ClimateGate Expanding, Including Russian Data and Another Research Center Well now some Russian climate officials have come forward stating that the data they handed over to the Hadley Centre in England has been cherry-picked, leaving out as much as 40% of the cooler temperature readings and choosing the hottest readings to make it appear things were warmer than they actually are (regardless of whether the temperature is human-induced or natural).

COPENHAGEN - European nations pressed former East bloc neighbors yesterday to help create a multibillion-dollar fund for poor countries suffering the most from global warming, while key US senators signaled progress on legislation in line with what President Obama will pledge at the UN climate conference next week.

The release of the legislative blueprint was timed to bolster the argument by US delegates in Copenhagen that Washington is taking climate change seriously and that Congress is making progress.... But the less-affluent former East bloc countries are reluctant to participate in costly emissions cuts or to give to a fund intended to help developing nations.

European Union leaders met late into the night in Brussels but failed to agree on how much money to commit to the fund. Swedish Prime Minister Fredrik Reinfeldt said officials would “work though the night to see that we get all the resources in place.’’

Developing nations are pressing the United States, Europeans, Japanese, and others for more upfront money and for assurances about long-term financing. Industrialized countries are talking only about three years of funding at $10 billion a year.

Much of that would go toward training, planning, and getting a fix on needs. At the Copenhagen conference, where 192 countries are trying to negotiate a climate pact, US industrialist George Soros said the proposed $10 billion fund is short of what’s needed. He warned that the gap between developed and developing nations on financing “could actually wreck the conference.’’

COPENHAGEN - The atmosphere at the United Nations climate conference grew more tense and divisive after talks were suspended for most of yesterday’s session, a sign of the developing nations’ deep distrust of the promises by industrial countries to cut greenhouse gas emissions....

Though procedural in nature, the Africa-led suspension went to the core of suspicions by poor countries that wealthier ones were trying to soften their commitments and evade penalties for missing their targets. Developing countries staged a boycott of the talks yesterday but ended it after getting assurances that rich nations were not conspiring to soften their commitments to cutting greenhouse gases. Talks were halted most of the day, resuming only after conference president Connie Hedegaard of Denmark told developing countries she was not trying to kill the Kyoto Protocol, the 1997 document that requires industrial nations to cut emissions and imposes penalties if they fail to do so. Kyoto makes no demands on developing countries.

Among the issues put on hold: whether China will be asked to make sacrifices similar to those demanded of the United States and other rich nations; whether it will open its carbon books to outside inspection; how to ensure every country counts its carbon emissions the same way; and how to raise a steady flow of money for poor countries to combat climate-linked economic disruptions such as rising seas, drought, and floods.

The delay came just days before President Obama, Chinese Prime Minister Wen Jiabao, and more than 110 other world leaders were scheduled to arrive to cap two years of negotiations on an agreement to succeed Kyoto. British Prime Minister Gordon Brown’s office said he would go to Copenhagen today - two days earlier than planned - to try to inject momentum into the talks. Brazil’s president, Luiz Inacio Lula da Silva, and several others reportedly were considering early arrivals.

The world leaders are aiming for a political agreement in Copenhagen rather than a legally binding treaty. Still, the goal is to nail down individual targets on emissions cuts and financing for developing countries in a deal that can be turned into a legally binding text next year.

The night before heads of state begin to arrive en masse in the Danish capital for the critical last days, United Nations Secretary General Ban Ki-moon tried to instill urgency in the talks....

UN officials say that as much as $100 billion a year will be needed, but both the amount and the mechanism for paying it are being fought over.

She was to continue overseeing the closed-door negotiations....

So she didn't really resign anything, huh?

Inside the cavernous Bella Center convention hall, negotiators dealing with core issues debated until just before dawn without setting new goals for reducing greenhouse gas emissions or for financing poorer countries' efforts to cope with coming climate change, key elements of any deal.

"I regret to report we have been unable to reach agreement," John Ashe of Antigua, chairman of one negotiating group, reported to conference Wednesday morning.

In those overnight talks, the American delegation apparently objected to a proposed text it felt might bind the United States prematurely to reducing greenhouse gas emissions, before the U.S. Congress acts on the required legislation. U.S. envoys insisted, for example, on replacing the word "shall" with the conditional "should."

