KABUL, Afghanistan - Two US troops were killed as the deadliest month for foreign forces of the Afghanistan war drew to a close, the military said yesterday, with commanders vowing to continue the fight despite the toll.

The deaths in southern Afghanistan brought to 41 the number of US troops killed in July, by far the heaviest monthly toll in the eight-year war. The worst previous month for US forces was September 2008, when 26 were killed. The latest deaths occurred in a firefight with insurgents in southern Afghanistan on Thursday, the US military said. At least 71 foreign troops have been killed in July.
Britain has suffered its worst battlefield casualties since the 1980s Falklands War, with 22 service members killed in the month, taking its total losses in Afghanistan to 191, 12 more than were killed in the Iraq war. Casualties spiked after thousands of US and British troops this month launched major operations in southern Helmand Province, a Taliban stronghold and the center of Afghanistan’s opium production.

The Helmand operations are the first under President Obama’s new regional strategy to defeat the Taliban and their Islamist militant allies and stabilize Afghanistan. They are occurring before crucial presidential elections on Aug. 20. Violence has escalated across Afghanistan since the operations were launched.

There has also been a spate of election-related attacks. No candidates have been hurt.

Yesterday, a convoy carrying ballot papers was attacked by Taliban fighters in west Afghanistan, said Ruhol Amin, governor of Farah Province. Four Afghan soldiers were killed in the attack.

Civilian deaths have outraged many Afghans.... A UN report released in Geneva yesterday found that 1,013 civilians had been killed between January and June, up from 818 in the same period last year, as the battlefield increasingly moved into residential areas.
The deaths were largely caused by air strikes, car bombs, and suicide attacks, with the Taliban blamed for 59 percent of the fatalities, the United Nations mission in Afghanistan said. “All parties involved in this conflict should take all measures to protect civilians and to ensure the independent investigation of all civilian casualties, as well as justice and remedies for the victims,’’ said Navi Pillay, UN high commissioner for human rights.
Six civilians were killed or wounded by a roadside bomb in Jawzjan Province on Thursday, the Interior Ministry said.--more--"

The US military also said three American service members were killed in the south, while a French soldier died and two were wounded in fighting in Kapisa Province in the east, French officials said. The Taliban last week vowed to disrupt the Aug. 20 presidential election and called on Afghans to boycott it.

A total of 41 US service members were killed in Afghanistan in July, well above the previous monthly high of 26 in September 2008. Britain has also suffered its worst battlefield losses in almost a generation, with 22 killed in July.

The military said the slain corporal was part of a 230-strong joint Afghan and French force that came under attack from the Taliban in a valley north of Kabul early Saturday. It did not say how many insurgents launched the attack, but said it led to a clash that lasted more than one hour and two French soldiers were wounded. There were no reports of Taliban casualties....

A record 62,000 US troops are now in Afghanistan, more than double the number a year ago. President Obama has increased the US focus on Afghanistan as the Pentagon begins pulling troops out of Iraq. Other NATO countries have about 39,000 troops in Afghanistan.
“We have a lot more troops in the country. We have a lot more operations ongoing, and it increases our contact with the enemy. And that, unfortunately, results in an increase in casualties,’’ said Lieutenant Commander Christine Sidenstricker, a US military spokeswoman.

WASHINGTON - President Obama’s top defense advisers huddled in Europe over the weekend to discuss the Afghanistan war, a Pentagon spokesman said yesterday.
Defense Secretary Robert M. Gates and the chairman of the Joint Chiefs of Staff, Admiral Mike Mullen, got an interim report on security in Afghanistan from the top American commander there.
General Stanley McChrystal is putting together an assessment of the war that could include a request for additional US forces and resources. Pentagon spokesman Geoff Morrell said Gates wanted a meeting to get a sense of that forthcoming report....

He would not detail the discussion, including whether McChrystal is contemplating a politically troublesome request to expand the number of American soldiers....

KABUL, Afghanistan - A bomb exploded near a police convoy yesterday morning in Herat, the main city in western Afghanistan, killing at least 10 people and wounding 29 others. The Taliban claimed responsibility, saying that a local police chief had been the target.
The bomb, hidden in a trash bin, was detonated remotely as two police vehicles drove past, engulfing them in flames. Children were on their way to school at the time, and at least one child was killed, police said....
