KABUL --A suicide bomber killed 16 people and wounded at least 23 others Friday in a busy city square in western Afghanistan, while near Kabul a powerful former warlord narrowly escaped an assassination attempt, officials said.

The attacks came a day after Afghan President Hamid Karzai took the oath of office for a second term amid escalating violence across the country. Karzai said he has put national reconciliation with Taliban insurgents at the top of his agenda.

Meanwhile, a suicide bomber on a motorcycle attacked a crowded marketplace in a relatively peaceful part of western Afghanistan yesterday, killing at least 15 people, while a well-known former warlord and member of Parliament narrowly survived an assassination attempt on the outskirts of Kabul.
The legislator, Abdul Rasul Sayyaf, has many enemies from his days as a fighter, when he was accused of serious violations of human rights, and several people said privately that there were many besides the Taliban who might have wanted to kill him. The blast in western Afghanistan occurred around 9 a.m. yesterday, close to the compound of the provincial governor, and also wounded 35 people. One of the dead was a police officer, the governor, Rohul Ameen, said in a phone interview. “It was a very sad incident against civilians,’’ Ameen said. “The suicide bomber just wanted to kill civilians. This is inhuman and an un-Islamic act being carried out by cowardly people.’’
