Travelers entering Massachusetts from most other states must quarantine for 14 days or face a $500-a-day fine, under a tough new order that Governor Charlie Baker issued Friday in the hope of keeping at bay the coronavirus pandemic raging through much of the country.

The rules, which take effect Aug. 1, apply to vacationers, students returning to local colleges, and Massachusetts residents returning from out-of-state trips, but travelers from states deemed low-risk — currently most of the Northeast, plus Hawaii — and those who can document a negative COVID-19 test within the previous three days are exempt from the quarantine requirement.

All week long the Globe has been running articles regarding how long the wait is to get one back, and this is taking to YOUR PAPERZ, PLEEZ!

The regulations represent a sharp escalation of efforts to maintain the low rates of coronavirus infections and hospitalizations that Massachusetts has achieved. Once one of the hardest-hit states during the pandemic, Massachusetts now reports that only 1.8 percent of coronavirus tests come back positive, according to the most recent seven-day average.

“Since March, the people of Massachusetts have made great sacrifice and shown great discipline,” Baker said at a State House news conference, “and as a result, our state has made great progress to control COVID-19.”

We also now lack herd immunity for something that is minimally fatal for most of the population, and the lockdown is getting even tighter despite that. Go figure.

Now, he said, “Many people are traveling to and from Massachusetts for vacation or in some cases getting ready to come back to school. … Every traveler coming to Massachusetts, no matter where they’re from, has a responsibility to help keep COVID-19 out of the Commonwealth,” but enforcement will largely lean on the honor system, according to Baker, who said he expects that “the vast majority of people” will adhere to the new order.

This is a total a$$hole, and for those that don't "adhere" to the "new order", there are plenty of empty colleges, malls, and the rest to warehouse you -- for the protection of your own health, of course, by taxpayer-funded monsters not touched by any decisions they make on our behalf.

This isn't about COVID, this is about shutting down movement like in China and the former Soviet Union. This is the Great Reset!

Dr. Thomas Tsai, assistant professor in the Department of Health Policy and Management at Harvard T.H. Chan School of Public Health, called Baker’s executive order “absolutely the right approach.” Although he did not know of studies showing the effectiveness of such travel restrictions, Tsai said, “It makes epidemiological sense. It makes intuitive sense.”

But has no basis in science because he didn't say it made scientific sense.

This is so Soviet Union it is frightening. It's bizarre, and it's in total contradiction to what is reason and common sense. The Party Line propaganda is to be used as a cudgel against all who will not comply, as it was decades ago.

Other states in the region have taken similar measures. New York, Connecticut, and New Jersey require travelers from states experiencing significant community spread of coronavirus to quarantine for 14 days upon arrival, and New York and Connecticut’s advisories come with fines of $2,000 and $1,000 respectively.

Since March, Baker had issued only travel “guidance,” with no threats of a fine, urging people to quarantine if they traveled from other states, but he and Stephanie Pollack, the state’s transportation secretary, said state data showed travel picking up on the state’s roads and at Logan International Airport. More than 50 flights arrive each day from Texas, California, and Florida, where the virus has flared to dangerous levels and forced officials to pull back on their reopening plans.

“Our goal is to prevent the spread of COVID-19 as out-of-state travel increases,” said Pollack. “All such travelers have a responsibility to help the Commonwealth keep transmission levels as low as possible.”

Before arrival in the state, visitors must fill out and submit online a “Massachusetts Travel Form.”

I would find somewhere else to go.

Local boards of health, or the state contact tracing collaborative, will monitor those in quarantine. Residents can report suspected violators to the board of health, which will levy any fines.

Hotels and Airbnb hosts will be responsible for notifying visitors of the rules.

“The goal here is to rely on what we’ve relied on from the beginning, which is that people, generally speaking, follow the rules,” Baker said.

Be a good East German.

Currently, people from these “lower-risk” states are exempt from the quarantine requirement: New York, New Jersey, Connecticut, Maine, Rhode Island, Vermont, New Hampshire, and Hawaii.

Sure looks like the Hunger Games to me. That's our district.

Visitors from other states can skip the quarantine if they can provide, upon request, proof of a negative coronavirus test administered within 72 hours of arrival in Massachusetts.

