I smell a RIGGING because THEY ALL ARE NOW no matter WHERE THEY ARE HELD! The last free-and-fair election? I couldn't tell you. I can't remember back that far.

"There were even reports of local Taliban members encouraging people to register and support them at the polls in August."

KABUL, Afghanistan - A huge car bomb exploded in the center of the capital yesterday morning, killing seven people and wounding 91. The suicide car bomb struck just outside the NATO force’s headquarters and the Ministry of Transportation, a block from the American Embassy.

The blast occurred in one of the city’s most heavily guarded streets, which runs between the US Embassy and the presidential palace. The embassy is about 100 yards from the site of the explosion, but heavy barriers and blast walls protect it from the street. The palace is about 200 yards away in the opposite direction....

The brunt of the casualties was borne by civilian workers at the Transportation Ministry and Afghan army guards at the entrance to the NATO headquarters where General Stanley A. McChrystal, the commander of the coalition forces, has his offices. The Defense Ministry said seven people were killed, all civilians. The bodies of four Afghans, three of them government workers and one a passer-by, were taken to the city’s military hospital. A male civilian died of wounds in another city hospital, a doctor there said. It was not clear where the remaining two were. The wounded included some 16 Afghan soldiers and a member of Parliament, Hawa Alam Nuristani, officials said. At the main civilian hospital nearby, 57 civilians were treated, most of them government workers from the Ministry of Transportation.

A Taliban spokesman claimed responsibility for the blast. “One of our suicide bombers in a Surf vehicle packed with 500 kilograms of explosives targeted the ISAF headquarters,’’ the spokesman, Zabihullah Mujahid, said by telephone from an undisclosed location, referring to the NATO-led International Security Assistance Force. “We will continue this kind of operation in the future, and we will accelerate our operations against the Afghan and foreign forces.’’

A Taliban spokesman claimed responsibility for the explosion, which rattled windows across a wide area of the Afghan capital and sent a huge, mushroom cloud of dense black smoke rising into the blue sky.

It was the biggest insurgent attack in Kabul in six months and shook public confidence in the extensive network of checkpoints and armed guards that maintain security in the city.

Mujahid brushed aside talk of new tactics but said "we have peoples' support with us, the people are helping us to carry out our attacks."

"We have already announced that the people should not participate in the election," he said. "We have announced that the people should not participate in this American process. We are going to block the highways and roads leading to polling centers and attack those polling centers where we see Americans and other foreigners."

In Dahaneh, Marines launched a pre-dawn raid against a Taliban position on the southern edge of the town, storming a fortified compound and then blowing up two towers from which insurgents fired rockets and mortars at U.S. troops the day before. Marines found marijuana plants growing in the courtyard and confiscated trigger plates used to manufacture roadside bombs.

After months spent living in Turkey to avoid arrest after an altercation with a rival commander, General Abdurrashid Dostum, the leader of an Uzbek militia, held a rally on the last day of the campaign in the northern Afghan city of Shebergan to urge his followers to vote for Karzai. The endorsement from Dostum, who remains popular among Uzbeks despite a record of human rights abuses, could provide a significant late boost to Karzai as he tries to secure a majority in Thursday’s first round of voting.

But Karzai’s reliance on regional commanders such as Dostum has concerned US officials and others who fear that Karzai is too willing to legitimize people with poor human rights records in order to secure votes. Among other allegations, Dostum is accused of allowing hundreds of Taliban prisoners to suffocate to death in shipping containers in 2001....

Analysts estimate that Dostum, who won 10 percent of the vote when he ran for president in 2004, could deliver 400,000 to 600,000 votes, perhaps more than any other regional or ethnic strongman backing Karzai. A leader of Dostum’s political party, Sayed Noorullah Sadat, said that Karzai has not offered Dostum a specific job in a future government but that it is possible Dostum could serve as a governor or Cabinet minister.

Before being placed under house arrest in Kabul and seeking exile in Turkey, Dostum held a largely ceremonial position in the Afghan military. Afghan political observers speculate Dostum is interested in serving as governor of the northern province of Balkh. The current governor, a longtime Dostum rival, has backed Karzai’s main challenger, former foreign minister Abdullah Abdullah.

Karzai has dismayed US officials and human rights activists by steadily gathering around him regional commanders in his campaign for president, including his running mate, Mohammed Fahim. The possibility that such leaders could play a larger role in the next government “does undermine a fair, transparent democratic process in Afghanistan,’’ said Ahmad Nader Nadery, a member of the Afghan Independent Human Rights Commission.

“It’s mainly a question of political survival for these leaders who feel there is no other way for them. Through a democratic process they may not be able to hold on to power, so that’s why they try to make these deals,’’ he said. “Of course Afghans want to move on - they don’t want to go back to the same old structures.’’

Afghan officials say they expect that the commanders will demand payback from Karzai if he wins, asking for such things as government jobs or pardons for their jailed associates.

“Everybody who is campaigning for Karzai will ask something from Karzai,’’ said Roshanak Wardak, a Parliament member who opposes Karzai but said she will not vote Thursday because of poor security in her native Wardak Province. “They will not campaign freely. . . . They are corrupt, thieves, criminals.’’