Governments had weeks ago given up hope of concluding a finished treaty at Copenhagen and aimed instead at establishing a framework, through decisions here, for negotiating more formal agreements next year. Much of the uncertainty in the Copenhagen talks stems from how slowly the first U.S. legislation to cap carbon dioxide emissions is moving through Congress.

COPENHAGEN - The United States and five other countries pledged $3.5 billion over the next three years to help developing countries protect trees, one of several developments yesterday that observers said could help nudge the mired climate talks toward a successful conclusion by tomorrow’s deadline.

They wanted $100 billion.

The United States announced that it would commit $1 billion over the next three years, with Australia, France, Japan, Norway, and the United Kingdom making up the rest.

Not like you are running deficits or anything, America.

While the amount is nothing close to what’s required to protect forests worldwide - an estimated $21 billion to $36 billion would be needed by 2015 just to help launch an ambitious forest conservation program - the funding commitment was welcomed by many forest groups and some developing nations, but with the caveat that there needs to be more.

The pledge was seen as an olive branch from the United States, which has been criticized by many other nations for not enacting climate change legislation and offering too little money to help developing countries adapt to climate change and switch to greener technologies. Also yesterday, Ethiopia’s prime minister, Meles Zenawi, heading the African bloc of nations at the talks, said the group would scale back its demand for support from developed countries, proposing that long-term financing gradually build to $100 billion a year by 2020 for developing countries worldwide. Signaling a departure from other developing countries that want direct government payments, Zenawi said the fund could be financed by “creative’’ mechanisms that might include carbon taxes or sales of emissions rights.

Even with the African proposal, progress was slow on bridging the contentious impasse over long-term financing for poor countries. The amount Zenawi offered is far less than many developing nations want from the United States and other rich countries, which have been responsible for the bulk of global warming from greenhouse gases during the industrial era.

Deliberations on the protection of forests have been a brighter spot in the climate talks....

“The developed world is making it clear it’s going to be there, the money is going to be there,’’ he said, referring to the negotiations. But it will take longer to “work out who does how much, in what way, what are the mechanisms,’’ he added. Kerry is the first high-level US politician to arrive as the talks draw to a close. Secretary of State Hillary Rodham Clinton is expected to meet with negotiators today, and President Obama is expected to arrive and speak tomorrow.

In a speech, Kerry cautioned negotiators from around the world that Congress will not pass a cap on greenhouse gas emissions unless a deal is reached in Copenhagen to ensure transparency about countries’ progress toward meeting emissions targets. Clinton did not say what the US portion would be, and the total amount was less than the $200 billion a year many developing countries were seeking from industrialized nations, which have caused most of the warming from power plant and other emissions.

So the costs went from $10 billion a year to $100 billion a year to $200 billion a year!!!

Good thing the show's over; by next week the costs would be over a trillion!!!!

Still, the US support for the fund, which has also been endorsed by the European Union, was seen as a signal the real nitty-gritty negotiations had begun.

The conference is allegedly ending!!!!

While the last day of talks produced more movement than the two years leading up to the Copenhagen climate conference, it was unclear last night whether it would be enough to bridge the enormous divides here between rich and poor countries - and complete a pact to limit global warming....

Unresolved issues were everywhere. It is probable, though not certain, observers say, that developing countries will accept Clinton’s financing offer. A bigger obstacle may be China’s refusal to allow international monitoring of whether it achieves its pledge to slow the growth of emissions....

A visibly frustrated President Barack Obama was forced to address climate skepticism during his ill-tempered tantrum today in Copenhagen, desperately claiming that man-made climate change was “not fiction,” a view not shared by the majority of Americans he has failed to represent as he attempts to ram through a huge transfer of wealth to the new world order.

Obama said he was convinced the danger was real, adding, “This is not fiction, it is science,” before resolving to pursue his climate change agenda no matter what happened in Copenhagen – and evidently no matter what Congress or the American people have to say about it.

Obama restated his mission to craft policy that will cut CO2 emissions in America by 80 percent before 2050 – an act that will completely devastate the economy and herald a new great depression as we have previously documented.

He also said that $100 billion dollars would be mobilized for climate financing by 2020, the vast majority of which will come from a global tax on financial transactions and a GDP tax, as we have highlighted....
