Only a fraction of the federal stimulus money earmarked for Massachusetts has been spent so far, a Globe review of government filings has found.
Massachusetts organizations have been awarded $3.9 billion in stimulus contracts, loans, and grants. But as of October, Bay State government agencies and companies have received only $622 million and have spent almost all of it, according to data from the government agency charged with tracking stimulus funding. The findings could explain why unemployment continued to climb in the state, hitting 9.3 percent in September.
And yet GOVERNMENT has been out there LYING about creating HUNDREDS of THOUSANDS of JOBS!!

“Most of the money has not yet been used in a way that could create or save jobs,’’ said Michael Balsam of Onvia Inc., a Seattle company that tracks government contracts. Nationwide, Balsam estimated, only one-quarter of the stimulus money has “actually left Washington, D.C.’’
Federal officials were unavailable for comment yesterday because of the Veterans Day holiday.
But Massachusetts officials suggested the slow pace of funding is due partly to applicants having to win competitive grants, which is a time-consuming process.

And even after winning a stimulus award, state officials noted, there are a number of other chores that have to be done before the money can be spent. These include deciding what projects to fund, putting contracts out to bid, and spending time complying with any other rules or regulations needed to obtain the money. For example, Massachusetts had to pass legislation before it could tap into $133 million to finance waste-water treatment facilities; it is now going through the process of vetting potential projects....

Massachusetts has spent $508 million of the $1.9 billion handled through state agencies that has been awarded.

But a huge chunk of the stimulus money is awarded directly by the federal government to other recipients, bypassing the state altogether. Of $2 billion awarded to these recipients in Massachusetts - including cities and towns, private companies, universities, hospitals, and nonprofit agencies - the state says only $114 million has been paid out.
The Patrick administration has estimated Massachusetts companies and agencies will ultimately be awarded another $2.6 billion in stimulus awards, not counting tax cuts or unemployment compensation, Medicaid and other social service benefits to individuals funded by the federal stimulus legislation.

Yesterday, the Globe reported that the job numbers reported by some Massachusetts recipients of stimulus funds are inflated, making it difficult to pinpoint how effective the federal legislation has been. Massachusetts recipients reported they had created or retained a total of 12,374 jobs with stimulus funds, but in interviews a number acknowledged they had miscounted jobs, made mistakes in reporting, or claimed jobs for work not started.

state officials did acknowledge that the bulk of the jobs figures they reported to the US government were estimates, rather than exact tallies.
Translation: THEY LIED!!!!
For instance, the state estimated it saved nearly 6,000 jobs by disbursing $412 million in education grants to local schools districts to offset cuts in state aid. But instead of tracking payments to individual employees, the state asked school districts what portion of the money was used for salaries, then calculated how many jobs that money would support based on a statewide average salary for teachers.
“It’s an estimate,’’ said Jeff Wulfson, associate commissioner in the Massachusetts Department of Elementary and Secondary Education. “We’re doing the best we can.’’
