changing the incentives for those customers.)

Heating oil companies argue that their customers pay into Mass Save via electric bill surcharges and should be able to get rebates to upgrade their heating systems. Ferrante said he worries the utilities that work with state officials on the program have no incentive to support his industry. He said his association intends to challenge the changes in court if they are finalized.

“We’re under the microscope to be wiped off the map,” Ferrante said.

He noted that many heating oil suppliers have taken steps to address environmental impacts, by shifting to biofuel blends that have much lower carbon emissions. For example, nearly 80 dealers participate in a state-run program to encourage the use of biofuel, primarily discarded cooking oil, that can be blended with standard heating oil; they receive incentives funded by the penalties electric utilities pay for falling short of renewable energy goals.

Caitlin Peale Sloan, who heads Massachusetts policy efforts for the Conservation Law Foundation, said there isn’t enough discarded cooking oil from restaurants to go around for the heating oil industry to solely rely on it as a solution.

There will be even less if misanthropic psychopaths like her have their way.

“We are really scrutinizing all our fossil fuel incentives and will be careful about which fossil fuel incentives that will be retained in the next plan. This is not just about heating oil,” said Patrick Woodcock, the state energy resources commissioner. “We think that heat pumps should be integrated across the state . . . It’s a technological breakthrough that Massachusetts will seize. It’s just a matter of time. We do think that time is now.”

"Attorney General Maura Healey ratcheted up the pressure on the retail electric supplier industry on Thursday, releasing a report showing that Massachusetts consumers who chose these suppliers over basic service with their electric utilities collectively ended up paying nearly $90 million more for electricity in each of the past two years. The study updates two previous reports issued by Healey’s office that showed similar levels of higher charges in earlier years. The newest report, written by utility consultant Susan M. Baldwin for Healey’s office, shows that many consumers who switched to competitive suppliers over the likes of Eversource and National Grid were billed at rates that were higher than what the utilities charged. The report also shows that low-income households still make up a disproportionately large share of the roughly 450,000 customers in the state’s individual competitive supply market, and pay particularly high prices in that market. Emergent BioSolutions, a little-known company vital to the vaccine supply chain, was a key to Johnson & Johnson’s plan to deliver 100 million doses of its single-shot vaccine to the United States by the end of May, but the Food and Drug Administration repeatedly has cited Emergent for problems such as poorly trained employees, cracked vials and problems managing mold and other contamination around one of its facilities, according to records obtained by The Associated Press through the Freedom of Information Act. The records cover inspections at Emergent facilities since 2017. Johnson & Johnson said Wednesday that a batch of vaccine made by Emergent at its Baltimore factory, known as Bayview, cannot be used because it did not meet quality standards.

For months, the two words have been a beacon for a weary world, touted by public health experts and government officials: If we reach “herd immunity,” they say, we can stomp out the coronavirus, emerge safely from the pandemic, and return to normal life.

Well, a "new" normal as the Globe continues to peddle false hope.

The fact of the matter is WE HAVE ALREADY GAINED HERD IMMUNITY and NEVER NEEDED it for the seasonal cold and flu that was renamed CVD.

These fuckers are CRIMINALS now, ones who are continuously engaging in CRIMES AGAINST HUMANITY. They have gone too far and need to be punished.

The idea is a simple one: If enough people are vaccinated or otherwise become immune to the virus, it will run out of bodies to infect and eventually smolder out, but as the nationwide vaccine drive kicks into high gear, the concept of herd immunity is fraying under the scrutiny. Far from a clear target that we can aim for in vaccination programs, herd immunity has become a catch-all term that may mean different things to different people — and it’s not clear whether using the strategy to fully squelch the virus is even possible.

What is there left to say regarding true $cience and their credibility?

We ALL HAVE NATURAL IMMUNITY (for an alleged virus 97% of people survival and don't even know they had) if the hysterical fear-mongering and "undiagnosed, asymptomatic cases" are counted.