Eligible tests involve obtaining a sample collected from someone’s nose, either a PCR or antigen test. However, a negative antigen test result will need to be confirmed by a PCR. Antibody tests, which are done on a blood sample, are not acceptable. The Department of Public Health advises people planning on traveling into Massachusetts to seek advice from their health care provider on the correct type of test.

That means a nose swab, and why would that be?

Exemptions are also allowed for people passing through the state, commuting across state lines for work, traveling to Massachusetts for medical treatment, or complying with military orders.

Ah, EXEMPTIONS for PARTY MEMBERS like in DC!

The order also strongly discourages employers from allowing business-related travel outside of the lower-risk states, and requires them to ensure employees comply with the quarantine if they do such traveling.

The travel rules are likely to have the biggest effect on the tourism industry and higher education, but faced little pushback from either group.

That's it then. 

The sources from those industries that the Globe talked to then proceeded to lecture the rest of the country about how much better we did and are compared to them. Forget the death totals, of course.

At the news conference, Baker criticized the crowding at M Street Beach in Boston last weekend, saying that if people can’t distance from each other and wear face coverings, “we’ll have to limit the number of people who can be there.”

Currently, the state limits indoor gatherings to 25 people and gatherings in enclosed spaces outdoors to 100 people.

And they called it Freedom!

If President Trump decided to send federal troops to patrol city streets in Boston, as he has in Portland, Ore.; Chicago; Kansas City, Mo.; and now Seattle, what recourse would local officials have?

Massachusetts politicians have made clear they would not welcome armed federal agents, but legal scholars say their options — at least in the short term — would be limited.

“Physically, there is nothing to do,” said Lawrence Friedman, a law professor and constitutional expert at New England Law Boston. “You need a court to say it’s illegal, or you need Congress passing a law to say you can’t do that,” but the danger, according to constitutional scholars, would extend beyond any physical clash between residents and federal officers.

“If it goes unchecked, then it’s an invitation to this, or a future administration, to deploy federal officers beyond the limits of their constitutional authority,” said Noah Feldman, a constitutional law professor at Harvard Law School, who testified before Congress last year about Trump’s impeachment, “and in the end, that makes us all less free, less safe, and less protected.”

He was the lead $cholar arguing for impeachment scholar, but is silent when it comes to the massive constitutional violations of COVID that have made us less free, safe, and protected.

Friedman and Feldman, huh?

Trump’s deployment of a secret paramilitary force in Portland, purportedly to protect against vandalism of a federal complex, has triggered growing clashes in a city with a reputation for activism. Portland’s mayor was among those tear gassed earlier this week in a scene he described as “urban warfare.”

Always questioning his motives is Pravda, 'er, the Globe.

Trump said this week that he intends to send federal agents to Chicago and Albuquerque, N.M. ― part of a “law and order” campaign that he says was in response, not to street protests, but to violent crime. It expands upon a similar effort in Kansas City. There is no indication he wishes to send agents to Boston.

To the surprise of Washington Governor Jay Inslee, federal troops were deployed to his state after the Trump administration assured him there would be no “surge of additional personnel to Seattle,” Inslee said in a series of tweets late Thursday.

He said he feared the federal presence would “aggravate the situation” and urged them to stand down unless summoned.

“It is critical that the administration only provide what is needed by state and local officials, and do not engage unless asked,” Inslee said.

The sight of him sickens me.

Not only is the deployment of a secret federal force unconstitutional — federal forces are not allowed to move in and take over as street crime fighters — but it also turns the whole notion of federalism upside down, Feldman said. It pits states against the federal government, upsetting and undermining the delicate balance between the two.

Something he was not at all worried about during the Obama regime's overriding of states rights.

To be sure, federal agents have been used to quell unrest in American cities in the past, but that has generally come at the direct request of local officials who were unable to keep the peace — or in cases when local authorities were defying federal rule, such as in the case of desegregating schools.

TO BE SURE, BUT!

The scene in Portland, scholars say, is dramatically different.

They point to assaults and aggression against protesters by camouflaged and un-badged federal forces and to what the critics say are illegal detentions of people swept off the streets.

Becoming more like China and the former Soviet Union by the day.

“They can’t just come over and take over a domestic law enforcement agency and say, ‘We’re running things right now,’” said Victor Hansen, a law professor and expert in military policing and justice at New England Law Boston. “This seems very unprecedented and very extreme,” he said.

That is not the famous one.

