COPENHAGEN - European nations pressed former East bloc neighbors yesterday to help create a multibillion-dollar fund for poor countries suffering the most from global warming, while key US senators signaled progress on legislation in line with what President Obama will pledge at the UN climate conference next week.
The release of the legislative blueprint was timed to bolster the argument by US delegates in Copenhagen that Washington is taking climate change seriously and that Congress is making progress.... But the less-affluent former East bloc countries are reluctant to participate in costly emissions cuts or to give to a fund intended to help developing nations.
European Union leaders met late into the night in Brussels but failed to agree on how much money to commit to the fund. Swedish Prime Minister Fredrik Reinfeldt said officials would “work though the night to see that we get all the resources in place.’’
Developing nations are pressing the United States, Europeans, Japanese, and others for more upfront money and for assurances about long-term financing. Industrialized countries are talking only about three years of funding at $10 billion a year.

Much of that would go toward training, planning, and getting a fix on needs. At the Copenhagen conference, where 192 countries are trying to negotiate a climate pact, US industrialist George Soros said the proposed $10 billion fund is short of what’s needed. Though procedural in nature, the Africa-led suspension went to the core of suspicions by poor countries that wealthier ones were trying to soften their commitments and evade penalties for missing their targets. Developing countries staged a boycott of the talks yesterday but ended it after getting assurances that rich nations were not conspiring to soften their commitments to cutting greenhouse gases. Talks were halted most of the day, resuming only after conference president Connie Hedegaard of Denmark told developing countries she was not trying to kill the Kyoto Protocol, the 1997 document that requires industrial nations to cut emissions and imposes penalties if they fail to do so. Kyoto makes no demands on developing countries.
Among the issues put on hold: whether China will be asked to make sacrifices similar to those demanded of the United States and other rich nations; whether it will open its carbon books to outside inspection; how to ensure every country counts its carbon emissions the same way; and how to raise a steady flow of money for poor countries to combat climate-linked economic disruptions such as rising seas, drought, and floods.
The delay came just days before President Obama, Chinese Prime Minister Wen Jiabao, and more than 110 other world leaders were scheduled to arrive to cap two years of negotiations on an agreement to succeed Kyoto. British Prime Minister Gordon Brown’s office said he would go to Copenhagen today - two days earlier than planned - to try to inject momentum into the talks. A visibly frustrated President Barack Obama was forced to address climate skepticism during his ill-tempered tantrum today in Copenhagen, desperately claiming that man-made climate change was “not fiction,” a view not shared by the majority of Americans he has failed to represent as he attempts to ram through a huge transfer of wealth to the new world order.
Obama said he was convinced the danger was real, adding, “This is not fiction, it is science,” before resolving to pursue his climate change agenda no matter what happened in Copenhagen – and evidently no matter what Congress or the American people have to say about it.
Obama restated his mission to craft policy that will cut CO2 emissions in America by 80 percent before 2050 – an act that will completely devastate the economy and herald a new great depression as we have previously documented.
He also said that $100 billion dollars would be mobilized for climate financing by 2020, the vast majority of which will come from a global tax on financial transactions and a GDP tax, as we have highlighted....