Public health specialists offer a wide range of estimates when suggesting the target number of people who must be protected from COVID-19 for herd immunity to stamp out the virus, ranging from 60 to 90 percent of the population. Massachusetts has set a goal of vaccinating about 75 percent of adults in the state — 4.1 million residents — but that’s only roughly 60 percent of its entire population, including children. It’s an ambitious goal, but no one is sure if it will be enough to reach the threshold.

The reason for all the uncertainty? There is still a lot that we don’t know about both the virus and the vaccines.

They worry that he might try to dissuade the White House from expanding labor rights for ride-sharing drivers and other contract workers in an issue that is playing out in Washington as well as states like Massachusetts, but expanding unions is a priority for Biden and Walsh, but some progressives were angry that Harris coauthored the paper, which was used as “a template for Proposition 22,” said Nelson Lichtenstein, director of the Center for the Study of Work, Labor, and Democracy at the the University of California, Santa Barbara. Progressives also were upset that Harris worked for Dentons, a giant law firm that has represented Walmart in labor disputes, although but....."

WASHINGTON — White House chief of staff Ron Klain on Thursday suggested that the administration is willing to advance its $2 trillion jobs and infrastructure plan with no Republican support, setting the stage for another bruising spending battle in Washington.

They don't need your support, and never will. Wake up.

While stressing the White House hopes to secure GOP support, Klain signaled that the administration is willing to use the Democrats’ narrow majorities in the House and the Senate to approve legislation aimed at rebuilding the nation’s infrastructure and confronting climate change.

Republicans have balked at Biden’s sprawling initiative since its introduction on Wednesday, leveling particularly fierce criticism at proposed tax hikes on businesses that would reverse much of their 2017 tax law.

’'Let’s work together, and see if there’s a way for us to deliver this,’' Klain told Politico. ’'In the end, let me be clear, the president was elected to do a job, and part of that job is to get this country ready to win the future. That’s what he’s going to do. We intend to deliver.’'

The strain of the Great Cull and Great Re$et is telling because that demented and perverted fossil looked guilt-ridden yesterday in announcing the nation-destroying infra$tructure bill.

Lawmakers of both major political parties have traditionally supported infrastructure investments, but Republicans have never backed the extent of clean energy policies or tax hikes Biden’s new plan entails. If Republicans unify in opposing the measure, Democrats could pass it through the Senate with their narrow majority through a parliamentary procedure called budget reconciliation that allows them to avoid the 60-vote threshold necessary to end a filibuster. The 100-seat Senate is split 50-50 between Republicans and lawmakers who caucus with Democrats, though Vice President Kamala Harris can cast a tiebreaking vote.

The comments from Biden’s chief of staff mark the beginning of the legislative wrangling expected to ensue for months over the White House’s major domestic policy initiative. Biden’s American Jobs Plan would devote more than $600 billion to physical infrastructure, such as roads, bridges and highways; about $400 billion to clean-energy credits; more than $200 billion to housing; and hundreds of billions to fixing the nation’s electric grid, high-speed broadband, and lead water pipes.

Congressional Republicans have panned the White House plan, saying it is full of wasteful spending and would be damaging to American businesses. Biden’s proposal would raise at least $2 trillion in taxes, by increasing the corporate tax rate to 28 percent from 21 percent and bringing the global minimum tax to 21 percent, among other increases.

Speaking in Kentucky on Thursday, Senate minority leader Mitch McConnell, Republican of Kentucky, criticized the proposed tax increases as a ’'big mistake.’' While GOP lawmakers support infrastructure investments, McConnell said, Congress can’t afford to ’'whack the economy with major tax increases or run up the national debt even more.’'

Since she moved back home to Tremé almost a decade ago, Amy Stelly has waged a campaign for the removal of a highway that cuts through her New Orleans neighborhood.

She struggled to get support from local leaders. Neighbors considered the quest to be wishful thinking.