“Arbitrarily grabbing people because of their dress, or because of the way that they left the area, or that they ran away from the police … seems to be shaky legal grounds at best on detaining somebody,” Friedman said.

“We’ve never had a domestic security service in the United States and there’s a reason for that,” Friedman said. “Because of the dangers to civil liberties.”

OMG!

I am in agreement on this particular issue since the tactics described above a quintessentially un-American; however, his bleating sounds hollow when he has been so quiet regarding the massive violation of our civil rights due to COVID lockdowns.

As for a domestic security service, what the hell does he think the FBI is?

Boston has not been named by Trump in his statements this week. The city is not plagued by violent crime, and the street protests here sparked by the killing of George Floyd in Minneapolis have been largely peaceful, but Democratic city and state officials came out in force this week to vow that such “outrageous behavior” would not happen here.

“What we’re seeing in Portland should deeply upset every American,” Massachusetts Attorney General Maura Healey said in a statement. “Watching masked, rogue federal agents terrify residents and round them up in unmarked vans without a warning or a warrant is scary, dangerous, and illegal.”

Until it is done in the name of COVID.

Boston Mayor Martin J. Walsh voiced similar concern. “That behavior and that type of so-called help is not welcome here in the city of Boston,” he said outside City Hall.

Boston Police Commissioner William Gross was not available for comment and deferred to Walsh’s statement, a police spokesman said Friday.

Suffolk District Attorney Rachael Rollins on Friday vowed to take legal action, criminal or civil, to protect against a “president and attorney general who are terrorizing the very people they should be protecting.”

“No individual, even a member of law enforcement, is above the law,” Rollins said in a statement,  “and no federal agency is, either.”

Did she saw that with a straight face, because the statement itself is laughable!

Republican Governor Charlie Baker was more tempered in tone, yet said from his experience, the best practice is not to lend a hand unless asked. “We don’t go where we’re not invited,” he said.

No one is invited here given the new travel restrictions!

In Oregon, pushback by state and local authorities has been vehement. Healey said she stands in solidarity with Oregon Attorney General Ellen Rosenblum, who is seeking a restraining order against the federal government. Rosenblum is also suing in federal court on grounds that it is illegal for undercover federal agents to stop and forcibly grab protesters off the street, put them into unmarked vehicles, and detain them without providing a reason.

Healey said she also will join a separate federal lawsuit in support of Oregon.

There she goes grandstanding again!

“These actions are meant to suppress freedom of speech and intimidate anyone who opposes Donald Trump’s agenda,” she said. “We won’t allow that to happen here in Massachusetts.”

It's the exact opposite here!

Walsh joined other mayors in sending a letter to the departments of justice and homeland security, urging that they “withdraw these forces and end this strategy immediately.” A second letter, he said, went to Congress, requesting public hearings and assurance that no public money would be spent on these deployments.

The Department of Justice announced Thursday that an inspector general will investigate the federal response.

Legal scholars see political cynicism in Trump’s actions — diverting the public’s attention from the pandemic and collapsed economy, but, they note, it could also backfire.

“He’s taking a huge gamble,” Feldman said. “Many of Trump’s supporters believe in states’ rights, or they say they do.”

There he goes again!

On Wednesday night Wheeler, a Democrat, appeared slightly dazed and coughed and said it was the first time he’d been tear-gassed. Hatfield Federal Courthouse amid the pop-pop-pop sounds of the federal agents deploying tear gas and stun grenades into the crowd. It wasn’t immediately clear if the agents knew Wheeler, a 57-year-old sixth-generation Oregonian and longtime politician, was among those in crowd when they used the tear gas. Earlier in the night, Wheeler was mostly jeered by protesters as he tried to rally the demonstrators who have clashed nightly with federal agents, but they briefly applauded when he shouted “Black Lives Matter” and pumped his fist in the air. On Thursday, City Commissioner Jo Ann Hardesty, the first Black woman elected to that role, said the arrival of federal agents had reignited protests that had been starting to die down after weeks. Hardesty also apologized for saying Wednesday that she believed police officers were setting fires to justify violence against protesters.

Earlier, protesters held signs saying “Tear Gas Ted” in a reference to Wheeler and his leadership of the Portland Police Bureau, which used the substance on protesters before federal agents arrived in the city in early July. As Wheeler left the protest zone about 12:40 a.m. Thursday, one person shouted that he should be there “every single night.” Less than an hour later, police said the crowd threw Molotov cocktails, lit fires in a park and in trash cans and released hundreds of gallons of water from fire hydrants.

