Ká-Carlos is popular with many in the Cape Verdean community. The owner, Carlos DePina, enjoyed strong neighborhood support four years ago when he told residents he would be turning the Rendezvous Lounge, a notorious bar, into a family restaurant.

But many residents soured on the business as it extended its hours and seemed to become more nightclub than restaurant, according to city officials. In recent years, neighbors of Ká-Carlos have complained about loud music, patrons parking in private spaces, and boisterous crowds outside who sometimes break into fights, according to city records. Attempts to reach DePina were unsuccessful yesterday.

Last Tuesday, Councilor Maureen Feeney testified at a hearing before the city’s Licensing Board on whether to roll back the bar’s closing time from 1 a.m. to midnight. “I am totally disgusted with this property,’’ she said yesterday in a telephone interview. “We knew eventually it was going to escalate into this and that’s tragic.’’

Daniel Pokaski, the board’s chairman, said he has scheduled a hearing for next Tuesday to discuss the shooting. The board will meet the next day to decide on the hours and whether the bar should be held accountable. “It’s never been a violent place,’’ Pokaski said. “It’s always been a nuisance place.’’

Monteiro had been working nights at Ká-Carlos to make extra cash to pay for his parents’ trip from Cape Verde to the United States.

He had not seen his parents since he left 20 years ago and was supposed to reunite with them at his sister’s wedding next month....