“Nobody thinks you can get rid of a highway,” she said.

On Wednesday, Stelly’s effort gained a considerable boost when the White House named the highway, the Claiborne Expressway, an example of a historic inequity that President Biden’s new infrastructure plan would seek to address through billions in new spending.

Stelly didn’t know the road had been singled out until a reporter called.

“I’m floored,” she said. “I’m thrilled to hear President Biden would call out the Claiborne Expressway as a racist highway.”

This has reached the point of such absurdity it is incomprehensible.

Stelly, an architectural designer, is part of a growing movement across the country to take down highways bored through neighborhoods predominantly home to people of color. Most were created as the federal government worked to connect the nation after the birth of the interstate highway system. Many such highways are reaching the end of their 50-year life span, raising the question of whether they should be rebuilt or reimagined.

The elevated Claiborne Expressway was built atop Claiborne Avenue and completed in 1968. From her second-floor porch, Stelly can see a ramp to the highway rising up from the street. She said air pollutants stick to her home.

Beneath the highway, the wide median of the old Claiborne Avenue is still largely intact. It used to be a busy thoroughfare. Stelly wants it restored to something like its former condition.

All that traffic going through a city street? 

One can see the deaths already, and are there stoplights and stuff because that will back up the spew she is compiling about!

A spokesman for New Orleans Mayor LaToya Cantrell said she appreciated the Biden administration’s acknowledgment of “the devastation to surrounding African American businesses” the highway construction has caused.

Biden’s plan calls for a $20 billion fund to “reconnect” neighborhoods cut off by old transportation projects. Documents released Wednesday by the White House provided little detail about how the money could be used, but the projected cost of taking down highways varies from a few hundred million dollars to billions.

“This plan is important not only for what and how it builds, but [it’s] also important to where we build,” Biden said Wednesday. “It includes everyone, regardless of your race or your ZIP code. Support in Washington for taking down highways or mitigating problems they caused has grown in recent years. Senate Democrats, including Majority Leader Chuck Schumer of New York, included $10 billion for highway removal in an economic justice bill introduced late last year. During the Obama administration, Transportation Secretary Anthony Foxx launched a program that encouraged communities to rethink highways and design ways to cross them.

The White House plan is part of an effort by Transportation Secretary Pete Buttigieg to advance racial equity alongside work on the environment and safety. Communities of color often suffer most from highway pollution.....

"It’s a once-in-a-generation investment in America unlike anything we’ve seen or done since we built the interstate highway system and the space race decades ago. In fact, it’s the largest American jobs investment since World War II. It will create millions of jobs, good-paying jobs.”

White House officials say the spending would generate those jobs as the country shifts away from fossil fuels and combats the perils of climate change. It is also an effort to compete with the technology and public investments made by China, which has the world’s second-largest economy and is fast gaining on the United States’ dominant position.

“I’m convinced that if we act now, in 50 years people are going to look back and say this is the moment when America won the future,” Biden said.

The Democratic president's infrastructure projects would be financed by higher corporate taxes — a trade-off that could lead to fierce resistance from the business community and thwart attempts to work with Republicans lawmakers. Biden hopes to pass an infrastructure plan by summer, which could mean relying solely on the slim Democratic majorities in the House and the Senate.

Funding for the infrastructure projects would come from a hike on corporate taxes that would aim to raise the necessary piles of money over 15 years and then reduce the deficit going forward. In doing so, Biden would undo the action by Trump and congressional Republicans to lift the corporate tax rate to 28% from the 21% rate set in a 2017 overhaul.

“Ninety-one Fortune 500 Companies, including Amazon, pay not a single solitary penny in income tax,” Biden said.

He not only won Pittsburgh and its surrounding county to help secure the presidency, but he launched his campaign there in 2019. The city famed for steel mills that powered America’s industrial rise has steadily pivoted toward technology and health care, drawing in college graduates in a sign of how economies can change.