The police bureau in response declared that there was a riot at the site and threatened to use tear gas but officers never did and made no arrests. Wheeler’s appearance in the protest zone came hours after state attorneys for Oregon urged a judge to issue a restraining order against agents deployed to tamp down on the protests. A protester fell to the ground as federal officers, seen in background, use chemical irritants to disperse Black Lives Matter demonstrators on Friday in Portland, Ore. The arguments came in a lawsuit filed by Oregon Attorney General Ellen Rosenblum, who accused federal agents of arresting protesters without probable cause, whisking them away in unmarked cars and using excessive force. Federal authorities have disputed those allegations. The lawsuit is part of the growing criticism of Trump’s order that sent the federal agents to Portland and pending orders for them to head to Chicago and Albuquerque, New Mexico, to fight rising crime. The court hearing focused on the actions of the more than 100 federal agents responding to protests outside the Portland courthouse. The motion asks US District Judge Michael Mosman to command agents from the Department of Homeland Security, Customs and Border Protection, Federal Protective Service and US Marshals Service to immediately stop detaining protesters without probable cause, identify themselves and their agency before arresting anyone, and explain why an arrest is taking place....."

Durkan urged people to protest peacefully over the weekend at planned rallies that are likely to be large. She also said she hoped to avoid what is happening in Portland, which has seen ongoing clashes between demonstrators and federal police. “I cannot overstate it enough, what is happening is frightening to me,” Durkan said. “It is frightening that you would use federal agents for political purposes.” The agents sent to Seattle are on standby to help other federal law enforcement officials protect federal facilities in the city, according to two law enforcement officials with knowledge of the plans who spoke anonymously because they were not authorized to discuss the operation publicly. The agents arrived after businesses in Seattle were vandalized in the downtown area and in the nearby Capitol Hill neighborhood. A small section of Capitol Hill was occupied last month by the protesters and turned into the Capitol Hill Occupied Protest Zone. Demonstrators took over the several block area for about two weeks until authorities returned in force and cleared out the area on July 1 after two fatal shootings. King County Executive Dow Constantine tweeted Thursday that a federal plane landed at an airport in Seattle that evening and that “more than a dozen personnel drove off to an unknown destination.” President Donald Trump's administration has also announced that agents would be sent to Chicago and Albuquerque, New Mexico. Constantine said people in the Seattle area reject "Trump’s unconstitutional use of federal force. It is a transparent attempt to intimidate, but we will not be intimidated.”

So much for the summer of love she claimed was happening, and she can join the rest of us regarding being misled and lied to since it has been happening to us for, well, forever, and she isn't frightened when those agents are used for causes in which she agrees.

At least Seattle is in better shape than Chicago (the city is being shout up under COVID tyranny while she is working for the New World Order and tearing shit down)!

WASHINGTON — President Trump signed four executive orders on Friday aimed at lowering drug prices in an effort to shore up support among seniors ahead of the November election where he has been losing support in part because of his handling of the coronavirus crisis, but his remarks are also likely to antagonize an industry he is relying on to develop treatments and vaccines to help end the coronavirus pandemic.

Trump has regularly complained to advisers that drug prices are too high, and some of his political advisers see health care as a key vulnerability in 2020. Several polls have shown that voters trust Democrats more on health care; however, the moves are largely symbolic because the orders are unlikely to take effect soon, if they do so at all, since the power to implement drug pricing policy through executive order is limited. Voters will not see an impact before the November elections, and the drug industry is sure to challenge them in court.

Trump said he plans to meet with drug company executives on Tuesday to discuss their ideas for lowering prices, after they requested the meeting.

White House aides spent much of Thursday fielding calls from executives expressing frustration the administration is pushing the orders even as it pushes the industry — including awarding companies billions of dollars — to develop and manufacture vaccines and treatments for COVID-19, the disease caused by coronavirus, according to a senior administration official and a Republican lobbyist.

Trump praised the administration’s work in pushing for the development of coronavirus treatments and a vaccine on a historically ambitious timeline, but did not laud the companies doing most of the research and development.

Took all the credit for himself, which is good because we now know where to apply blame.