Two Afghans working for the U.N. were also killed and one was wounded, the U.N. mission here announced. In a statement issued in New York, U.N. Secretary-General Ban Ki-moon said he was "deeply distressed" by news of the attack.

British troops guarded the blast site as rescuers rushed the wounded to hospitals. An AP reporter saw British soldiers collecting what appeared to be body parts from the roof of an Afghan home. He also reported shouting matches between British troops and Afghan security personnel at the blast site.

About a dozen private vehicles were destroyed along the road. People used their hands to dig through the rubble of a damaged building searching for survivors. Families carried the wounded away from the scene.

Hours before the suicide attack, militants fired a pair of rockets at the presidential compound in central Kabul.

At least one round landed in the palace grounds but caused no casualties, Karzai's spokesman Humayun Hamidzada said.

This could provoke public anger and even spark ethnic riots, making it difficult to hold a decisive second poll and creating a power vacuum that would benefit Taliban insurgents.

A peaceful and legitimate outcome is critical to assuage growing doubts among American and European voters about whether Afghanistan is worth a continuing heavy investment in money spent and soldiers’ lives lost. Those doubts were revealed in a Washington Post-ABC news poll released yesterday. A majority of Americans now see the war in Afghanistan as not worth fighting and just a quarter say more US troops should be sent to the country.

Western officials, who once demanded free and fair elections, have recently downgraded their expectations and their rhetoric....

The most immediate danger was from Taliban insurgents, who have launched an aggressive campaign to intimidate voters.

In the past week they have staged three major attacks in this heavily policed capital, including the armed invasion of a bank yesterday morning that led to a three-hour gun battle and a suicide bomber detonating himself inside the building....

In the rural southern provinces where the Islamist insurgents are strongest, they have threatened to attack polling stations and kill voters or punish them by cutting off fingers dipped in telltale purple ink after people have cast their ballots.

Oh, is THAT WHY they REGISTERED them and encouraged them to vote?

Despite plans to deploy thousands of army troops, police, and local guards, officials predict that at least 10 percent of 7,000 polling stations across the country will not be safe enough to open....

But the Taliban are only one source of the tension that surrounds this landmark event. The other source is voting fraud. The campaign period has produced numerous allegations of fraud by both government and opposition forces, including the registration of thousands of phantom female voters by their husbands or village elders and the widespread sale of voter identification cards.

Karzai has enlisted the support of a veritable rogue’s gallery of former militia chiefs and regional ethnic bosses, banking on them to deliver large blocs of votes in exchange for promises of future power. All these leaders control men and weapons as well as votes.

Abdullah has been more circumspect in his election alliances and has gained momentum largely through a series of increasingly spirited campaign appearances in which he has called for political change. Polls now show he may win about a quarter of the vote, compared with around 40 percent for Karzai. Two of the other 34 candidates, former planning minister Ramazan Bashardost and former finance minister Ashraf Ghani, are in the single digits. A candidate needs more than 50 percent to win the first round outright.

But despite his mild and diplomatic demeanor, Abdullah has indirectly courted political violence by hinting repeatedly that there is no way Karzai can defeat him without resorting to massive fraud. Some of Abdullah’s supporters have threatened to hold spirited protests if Karzai wins.

Getting people in the district to join the voting process and adhere to the government in faraway Kabul is crucial. The ethnic Pashtun villagers in Helmand live outside any central authority and produce 60 percent of the world’s opium, which is channeled into the drug trade funding the insurgency.

Being the Taliban’s heartland, Helmand and other heavily Pashtun provinces in the south have huge importance for the election result. Incumbent president and front-runner Hamid Karzai, himself a Pashtun, needs a strong turnout in the region to boost his chance of reelection. About 40 percent of the Afghan population is Pashtun.

I don't understand: Taliban support Karzai?!

The Marines here are among the 21,000 US forces Obama sent to Afghanistan this year - in part to help secure today’s vote - and they are racing to reclaim territory from militants. In Dahaneh, the Taliban fighters resisted fiercely in days of intense gun battles and bombings before retreating. About 10 militants and one Marine were killed in the fighting.

The rest of the valley remains a front line. Marines control roughly the western part of the district, though thousands of hidden IEDs - improvised explosive devices - make movement perilous.

KABUL --Taliban threats scared voters and dampened turnout in the militant south Thursday as Afghans voted for president for the second time ever. Insurgents killed 26 Afghans in scattered attacks, but officials said militants failed to disrupt the vote....

Security companies in the capital reported at least five bomb attacks, and Kabul police exchanged fire for more than an hour with a group of armed men; two suicide bombers died in the clash, police said. Taliban spokesman Zabiullah Mujahid claimed that five gunmen were fighting with police....

Karzai said militants carried out 73 attacks in 15 provinces -- a 50 percent increase in attacks compared with recent days, according to NATO figures. Karzai's ministers of defense and interior said attacks killed eight Afghan soldiers, nine police and nine civilians. A U.S. service member was killed in a mortar attack in the east Thursday, bringing to at least 33 the number of U.S. troops killed this month....

The top U.N. official in the country, Kai Eide, acknowledged scattered attacks but said the election "seems to be working well."