The White House says the largest chunk of the proposal includes $621 billion for roads, bridges, public transit, electric vehicle charging stations and other transportation infrastructure. The spending would push the country away from internal combustion engines that the auto industry views as an increasingly antiquated technology.

Yeah, it all $ounds good.

An additional $111 billion would go to replace lead water pipes and upgrade sewers. Broadband internet would blanket the country for $100 billion. Separately, $100 billion would upgrade the power grid to deliver clean electricity. Homes would get retrofitted, schools modernized, workers trained and hospitals renovated under the plan, which also seeks to strengthen U.S. manufacturing.

The new construction could keep the economy running hot, coming on the heels of Biden’s $1.9 trillion coronavirus relief package. Economists already estimate it could push growth above 6% this year.

As the money becomes increasingly worthless and a crash awaits.

To keep companies from shifting profits overseas to avoid taxation, a 21% global minimum tax would be imposed. The tax code would also be updated so that companies could not merge with a foreign business and avoid taxes by moving their headquarters to a tax haven, and among other provisions, it would increase IRS audits of corporations.

Biden appealed for Republicans and the business community to join him in negotiations on the bill, but the legislative prospects for Biden's twin proposals already appear to hinge on Democrats coming up with the votes on their own through the budget reconciliation process, which requires just a simple majority in the 50-50 Senate.

“I’m going to bring Republicans into the Oval Office, listen to them, what they have to say and be open to other ideas," Biden said. "We’ll have a good faith negotiation. Any Republican who wants to help get this done, but we have to get it done.”

U.S. Chamber of Commerce Executive Vice President and Chief Policy Officer Neil Bradley, said in a statement that “we applaud the Biden administration for making infrastructure a top priority; however, we believe the proposal is dangerously misguided when it comes to how to pay for infrastructure.” The Business Roundtable, a group of CEOs, would rather have infrastructure funded with user fees such as tolls.....

They would rather taxpayers pay for it all and they pay nothing, like u$ual, and the Chamber of Commerce is obviously under the heel of the banks like the rest of us.

Governor Charlie Baker’s administration in January decided to reimburse providers about $90 for each two-dose vaccination they gave to people covered by MassHealth, the state Medicaid program for low-income individuals. It also required private insurers to pay at least that amount — which was twice what federal officials were paying for vaccines in the national Medicare program, but in March, federal officials significantly raised Medicare payments to almost the same high rate Massachusetts had set. Baker administration officials then tweaked their own rates to match the updated national payments.

“Massachusetts was the first state to establish a comprehensive provider reimbursement rate for the COVID-19 vaccine to ensure that cost was not a barrier to broad vaccination, and in recognition of the complexity of the two dose vaccine, storage, and distribution,” said Brooke Karanovich, spokeswoman for the Executive Office of Health and Human Services. She said the new federal and state reimbursement rates “will continue to support providers administering the vaccine in communities across the Commonwealth.”

Somehow paying twice as much for something that cost vaccine companies pennies on the dollar is a GOOD THING!

COVID vaccines are free to people getting shots, and the federal government is covering the cost of the vaccines themselves, but insurers pay health care providers a fee for putting shots in arms. Such administration fees are common, but they typically amount to much less for common vaccines such as the flu shot, which are more routine and less complicated to deliver.

Looks like a CONFLICT of INTERE$T!

When the Baker administration set its COVID vaccine payment rates in January, the decision to pay twice the Medicare rate came as a surprise. Hospitals had been asking for higher payments and applauded the move, while insurers quietly grumbled. Some critics wondered whether the payments really needed to be so high.

Baker administration officials justified the rates by saying they would encourage health care providers to vaccinate large numbers of people quickly.

Federal officials apparently feel the same way. On March 15, they said they increased Medicare rates after learning “new information about the costs involved in administering the vaccine,” including the expenses of establishing vaccination clinics and educating patients.