One of the orders would speed up the timeline for a proposal the administration introduced late last year to allow states, drug wholesalers, and pharmacies to import certain drugs from Canada. Drug companies have pushed back fiercely on that proposal, arguing there is ‘‘no way to guarantee the safety of drugs that come into the country from outside the United States’ gold-standard supply chain.” The Canadian government also opposes the measure, warning that the drug supply for Canada’s 37 million residents cannot possibly fulfill the demands of the much larger US market.

The political nature of Friday’s event was evidenced by the fact that Florida Governor Ron DeSantis and Representative Matt Gaetz, Republican of Florida, Trump allies, were in the audience.

The executive orders were panned as an empty political gesture by at least one advocacy group.

That's all Trump has left in terms of power these days.

“These executive orders are not about policy, they’re about politics,” said Margarida Jorge, campaign director for Lower Drug Prices Now. “The only reason for President Trump’s rekindled interest in lowering drug prices is his dwindling poll numbers, and realization that our country’s senior citizens are abandoning him thanks to his bungled handling of the coronavirus crisis.”

In another interview Friday with CNN’s “The Axe File” Fauci said he and his family have been targeted with hate mail and death threats. “It’s really a magnitude different now,” Fauci said, seeming somewhat bewildered by the level of vitriol. “Serious threats against me, against my family . . . my daughters, my wife — I mean, really? Is this the United States of America?”

The council spent close to six hours taking public comments and deliberating the ordinance before it passed 7-5 on Tuesday night."

At the pandemic’s peak in April, Quincy was seeing 30 new cases a day on a weekly average. With 43 new cases over the past week, the daily average over a week is six or seven cases.

Five of the COVID-19 cases have been linked to staff or patrons of the Hofbrau Cafe on Sea Street, which announced Tuesday it would close for two weeks for a professional cleaning. An employee of Manet Lunch, also on Sea Street, has tested positive as well, the city said. Another infected person is a member of a recreational baseball league, but Jones said no one else related to the league has tested positive. Several of the other cases involve those in the same household, such as a couple or roommates who were all infected.

The town of Chatham has also seen a recent uptick in cases after at least 10 people who were at a party attended by area restaurant workers earlier this month became infected, prompting some local eateries to temporarily close or scale back service.

Contact tracing is underway, but state Senator Julian Cyr, a Democrat who represents the Cape and Islands, said Thursday by phone that officials were concerned that some party attendees may not be responding to contact tracer calls, possibly over concerns regarding underage drinking.

“People abiding by the rules have had a tremendously positive impact on the growth and the spread of the virus, but they need to keep doing that, and the incident in respect to Chatham is a great example of what happens when they don’t,” said Governor Charlie Baker in a press conference Friday.

He also made a point to note that the state is not experiencing the “astonishing” surge in cases among younger persons occurring in the Southern and Western states in the country.

“Our young people, for the most part, appear to be doing all the same things that the 30-to-60 folks and the 60-and-over folks are doing. They’re not driving trends and they’ve done a really good job of reducing their overall positive test rate,” Baker said.

Friday’s report was posted online more than three hours behind schedule, after a delay of more than five hours Thursday that state officials said was caused by a change in the federal government’s reporting requirements.

State Health and Human Services Secretary Marylou Sudders said Friday that federal officials gave hospitals little notice about the new requirements, which included a change to how some of the state’s key metrics are measured. Because of those changes, Sudders said, some data, including hospital surge capacity, was not updated Thursday.

“We did not update the hospital surge data yesterday because the federal government has redefined what surge capacity means,” Sudders said during Baker’s press conference.

She said the reporting changes were partially responsible for a surprising drop in coronavirus hospitalizations, and state officials spent time verifying the data before it was released.

Since launching Tatte Bakery out of her kitchen in 2007, founder Tzurit Or has built a chain of 14 local storefronts with an aesthetic that makes Instagrammers swoon: black-and-white floor tiles with cheeky inspirational quotes, woven Parisian bistro chairs, piles of flaky pastries, and shakshuka skillets studded with silky poached eggs, but the social unrest in the wake of protests over George Floyd’s death has revealed simmering frustrations among the cafe chain’s workforce that have disrupted its otherwise placid facade. Over the past several weeks, current, former, and furloughed Tatte staff have begun speaking out against Or’s leadership, saying she created a culture at the cafes that has enabled “discriminatory hiring practices and maltreatment of Black and Brown employees in entry-level positions,” according to an open letter published by the group last week.

On Friday, Or confirmed publicly what she said has been in the works for some time: She will be stepping down from her role as CEO of the company that employees over 700 people.

The decision to step down from her role as CEO, she said, predated the petition, and new leadership will be announced soon. Her plan is to remain on as an adviser, executing her vision for its pastries, branding, and storefronts, but day-to-day management of Tatte will no longer be under her purview.

Frustrations mounted when Or posted on Tatte’s Instagram page in support of Black Lives Matter. Many workers expressed skepticism about Or’s outwardly supportive stance and said it didn’t match her own internal corporate practices.

Hodan Hashi, who worked on Tatte’s counter staff until February of this year, said that as a Black woman, she didn’t experience racism firsthand on the part of the company but she grew frustrated upon seeing Or post about Black Lives Matter on the company’s social media accounts.

“Seeing Tzurit post the black square or anything Black Lives Matter-related without seeing the tangible steps she was taking to make sure these things weren’t happening in her own company annoyed me,” she said.

Oh, so it is a PERSONAL THING, huh?

Hashi helped draft a petition asking the company to commit to diversifying its executive team, match the employee donations to organizations supporting Black Lives Matter, and donate excess food and beverages to protesters and others who support the cause. It was envisioned to push Tatte to take a more active role in challenging systemic racism, Hashi said, but then several past and current workers began posting their experiences on social media and tagging Tatte in their posts. Or waded into the comments and direct messages to respond to the complaints, but that served only to fuel the fire. She ultimately turned off commenting and tagging on Tatte’s posts after tensions boiled over. It pushed the activists to continue the conversation through their own channels.

“The stories were just as shocking to me as they were to everybody else,” Hashi said. “It felt like we had some form of a responsibility to make sure that the voices of the people of the company who experienced this but couldn’t speak out were heard.”

In the open letter, the writers said “it is more apparent than ever that the CEO has been using the optics of her successful business to overshadow the injustices of the company against its staff.‘‘ The letter goes on to note that “workers have made numerous complaints about mistreatment and microaggressions under the company’s name and have failed to be recognized by Tzurit herself or the corporate team she manages.‘‘

Elle Marston, a former Tatte employee and organizer for Employees for Change who is a white woman, said she feels it’s important to offer a space for people to share their experiences, and began posting them to the group’s Instagram account.

The Globe spoke with several of the people who shared their testimonials, some of whom did so anonymously for fear of reprisal.

In those experiences, several themes emerged. Michael Geldart, who is white and worked at Tatte from 2013 to 2016, where he held the role of head of bakery operations, said the management of the shops was unprofessional compared with other places he’d worked, and he said there were numerous occasions when Or said things about employees that made him cringe: In one instance, he recalled, she asked if a particular worker was Arab or Muslim, and then asked that the person be laid off a few days later. She would become uncomfortable around workers who were transitioning genders, he recalled. In another instance, he said, she grew suspicious knowing that an overnight shift of workers were all Black and wanted to install cameras in the shop. “She said, ‘They’re from the projects, who knows what they’re going to steal,‘” Geldart recalled.

Or said she does not recall making such a comment about Arab or Muslim workers, and she added that her own heritage — Or was born in Israel and lived on a kibbutz for most of her childhood, moving to the US at age 32 — means that she wasn’t brought up with an understanding of the racial dynamics that exist in the US that would result in such stereotyping.

The bottom, he said, would be measured by two things: The closure of embassies in each country, or military confrontation, whether intentional or accidental.

“It’s better for both sides to stop and make a change — we all know we are moving in the wrong direction,” Cheng said, “but President Trump is trying to create an external crisis to distract Americans’ attention and unite them behind him before the election.”

In announcing the closure, China’s Foreign Ministry in a statement blamed the Trump administration for bringing diplomacy into the countries’ wider rivalry and described Beijing’s response as legitimate and necessary.

“The current situation between China and the United States is something China does not want to see, and the responsibility rests entirely with the United States,” the ministry said. “We once again urge the US to immediately revoke the erroneous decision, to create necessary conditions for the return of bilateral relations to normal.”

In New York City, an early epicenter of the virus, almost 24 percent of the population had antibodies as of early May, but the percentages of people with antibodies in other areas were in the single digits in late May and early June. That included Missouri, at 2.8 percent; Philadelphia, at 3.6 percent; and Connecticut, at 5.2 percent."