Biden administration officials said they are “supporting provider efforts to expand capacity and ensure that all Americans can be vaccinated against COVID-19 as soon as possible.”

The government made $6.2 billion in overpayments across two unemployment insurance programs during the first year of the pandemic, according to a watchdog report released Tuesday.

Millions of Americans lost their jobs as the coronavirus slammed the economy in spring 2020, forcing many to rely on jobless benefits and straining state unemployment systems. In March 2020, Congress passed legislation that boosted and supplemented regular unemployment benefits, including a new program called Pandemic Unemployment Assistance (PUA), which extended help to workers left out of their state’s systems.

The report by the Government Accountability Office said the Labor Department reported that ’'states had identified more than $3.6 billion in PUA overpayments from March 2020 through February 2021.’' In addition, states identified $2.6 billion in regular unemployment insurance overpayments in the last three quarters of 2020.

The report noted that ’'overpayments are not necessarily a result of fraud, though some may be.’' States generally must require people to repay overpayments, but they can also waive that requirement if they find an individual was ’'without fault.’' For instance, in October the Colorado Department of Labor and Employment forgave $1.4 million in PUA overpayments to 9,000 Coloradans after acknowledging that confusing forms for gig workers may have led some people to overestimate their incomes.

The numbers reported by the GAO represent a much higher overpayment amount than was previously known. When the GAO addressed the issue in a January report, it found that Labor Department data showed $1.1 billion in PUA overpayments between March and December 2020, and it recommended that the agency collect the data from states.

The GAO’s January report also repeated and elaborated on concerns about fraud in an emergency relief program run by the Small Business Administration (SBA), called the Economic Injury Disaster Loan (EIDL) Program, which offers up to $10,000 to businesses and nonprofit organizations. By the end of December, the SBA had approved 3.6 million low-interest loans worth $197 billion.....

US employment probably swelled in March by the most in five months as millions of COVID-19 vaccinations and a more open economy helped invigorate hiring, including at businesses hit hardest by the pandemic.

Friday’s monthly jobs report will show 650,000 people were added to payrolls and the unemployment rate dropped to 6 percent, according to the median forecasts of economists surveyed by Bloomberg. Some are projecting an increase of 1 million or more, which would be the sharpest gain since August.

The rate of coronavirus vaccinations rose above 2 million per day in March and dozens of states eased pandemic-related business restrictions or lifted them altogether. That likely boosted hiring in sectors most depressed by the health crisis, such as leisure and hospitality, which have been slow to rebound because of limits on capacity and in-person activities.

“We know that the sector is still running pretty lean for jobs relative to pre-COVID levels, so there’s room for a nice bounce in job creation in that sector,” said Michelle Meyer, head of US economics at Bank of America.

Some industries like food services may also step up hiring in anticipation of stronger sales in coming months, she said.

ADP Research Institute data on Wednesday showed companies in March added the most jobs in six months, led by a big pickup in hiring at leisure and hospitality businesses. Total private payrolls increased 517,000 during the month and February employment was revised up to a 176,000 gain.

Meanwhile, President Biden signed a $1.9 trillion economic stimulus bill on March 11 that included direct relief payments, an extension of unemployment benefits, aid for restaurants, and funding for vaccinations and testing. That should spur further employment growth in the coming months as more money circulates through the economy.

In addition, Biden on Wednesday unveiled a $2.25 trillion infrastructure plan — paid for by steep tax hikes on businesses. The proposal aims to create new jobs through programs such as a new Civilian Climate Corps, construction of affordable housing, and efforts to clean up abandoned mines and capping old oil and gas wells.

“Well-designed public investment can spur innovation and can spur productivity and it can spur job growth all around America,” Brian Deese, director of the National Economic Council, said on Bloomberg Television Wednesday. “This is about public sector investments that we know will actually generate job growth.”

TJX warned that declines in customer traffic and sales could continue or accelerate through the pandemic, and after it is over."
